Influences
In addition to working within the industry to create the rating system, Valenti says
the group wants to hear from people outside the industry. Outside influences include
Canadian TV representatives, who are currently conducting V-chip experiments and refining
its rating system; church groups; Children Now, a California-based advocacy organization;
advertisers and public interest groups.
Central Underlying Issue
How can the rating system actually make television better for children? The group
continues to work with this issue in mind. One idea is that Valenti's group should focus
on
daytime hours, the time that children usually watch TV (NYT 3/17). Also, shows carrying
violent warnings will draw a limited audience, sponsors will stop advertising, and the
broadcasters will either improve the program quality or be forced off the air.
