Dear Colleague:
Please accept with my compliments the enclosed copy of our latest publication, Aid to Families
with Dependent Children: The Baseline.
The Personal Responsibility and Work Opportunity Reconciliation Act passed by Congress and
signed by President Clinton in August 1996 replaced the Federal statute that governed the Aid to
Families with Dependent Children program from 1936 to 1996. The new legislation provides a
block grant that states can use to provide cash and services to low-income families with children
largely free of federal requirements regarding State program rules. As data on the new program,
Temporary Assistance to Needy Families (TANF), become available we plan to publish them in
a format comparable to this baseline report.
This report provides information on the AFDC program as it existed under the prior law to
facilitate comparison over time with the new TANF program. We expect this information to be
useful in understanding the impacts of Federal and State policies on low-income families. We
welcome your comments and suggestions concerning future volumes.
