Sorry I missed the call yesterday. The House Ag committee staff had asked
for a briefing on the NCEP rule that was supposed to end at 2:30 but we went
till after 4 and didn't get back here until almost 5.
The Personal Responsibility rule was officially sent to OMB on October 10
but had NCEP rule taken a back seat to the NCEP rule. I think that the
draft is more consonant with the viewpoints of some our key outside partners
and hope that clearance can be expedited. The rule is a significant rule
and would be effective 60 days after publication. I think that they could
be published in January.

This report looks at the characteristics and employment prospects for
ABAWD's rather than State PRWORA choices on implementation. I will fax Margy
some pages from a 1997 survey by Health Systems Research that tabulates
which States are imposing ABAWD time limits on parents. A Mathematica draft
which we expect to see next month will update this - bottom line is that
there still are States where a final rule would protect families with
children from the ABAWD requirement.
