Dear Congressman Reyes:
Thank you for your letter regarding the application of El Paso for an
Empowerment Zone by the Community Empowerment Board. The
Empowerment Zone program is one of this Administration's most important
community development initiatives and the President and Vice President are
pleased that the Department of Housing and Urban Development and the
Department of Agriculture received so many applications.
As you know from the Vice President's remarks at the announcement of
the 20 new Empowerment Zones, the Administration applauds the efforts of
communities coming together and developing a common vision to foster
maximum improvement for their community. As a result of the united efforts
of the El Paso community, the Empowerment Zone in your constituency will
receive tax-exempt bonding authority, $3 million in funding for improvements,
and growth-promoting tax incentives.
