Internal Questions & Answers
Hold for opening q.
?
1. The President has been in office for five years. Why is he proposing a child care
initiative now? Is this a new problem?
The child care initiative underscores President Clinton's commitment to strengthening America's
families. As the President has said, child care is "the next great frontier if we're going to make
sure all Americans can succeed at home and at work." (7/28/97) The initiative that the President
announced today builds on the Earned Income Tax Credit, the Family Medical Leave Act, the
Child Tax Credit, that the new children's health insurance program, and a host of other legislation that
the President has fought for to help American families.
This also builds on President Clinton's continuing efforts to improve and increase funding for SIX
child care. The 1996 welfare reform law increased child care funding by $4 billion over 6 years to
provide child care assistance to low-income working families and parents moving from welfare to
work. To ensure that children in child care are in safe and healthy environments, the President also
launched the Healthy Child Care America Initiative. And because the Department of Defense child
care system has become a model of employer-sponsored child care and after-school programming,
the President asked the DOD to share its expertise with the civilian child care community.
During the Clinton Administration, funding for Head Start has increased by 43%, reaching over
800,000 children today. The President also initiated the Early Head Start Program to expand the
proven benefits of Head Start to families with children age three and under.
2. How are you going to pay for this big package?
releases his
which he will announce
The President's budget includes offsets for each element of his child care initiative and therefore, when he
the package does not add to the deficit. When the President announces the entire budget he will-
release each offset publicly. [Something along the lines of: The President has a strong record of
relying on real budget estimations and his child care initiative will do the same 22]

3. Aren't you just creating a new federal bureaucracy?
q here.
The President's child care initiative creates no new federal bureaucracy. Rather, it relies on states
and communities to decide for themselves how best to address the child care challenges they face.
Indeed, the funds for each major initiative flow either to states or communities, or in the case of
tax credits, to individuals themselves.
