AND OF GOVERNMENT OF THE AMERICAS
WE, the Wives of Heads of State and of Government and
Representatives of Governments and of First Ladles of the
Americas gathered in the City of Asunción, Capital of the
Republic of Paraguay, on October 16-19. 1995, to exchange
ideas and strategies concerning the "Health and Education
of Women and Children" in our Region, as a follow-up to the
4th Conference of Wives of Heads of State and of
Government of the Americas held in Saint Lucia on October
11-13, 1994 and to the Symposium on Children of the
Americas held in Miami last December 10,
WE recognize that our countries face common challenges
regarding the health and education of women and children
and that by sharing experlences and promoting regional
actions through these conferences, we can foster the
development and the well-being of our nations.
IN ACCORDANCE WITH THESE CONSIDERATIONS, WE
DECLARE THAT WE WILL:
1. Work in favor of the health and education of women
and children, under the principles of: comprehensive
development, equality, democratization of information
and awareness, and family and social participation.
2. Support actions that Improve the health of children and
women throughout their life cycles by promoting
universal and quality health care, thus contributing to
the reduction of maternal morbidity and mortality.

and education of women and children, particularly In
poor rural areas and marginalized urban areas.
6. Promote women's and girls' access to formal and
non-formal education programs, to ensure equal
opportunity for full participation in society and their
active contribution to the development of their
countries.
7. Promote a hemispheric dialogue to share information
and exchange experiences on education reform
efforts which increase school enrollment rates and
completion rates, Improve the quality of primary and
secondary education and expand coverage of non-
formal family and community based early childhood
education.
8. Contribute to the prevention and ellmination of all
forms of vlolence against women and children through
the provision of norms and adoption of necessary
mechanisms, as well as fostering respect for human
rights.

SECRETARIA PRO TEMPORE
CONFERENCE OF WIVES OF HEADS OF STATE AND OF
GOVERNMENT OF THE AMERICAS
As advocates for the health and education of women and
children within a framework of equality, peace, freedom,
solidarity, social progress and sustainable human
development, we recommend consideration of the following
strategies and programs:
A.Concerning Women's Health:
l.a. Support the resolution of PAHO's XXIII Pan American
Sanitary Conference which encourages
Governments of the Americas to establish "policy of
comprehensive attention of women's health for the
prevention of morbidity and the reduction of
maternal mortality by at least 50%, to be achieved by
the year 2000".
b. Promote the allocation of resources to allow for the
adequate implementation and follow-up of the
"National Plans of Action to Accelerate the
Reduction of Maternal Mortality and Morbidity in the
Americas," elaborated In collaboration with PAHO and
other international organizations.
C. Promote the disaggregation of morbidity and mortality
rates by sex.
2. Create mechanlsms in thosecountries which are
engaged in the United Nations Population Fund
(UNFPA) Project, "Prevention of Adolescent Pregnancy,"

project In response to the following needs:
a. Encourage the participation of local UNFPA offices In
the elaboration, Implementation and follow-up of
the local components of the Project, SO as to guarantee
the coordination of this initiative with similar projects
funded by other International cooperation
agencies, both bilateral and multilateral.
b. Widen the scope of action of the project, whenever
necessary, SO as to include activities related to the
reduction of maternal mortality.
C. Analyze the possibility of redistributing unallocated
financial resources, among those countries which are
already Implementing the project and need
additional resources.
Adjust the project in order to support, while respecting
the national interest of each country, the
Implementation of the recommendations from the
United Nations International Conference for Population
and Development and the United Nations Fourth World
Conference on Women.
3. Support the proposal of the Association of Ibero-
American Leagues Against Cancer (ALICC) to continue
and expand the program "Latin America inthe Struggle
Against Cancer" to countries in the reglon.

1. Recommend the disaggregation of data by sex and
analyze these data in such a way as to take Into

Promote mechanisms through which women can be
active participants in the design, implementation and
evaluation of projects that promote social equality of
women.
3. Based on the experlences of the Projects, "Rural Women
in Latin America andthe Caribbean" Implemented
through IICA and "Promotion of Women's Participation
in Development." request the Inter-American
Development Bank (IDB) to expand and continue,
respectively, the projects to other countries in the
region.
4. Request the Inter-American Development Bank (IDB) to
study the possibility of creating a fund to finance
specific projects that improve the quality of life of rural
women.
C.Concerning Children's Health:
1. Promote and follow-up on progress made toward
achieving the goals of the World Summit for Children
by the year 2000.
2. Work with Ministries of Health, the Pan American Health
Organization (PAHO) and other International
organizations on the campaign to eliminate measles
transmission from the Americas by the year 2000 and
strengthen the surveillance of preventable diseases by
vaccination.

implementation of the Inter-American Convention on

Violence against Women, adopted In Belém do Pará
on June 9, 1994.
2. Promote the Joint PAHO / IDB initiative which Is
designed to implement the regional program on
violence against women: "Establishment of
Community Networks".

educational campaigns to prevent and combat

- Last October, you attended the Hemisphere First Ladies' meeting that was held in
Asuncion, Paraguay.
- At that meeting three major hemisphere-wide issues were discussed;
1) Measles
2) Maternal Mortality
3) Basic Education
- The next First Ladies' Conference will be held in Bolivia in late 1996.
- This briefing memorandum includes background and discussion points on the above topics
and a summary of USAID/Bolivia's events in these areas.
- Also included is a report from a recent conference held in Washington, DC on education
reform (in Spanish) that you may want offer to Mrs. Sanchez de Lozada. (See PERA section
below for further details.)

General Talking Points:
- The meeting with Mrs. Sanchez de Lozada will be an opportunity to discuss the agenda for
the next First Ladies' Conference. You could suggest that part of the conference be devoted
to reporting on what has been done since the last conference in the three areas of concern,
which stem from the Summit; measles, maternal mortality and basic education.
- In conjunction with this agenda item and in preparation for the next conference, you could
suggest to Mrs. Sanchez de Lozada that PAHO, the IDB and key country experts work
together to provide papers on topics of key concern for the conference.
- One possibility might be preparation of a short questionnaire focusing on progress in the
hemisphere in the areas of measles, maternal mortality and basic education.
Vaccinations
Trends in the Region:
--
As part of ongoing vaccination programs almost every country in LAC has conducted
an initial campaign to vaccinate all children aged 1-14 against measles, regardless of
prior vaccination status, thus reducing susceptibles to unprecedentedly low levels-and
cases of measles in the hemisphere have, as a consequence, already dropped by 99%.
Some countries are conducting the first follow-up campaign, vaccinating all children
1-4 years old against measles, regardless of prior vaccination status. This is in
countries where a pool of susceptibles approximately the size of one annual birth
cohort has built up, due to annual coverage levels less than the 95% target necessary
to eliminate the disease and the fact that some vaccinations are ineffective (in
laymen's terms, they don't "take").
USAID Regional Programs in Latin America and the Caribbean (LAC):
Measles Elimination and Maternal Mortality
- USAID will provide regional support for country programs to strengthen priority health
interventions. Modeling the successful approaches of USAID's two five-year Accelerated
Immunization Projects (AIP and AIP II), both implemented by PAHO, regional activities will
provide resources to improve the effective delivery of selected health services.

Vaccination Component (Including Measles Elimination) of USAID's Regional Program
Background:
-
A regional initiative to eliminate measles from the Hemisphere was approved at the
Pan American Sanitary Conference in September 1994.
--
PAHO has estimated that $53 million in donor funds are needed for a 5 year regional
effort, in addition to the funds countries will need to expend on their own programs.
-
USAID will contribute up to $8 million to PAHO; PAHO budget will provide $9.8
million; and PAHO has pledges of $1 million from Spain and $2.2 million from the IDB.
-
The agreement between USAID and PAHO which you announced in Paraguay will be
signed during the week of June 25.
-
Components of the grant to PAHO include maternal mortality, vaccinations (including
measles elimination), and management of childhood illness (diarrhea and acute respiratory
infections).
Talking points:
USAID's intended follow-on grant to PAHO to implement the regional activities in
support of vaccination programs continues our assistance for a third 5 year period.
o
The proportion of donor assistance from USAID is gradually decreasing; during the first
10 years, we contributed just over 1/2 of donor funds.
o
Prior grants focused on polio eradication in the context of overall vaccination coverage
improvements; this grant will focus on measles elimination in the context of sustaining
vaccination coverage and programs.
o
Measles elimination requires new strategies, including limited campaigns and increased
surveillance. Sustaining coverage and programs require continuing improvements in services
and policies. Both are integral parts of the proposed new activity with PAHO.
Maternal Mortality
Trends in the Region:
-
Data from 24 countries in a 1995 survey conducted by PAHO, indicates that five
countries in the Americas (Bolivia, Guatemala, Haiti, Honduras and Peru) have very
high maternal mortality rates (above 150 maternal deaths per 100,000 live births).

In addition, the majority of the countries in the region (Brazil, Colombia, Ecuador, El
Salvador, Jamaica, Nicaragua, Panama, Paraguay Dominican Republic, Trinidad and
Tobago and Venezuela) reported high maternal mortality rates (between 50 and 149
maternal deaths per 100,000 live births). Argentina, Costa Rica, Cuba, Chile,
Mexico and Uruguay have medium level mortality rates (between 20 and 49 maternal
deaths per 100,000 live births).
Only two countries (Canada and the United States) reported levels qualified as low
(below 20 maternal deaths per 100,000 live births).
Maternal Mortality Component of USAID's Regional Program
Background:
-
Maternal mortality continues to be a critical problem in the Americas. Indigenous
women, women in rural areas, and young women and adolescents are particularly at risk.
-
There are three basic strategies to reduce maternal mortality:
1) increasing use of family planning services;
2) basic essential obstetric care; and
3) comprehensive obstetric care.
-
Although routine surveillance of maternal mortality and its causes are poor throughout
Latin America and the Caribbean, analysis of survey data shows that abortion, hemorrhage
and hypertension continue to be the principal causes of maternal deaths. The real number of
abortions is unknown because of its illegal character and accompanying penalties.
-
The Ministers of Health of the Americas approved a Regional Plan for Maternal
Mortality Reduction in the Americas in 1990. There has been some progress, but no
significant improvement.
-
At the Miami Symposium, there was an agreement to draw attention to the problems
of maternal mortality because of its strong linkage to the well being of women and children.
USAID and Partner Activities:
-
USAID has an outstanding family planning program active in 14 of the 16 countries
where we work in LAC (only Guyana and Panama do NOT have USAID family planning
programs among our presence countries).
-
Several missions are already working on strategies in addition to family planning to
reduce maternal mortality.

USAID will provide approximately $2.5 million over the next five years to work with
PAHO and other USAID development partners to reduce maternal mortality in the LAC
region by focusing on regional actions to support basic essential obstetric care in selected
countries.

partners: PAHO, UNICEF, the MotherCare project, the Quality Assurance project, and the
Health Financing and Sustainability project.

USAID and its partners have met several times over the last year, and in addition,
USAID/Washington staff visited several LAC countries in the summer of 1995 to interview
stakeholders to solicit their ideas concerning the most useful technical and programmatic
approaches to take in this area.

The activities under consideration will support:
- improving community response to obstetrical emergencies;
- improving basic essential obstetric care at the first level of referral (not including
transfusions and cesarian sections) and;
- improving the policy environment (ic. permitting nurse- midwives to administer
essential medicines).
USAID anticipates completing the design and making resources available for
implementation towards the end of FY 96.
Talking Points:
USAID's strong family planning programs are a major contributor to reducing
maternal mortality in the hemisphere.
Regional maternal mortality prevention activities will be implemented by an alliance
of USAID and implementing agencies, including PAHO.
These activities will maximize impact of our resources by using relatively simple
technologies that can be administered at the lowest level of referral in the health
systems in the LAC region.
In the last few years, USAID programs have begun to include more direct maternal
mortality intervention activities such as the Incquisivi project in Bolivia implemented
by Mothercare. (Attachment A)

Partnerships for Education Revitalization in the Americas (PERA)
A regional conference on building Partnerships for Education Revitalization in the
Americas was held December 4-6, 1995.
The purposes of the conference were to:
- Carry forward the education initiative adopted by all countries of the hemisphere at
the Summit of the Americas in December of 1994;
- Inform the audience of the PERA project;
- Identify emerging policy issues and how these issues may be addressed.
Preliminary Activities:
-
Policy analysis and dialogue is 2 substantial component of the PERA initiative. In
order to follow up the conclusions of the December conference and initiate a policy analysis
on the process of educational reform, a policy paper is being developed.
-
In April, USAID/Washington sent a policy advisor to five countries (Guatemala, El
Salvador, Nicaragua, Jamaica and the Dominican Republic) to share with the Ministers of
Education, the academic community, and the USAID Missions, information on research and
workshops to be implemented under the PERA initiative.

USAID attended the Seventh Conference of Ministers of Education of Latin America
and the Caribbean (MINEDLAC) meetings in Kingston, Jamaica May 13-17, 1996 and met
with, among others, a variety of Ministers of Education from the region and the Summit of
the Americas overall coordinator of the education initiative to discuss the PERA project and
the Girls' and Women's initiative.

USAID's policy advisor will begin case studies on the process of education reform in
the five countries. This activity is designed to identify the potential applicability of lessons
learned by countries of the region that have initiated a strategic transformation of their basic
education system. It will analyze different types of reforms proposed and the conditions for
successful implementation of such reforms.

In May, USAID LAC Bureau staff met with the Summit Education Coordinators from
Mexico and the U.S. Department of Education to coordinate and discuss the next steps for
PERA.

In July 1996, USAID expects to sign a cooperative agreement with a non-
governmental organization to implement PERA through an extensive series of workshops and
policy research activities.

USAID in Bolivia
Maternal Mortality:
- In Bolivia maternal mortality dropped from 416/100,000 live births in the 1984-1989
period to 390/100,000 in the 1989-1994 DHS (Demographic and Health Surveys) survey.
- This shows progress, but we are still at unacceptable levels.
What are we doing to help?
- The entire USAID health portfolio in Bolivia is contributing to reducing this ratio.
-- The $40 million Reproductive Health Services project which, along with UNFPA, PAHO,
and the GOB, has increased modern contraceptive use from 12% in 1989 to 18% in 1994, is
very instrumental in lowering maternal mortality since pregnancy and pregnancy related
causes (abortion hemorrages) are major causes of maternal death.
- The project supports improvements in pre-natal, post natal and birthing care at the
Secretariat of Health, the Social Security Hospitals, and two other health delivery
institutions; Fundacion San Gabriel and PROSALUD.
- The MotherCare project is conducting research and developing norms for obstetrical care
that have been adopted by the Secretariat of Health. They are training for public sector health
workers and working with medical and nursing schools to improve maternal care.
- The 24 PVO members of the PROCOSI network are working on reproductive health
projects throughout rural Bolivia.
- CARE has a separate $5 million grant for reproductive health in rural areas in Southern
Bolivia.
- The Community and Child Health project is working in 11 districts to support the
Secretariat of Health's Plan VIDA, specifically aimed at reducing maternal mortality.
Progress on Measles vaccination:
- The 1994 DHS (Demographic and Health Surveys) for Bolivia reported 71.5% coverage
for measles.

REUNION HELD IN PARAGUAY, THE WIVES OF HEADS OF STATE AND
GOVERNMENT ACKNOWLEDGED THAT OUR COUNTRIES FACE COMMON CHALLENGES
AND THAT ONLY THROUGH A JOINT EFFORT WILL WE BE ABLE TO FACE AND
RESOLVE THEM.
OUR PERMANENT CONTACT WITH SOCIETY INVOLVES US AND COMMITS US TO
A UNITED EFFORT IN FAVOR OF THE MOST VULNERABLE GROUPS.

CONCEIVED AS A FUNDAMENTAL PART OF HUMAN RIGHTS.
IN THE AREA OF HEALTH, THE RAPID REDUCTION OF MATERNAL MORTALITY
IS ONE OF THE ISSUES OF PREOCUPATION IN THE AMERICAS.
PREMATURE PREGNANCY IS A SERIOUS THREAT TO WOMEN'S HEALTH AND
PRODUCES SERIOUS CONSEQUENCES IN ADOLESCENT MOTHERES AND NEWBORN
CHILDREN.

PREVENTION AGAINST MORTALITY DUE TO CANCER IS ANOTHER OF THE
GREAT CHALLENGES THAT WOMEN IN THE AMERICAS FACE.
REDUCTION OF MALNUTRITION DUE TO IRON DEFICIENCY, AS WELL AS THE
ELIMINATION OF CHICKEN POX AND PROMOTION OF INFANT INMUNIZATION
ARE NEEDS THAT ONCE SATISFIED WILL GUARANTEE A BETTER QUALITY OF
LIFE FOR CHILDREN AND WOMEN THROUGHOUT OUR COUNTRIES.
WE BELIEVE THAT GIRLS' ACCESS TO AND A PERMANENCE IN THE
EDUCATIONAL SYSTEM ARE FUNDAMENTAL CONDITIONS TO ACHIEVE THEIR
INSERTION IN THE PROCESS OF DEVELOPMENT OF THE AMERICAN NATIONS.
IN THIS CONCERN, ACTIONS TAKEN IN EDUCATION SHOULD CONSIDER WOMEN
IN RURAL AREAS A PRIORITY BECAUSE THEY ARE THE POOREST AMONG THE
POOR.
VIOLENCE AGAINST WOMEN AND CHILDREN CONSTITUTE ONE OF THE MOST
LAMENTABLE PHENOMENA THAT PERSIST IN OUR SOCIETIES TODAY. EVEN
MORE LAMENTABLE BECAUSE 75% OF CASES OF VILLENCE OCCURS IN THE
HEART OF THE HOME. FOR THIS REASON, TO WORK IN FAVOR OF
PREVENTION, PUNISHMENT AND ERADICATION OF VIOLENCE IS TO WORK IN
FAVOR OR A HARMONIOUS AND INTEGRAL GROWTH OF THE INDIVIDUAL,
WHERE LIBERTY, SOCIAL JUSTICE, SOLIDARITY AND PARTICIPATION OF
THE PERSONS IN THE DECISIONS WHICH AFFECT THEIR LIVES PREVAIL.
NEVERTHELESS, IN ORDER TO FACE THE GREAT CHALLENGES WHICH THE
REALITY OF OUR AMERICAS PRESENT, WE MUST CONSOLIDATE AND
STRENGTHEN OUR WORK MECHANISMS AND TURN THEM INTO A DYNAMIC
INSTRUMENT WHICH RESPONDS TO THE NEEDS OF OUR PEOPLES.

Subject: Bolivia Trip Report
Overview
I traveled to Bolivia along with Ms. Carol Dabbs from LAC/RSD/HPN
and Ms. Nicole Rabner from Mrs. Clinton's staff, as a member of
the U.S. Delegation to the technical preparatory meeting for the
Sixth Annual Conference of First Ladies' of the Americas, August
19-22, 1996.
The purpose of the conference was to prepare for the Sixth Annual
Conference of First Ladies of the Americas scheduled to be held
December 3-5, 1996.
The prepcon was a success given that the stated expectations of
our delegation and most of the other delegations were met and/or
exceeded. Generally, these expectations revolved around
identification of major themes and development of an agenda for
the December conference, development of a draft declaration and
plan of action for the December conference, sharing of
information, collaboration, and development of strategies and
programs to support the agreed upon themes of the First Ladies
Conference.
The Delegation
Nicole Rabner led the delegation to the prepcon. In addition to
Carol Dabbs and I, the official U.S. Delegation included two
members of USAID/Bolivia; Gene Szepesy (Program Office) and Earle
Lawrence (Health and Human Resources). Deputy Director Bambi
Arellano was also present as USAID representative. Two other
members of USAID/Bolivia, Paul Ehmer (PHN) and Sonia Aranibar
(Senior FSN), were present during some sessions of the conference
as well.
Topics to be Covered for the Sixth Conference in December
It was agreed that there will be five (5) major areas of focus
for the December conference:

1.3 Malnutrition (Iron Deficiency)
1.4 Cancer
1.5 Measles Eradication
2. Education and Training of Women
1.1 Improved Quality
1.2 Training of Women
1.3 Women's Literacy
1.4 Elimination of Barriers for Girls
3. Intra-Family Violence
4. Participation of Women in Political Spaces
5. Follow-up on the Rights of the Child
5.1 Evaluation of the Convention of 1990
-- Final comments on the topics of discussion are due to the
Secretariat by August 30.
Note: It appears from the latest working agenda received that
Women's and Children's Health have been separated into two
topics. (See Ms. Rabner's Fax with latest agenda.)
The Agenda for the December Conference
Final agenda is to be completed and sent out to the delegations
by October 30.
The Draft Declaration
See Attachment A
During the conference there was some discussion of how to include
the Miami conference in the declaration. It was agreed that it
should be addressed in a separate paragraph, apart from the
paragraph in the draft declaration which referenced previous
First Ladies Conferences.
The U.S. delegation drafted language on Miami for inclusion in
the draft declaration and offered it to Nina Tamayo of the Pro-
Tempore Secretariat.
The Draft Plan of Action

Specific Areas of Involvement and Follow-up for the U.S.:
Health
Carol Dabbs offered language on health proposal related to
maternal mortality.
(See Carol's materials.)
Education
The U.S. agreed to participate in a working group with UNICEF
Regional Representative Ms. Vicky Colbert as drafter, to draft
language on education for the plan of action. The U.S. was asked
to participate in order to address PERA's contribution to
improved education for women and girls. Other participants who
expressed an interest in working in this area include the IDB,
Uruguay and Costa Rica. (See Attachments D and E)

The Session on Education
UNICEF opened the education session with a presentation by Vicki
Colbert, Regional Director for UNICEF based in Bogota.
Presentation focused on the status of education in LAC.
Highlights:
- advancements in access have occurred;
- efficiency of schools and quality of education are still issues
to be addressed;
- there is no longer any differences between boys and girls;
- 30% repeat 2nd grade -- 42% repeat 1st grade;
- 20% arrive late to school
- need to use flexible methodologies
- though there is no difference between boys and girls, school
failures are worse for girls because of the larger benefit to
investment in girls education;
- cross-cutting issues of malnutrition and lack of early
stimulation;
- should focus on sharing experiences -- PERA is one key.
UNICEF also presented the concept of "healthy schools. " (See
conference materials provided.)
The Head of the U.S. Delegation, Nicole Rabner, did a
presentation on PERA as part of the conference segment on
education and training for women and girls. The Inter-American
Dialogue was named as the implementing partner for the PERA
activity. The presentation prompted interest among the delegates
and many people wanted more detailed information on the activity.
During the question and answer period, we informed the conference
participants that approximately $7 million could be committed to
this activity over its 5-year lifespan.
A two-page Spanish summary of the project was handed out prior to
the presentation. Later, we shared copies of Nicole Rabner's
presentation, in English, with the Mexican Delegation, the
Paraguayan Delegation, the Costa Rican Delegation and the
Bolivian Delegation. (See Attachments F and G)
The representative from Costa Rica commented that they have many
successes in the education sector that they would like to share
in December; improved secondary education, second language in
primary schools, and many mid- and long-term programs in
education.
The representative from Cuba commented that Cuba has one of the
highest rates of literacy in Latin America and many successes in
the area of education of women and children. She added that she
hoped that political divergences would not limit Cuba's
involvement in the working on education at the December
conference.
UNICEF was tasked with drafting a specific proposal on education
for the First Ladies to consider in December. The U.S. agreed to
participate in order to include the PERA activity in the
proposal.

The Role of the International Organizations
During the conference the agenda was modified to allow time for a
short discussion with the delegations only on the role of the
international organizations.
There were concerns raised regarding the usefulness of multiple,
lengthy, presentations by the international organizations on the
status of health, education and other issues in the hemisphere.
It was agreed upon by all the delegations that the role of the
international organizations for the December conference would be
as technical advisors to the First Ladies and their delegations
during the technical workshops. The Secretariat is charged with
allocating the roles to the various organizations that will be
invited to the December conference.
In a separate meeting with the Bolivian members of the Technical
Secretariat (Ms. Nina Tamayo and Ms. Carola Muñoz Vera), Ms.
Rabner suggested to that it might be useful to have the Inter-
American Dialogue present at the December conference to elaborate
on PERA and the potential roles the First Ladies can play in the
activities of PERA.
Side Meetings
Discussions with the Bolivian Delegation
The U.S. Delegation and the Bolivian Delegation met separately on
two occasions. The U.S. Delegation Head led the discussions for
the U.S.. Both of these meetings were an opportunity to provide
support and encouragement to the Bolivians and discuss some
substantive issues related to the draft declaration and Mrs.
Clinton's attendance at the December conference. Both of these
discussions were led by Nicole Rabner.
* Let the Bolivians know that it was not yet clear whether or not
Mrs. Clinton would be able to attend the December conference.
* Provided informal feedback on the role of the Pro-Tempore
Secretariat as outlined in the Secretariat's proposal. Comments
were that the program seemed very ambitious and the U.S.
suggested that the Secretariat might consider taking a more
phased approach to bringing the actions proposed on board. These
actions included; a newsletter; regional conferences/meetings;
possible country fees to support the work of the secretariat;
Discussions with the Mexican Delegation
The U.S. Delegation met separately with members of the Mexican
Delegation on two separate occasions. Written information on
PERA was shared with them including relevant parts of the project
paper (in English) and a copy of Ms. Rabner's presentation. We
expressed our interest in collaborating with them closely on PERA
given the GOM's role as Education Coordinator for the Summit of
the America's. We also recapped the contact we had had to date
with Ms. Sopaliticia Morales in the Ministry of Education and
with the Mexican Embassy in Washington D.C., including the
Mexican Ambassador to the U.S.
The Mexicans expressed an interest in getting as much information
on PERA as they could get from us. The Representative from Mrs.
Zedillo's Office, Ms. Carmen Lopez Bancalari, was particularly
concerned about making sure that we keep in close contact with
her. Ms. Lopez asked me to let Nicole Rabner know that Mrs.
Zedillo is very interested in education and reads everything she
is given. I assured her that we would keep in close contact with
Mrs. Zedillo's office through Mrs. Clinton's office.
In addition to Ms. Lopez, Ms. Maria Carmen Oñate Muñoz was
present at the conference from the Ministry of Foreign Affairs.
She specifically asked whether or not Ms. Clinton would be
participating in the education workshop in December. I responded
that it would depend on whether or not Mrs. Clinton could come to
the December conference. The following materials were given to

GUIDELINES FOR THE PLAN OF ACTION
GENERAL OBJECTIVE
To promote and protect the full exercise of fundamental rights and liberties of the
women and children of the Americas to improve the quality of the life of the people
through the encouragement of regional actions which support social policies of the
respective governments.
To fulfill the commitment of following-up points common to the platform, to the Beijing
Plan of Action and the Objectives of the World Summit for Children.
Specific Objective in relation to education and training of women and girls.
Promote equality of access to and continuation in the educational system of girls in
the Americas.
Increase and promote access to permanent education and training for adult females.
Increase the access of rural women to technological and educational training,
To participate in information, sensitization and social mobilization campaigns to
increase the literacy of rural women.
OBJECTIVES IN RELATION TO THE EDUCATION AND TRAINING OF WOMEN
AND GIRLS.
To assist our governments, by the year 2000, to carry out their international
commitment so that at least 80% of school-age girls have access to and are able
to finish primary school.

Support the task of reducing illiteracy among women to at least half the rate for
1990 by the year 2000.
THE HEALTH OF WOMEN AND CHILDREN
Specific objective in relation to the health of women and children.
Promote the formulation or the strengthening of national policies, of plans and
programs for the accelerated reduction of maternal mortality in the Americas.
Propel the mobilization of public and private institutions, NGOs, grass roots
organizations and others so they can contribute, within their spheres of competence,
to the development of National and Local Plans and the carrying out of measures with
the greatest impact for the accelerated reduction of maternal mortality.
To give continuity and to widen the project for the prevention of adolescent
pregnancy. To implement support mechanisms for the reduction of maternal and
infant death due to anemia from iron deficiency.
OBJECTIVES IN RELATION TO HEALTH

Support plans for the reduction of maternal mortality at a minimum of 50% by the
year 2000.

To rely on a socio-demographic analyses in countries participating in the
Program for the Detection of Adolescent Pregnancy.

To rely on instruments of public policy to prevent adolescent pregnancy in each
of the countries of the region which participate in the Project.

with Iron in the Countries of the Region of the Americas."

To reduce the rate of mortality in children younger than 5 years of age by a third
of the rates estimated for 1990.

To reduce by 50% the rate of serious and moderate malnutrition in children
younger than 5 years of age.
SPECIFIC OBJECTIVE REGARDING INTRAFAMILY VIOLENCE
-
To typify Intrafamiliar Violence in penal codes and in codes of procedure.
-
To assure access to shelters by mistreated women and children.
-
To agree, with society and its governmental and non-governmental
organizations, upon coordination committees.
-
To propel programs in the mass media which deal with the subject of intrafamily
violence in a direct and unprejudiced manner.
-
To improve the protection of the rights of children in the Americas.
OBJECTIVES IN RELATION TO INTRAFAMILY VIOLENCE
-
50% of the countries that participate in the system, with the commitment of
support by the Wives of Heads of State and Government, would initiate actions
to modify legislation.
-
At least a third of these countries, commitment to coordination between
governmental and non-governmental organizations to work on the topic of
intrafamily violence.

LINEAMIENTOS PARA EL PLAN DE ACCION
OBJETIVO GENERAL
Promover y proteger el ejercicio pleno de los derechos y libertades fundamentales de
las mujeres y la niñez de las américas, para mejorar la calidad de vida de la
población, mediante el impulso a acciones regionales que apoyen las políticas
sociales de los respectivos gobiernos.
Cumplir con el compromiso de seguimiento de puntos coincidentes entre la
plataforma y el Plan de Acción de Beinjing y las Metas de la Cumbre Mundial en favor
de la Infancia.
Objetivo Específico en relación a la Educación y capacitación de la mujer y la niña.
Promover la igualdad de acceso y retención de las niñas de las Américas en el
sistema educativo.
Aumentar y promover el acceso a la educación y capacitación permanentes de las
mujeres adultas.
Aumentar el acceso de las mujeres rurales a la formación tecnológica y educativa.
Acompañar las campañas de información, sensibilización y movilización social en
favor del incremento de la alfabetización de la mujer rural.
METAS EN RELACIÓN A LA EDUCACIÓN CAPACITACIÓN DE LA MUJER Y LA
NIÑA
Coadyuvar a que nuestros gobiernos, para el año 2000, cumplan con el
compromiso internacional de que por lo menos el 80 % de los niños en edad
escolar, tengan acceso y logren terminar la escuela primaria.

Apoyar las tareas de reduccion del analfabetismo entre las mujeres por lo menos
a la mitad de la tasa de 1990, para el año 2000.
LA SALUD DE LA MUJER Y LA NIÑEZ
Objetivo especifico en relación a la salud de la mujer y la infancia.
Promover la formulación o el fortalecimiento de políticas nacionales, de planes y
programas para la reducción acelerada de la mortalidad materna en las Américas.
Impulsar la movilización de las instituciones públicas, privadas, ONG's,
organizaciones sociales de base y otras, para que contribuyan, desde sus ámbitos
de competencia, al desarrollo de los Planes Nacionales y Locales y la ejecución de
medidas de mayor impacto para la reducción acelerada de la mortalidad materna.
Dar continuidad y ampliar el proyecto de prevención del embarazo adolescente.
Implementar mecanismos de apoyo para la reducción de las muertes maternas e
infantiles debido a la anemia por deficiencias de hierro.
METAS EN RELACION A LA SALUD
Apoyar los planes de reducción de la mortalidad materna como mínima en un 50 %
para el año 2000.
Contar con un diagnóstico socio demográfico en los países participantes del
Programa de Detección del Embarazo Adolescente.
Contar con instrumentos de políticas públicas para prevenir el embarazo
adolescente, en cada uno de los países de la región, participantes del Proyecto.
Presentar un proyecto sobre "la Iniciativa Regional para la Fortificación de la
Harina con Hierro en los países de las Américas".

Reducir la tasa de mortalidad de menores de 5 años en una tercera parte de las
tasas estimadas en 1990.
Reducir en un 50 % la tasa de malnutrición grave y moderada de los niños
menores de cinco anos.
OBJETIVO ESPECIFICO EN RELACION A LA VIOLENCIA INTRAFAMILIAR
Tipificar la Violencia Intrafamiliar en los codigos penales y de procedimiento.
Asegurar el acceso a albergues para mujeres y ninez maltratada.
Conformar comites de coordinacion con la sociedad civil y sus organizaciones
gubernamentales y no gubernamentales.
Impulsar programas en los medios de comunicacion masiva que toquen el tema de
la violencia intrafamiliar de manera directa y desprejuiciada.
Mejorar la protección de los derechos de la infancia de las Americas.
METAS EN RELACIÓN A LA VIOLENCIA INTRAFAMILIAR
Un 50 % de los países que participan de este sistema, con el compromiso de
apoyo de las Esposas de Jefes de Estado y de Gobierno, inicien acciones para
cambiar la legislación.
AI menos en un tercio de los países, la conformación de instancias de coordinación
entre sociedad civil y sus organizaciones gubernamentales y no gubernamentales,
para trabajar sobre el tema de la violencia intrafamiliar.
Un 50 % de los países con programas de comunicación masiva sobre violencia
intrafamiliar.

the Sustainable Development Summit in Santa Cruz December 6 to 8.
That summit follows the 6th Meeting of the Wives of Chiefs of
Government/State in La Paz December 2-5. Although State is
Control Office for the Santa Cruz Summit, I thought someone in
Washington might be interested in the preliminary thoughts for
the spouses.
