Also, I would like to welcome you all to the Republic of Chile, where together with 14 million fellow countrymen we are moving forward to pursuit our full development as a society, a culture and as a nation. In this country that historically has strengthened friendly relationships with almost all countries in the world, we would like to warmly welcome you and express our satisfaction for your visit. Your attendance evidences the substantial progress we have had thanks to the initiative that annually gathers all First Ladies and their work teams in an multinational event which sole purpose is to jointly contribute to the welfare of our people. This effort constitutes a clear expression of our role as First Ladies, both in the domestic as well as international scenario. As a matter of fact, at present countries and peoples demand an active participation from the First Ladies in social reality. I am convinced that the First Ladies of the Americas are performing with responsibility and professionalism a hitherto unknown role to respond to such essential civic task. In this regard I would like to highlight the valuable support to this task, and especially to these Conferences, of the international cooperation agencies, the organizations and the multilateral social policies support programs, as well as the research, development and promotion governmental institutions that participate, whether directly or indirectly, in our activities. Therefore, I would like to thank you all for your attendance to this meeting. We are proud to be the host country for this Eighth Conference. Recently, Santiago hosted the II Summit of the Americas that gathered 34 Heads of State of the whole continent to exchange opinions and reach agreements leading to the economic, political and cultural integration of the countries of the Americas. We fully agree with the opinion that the strengthening of democracy, the political dialogue, the progress made towards an economic stability and the important improvements reached regarding social justice for our people constitute a heritage of common concern that we must constantly protect and expand with the view of establishing a collaborative community able to improve the life style of the people of the Americas. The success of said summit, especially as regards the intention to promote a permanent hemispheric-wide integration process provides a sound basis for our purported activities set forth in the Panama Declaration, and which we had the opportunity to subscribe during the VII Conference held in October of the past year. For example, at the IV Conference held four years ago in Santa Lucia we emphasized the importance of identifying and addressing the problem of intrafamiliar violence through the implementation of the pertinent social policies in each country. At present, most of the countries of the Americas have spared no reasonable efforts to promulgated specific laws to address and regulate this issue. The same may be said on many other issues, such as the infants' rights, the social integration of elderly people as regards health, housing, education and labor, where our achievements are a clear evidence that through a persistent and professional work we will be able to materialize our projects and obtain good results. These projects have a positive impact on the life style of our people and represent an important contribution to improve the peoples' social welfare. Within this context, we have decided to discuss at the Eighth Conference 4 main subjects due to their importance and relevance in the countries represented at this meeting. Thus, we will spare no reasonable efforts to address issues related to Education, women rights of participation, prevention and eradication of intrafamiliar violence, and infants' abuse, in line with the issues discussed and resolutions adopted at the II Summit of the Americas. Likewise, we will make a follow-up of the projects, programs and decisions made in connection with the issues discussed at the VII Conference, and analyze any other issue arising at this eighth meeting. The conference, which the Government of Uruguay is hosting, will highlight the role of women as an integral part of strengthening democracy throughout the Western Hemisphere. It will be the first hemisphere-wide conference on women and their role in democracy since the Summit of the Americas process was launched in Miami in 1994. First Lady Hillary Rodham Clinton plans to address the conference as part of her first visit to Uruguay. Uruguayan President Julio Maria Sanguinetti, who met with President Clinton yesterday in the Oval Office, and IDB President Enrique Iglesias have also indicated a willingness to address participants. Nearly 400 women leaders from the governmental, nongovernmental, civil society, legal, educational, journalistic, and private sector spheres will attend the conference. All countries of the Summit of the Americas process will take part; the principal themes of the conference are drawn from the goals set out in the Santiago Summit Plan of Action. Over the three-day conference, participants will attend plenary sessions and conduct workshops in the areas of Law and Leadership, Politics and Public Life, and Economic Integration and Business Growth. An example of a Summit commitment that will serve as the basis of discussion is reaching legal equality between men and women by 2002. An Honorary Steering Committee, including such respected figures as former Chilean president Patricio Aylwin, former Ambassador of Costa Rica to the U.S. Sonia Rosario Picado, and former head of the Uruguayan telephone company Rosario Medero, will provide guidance to conference organizers. At our last meeting with Melanne et. al. several issues were raised which need to be clarified. They are as follows: Conference of First Ladies Signing Ceremony You suggested that it would be best to hold the separate signing ceremony in the afternoon on the September 29th, the day the FLOTUS plans to arrive. (This will be the second day of the conference, and a Tuesday.) The issue is the time of Mrs. Clinton's arrival. You suggested that she arrive sometime after lunch to attend the afternoon session and then do the signing, perhaps during the afternoon break. At our last meeting you had agreed to raise this directly with Mrs. Clinton at your meeting with her and the Administrator on July 10th. Alternatively the FLOTUS could do the signing ceremony on the morning of September 30th, during the break. We should keep in mind that the Chileans are planning to end the conference early in the afternoon on September 30th. The OFL requested a summary of the three proposed signings/announcement packaged under the theme of "Summit Follow- Up. II Please see the attached draft. Coordination with the Agreements made at the Santiago Summit This was raised in light of Nicole Rabner concerns about the objections to this as an area of focus as raised by the delegate from Cuba. You may want to discuss this with State/ARA and the OFL at today's meeting. You could offer to work with the OFL to communicate to the Chileans the sensitivities involved in this issue. The OFL suggested the following: - Mrs. Clinton should not speak on the same day as the delegate from Cuba; - Perhaps we could suggest other First Ladies' who would be good candidates to discuss coordination with the Summit of the Americas. Chile and Canada are obvious choices. (FYI: We established a very good relationship with the delegates from Canada whom attended the Technical Preparatory meeting. They were from the Office of the Prime Minister and ARA equivalent.) You may want to offer to cover these issues as part of the conference call to Veronica Baraona. (See below.) Conference Call to Chile Nicole Rabner has requested your assistance with a conference call to Veronica Baraona to discuss the following issues: - the tentative dates of Mrs. Clinton's participation - the thematic area for her intervention and speech (Due July 30) - the separate signing event - participation of other First Ladies in the theme of "Coordination with the Santiago Summit." Other information the Chileans have requested include: - Comments on the Draft Declaration - Due on July 30 - Comments on the Draft Conference Regulations - Due on August 15 - The name and information on the artist who will accompany Mrs. Clinton to the conference - Due on August 15 Mrs. Clinton's Replacement This was discussed at length at our last meeting with the OFL. They have suggested several names. This is important to note given our role of technical support to both Mrs. Clinton and her replacement. We will probably be asked to play this same role. You may want to consider offering USAID help in briefing whomever is selected to take the FLOTUS' place for the first day and half of the conference. Liliana Ayalde's Participation As you know, Nicole Rabner asked Liliana if she would be willing to work with Mrs. Clinton's to support her participation in this conference. This is due to the fact that Nicole will not be available to attend the conference herself and she would like Liliana to help support Mrs. Clinton. Nicole reported that Liliana was "positively inclined" and that she would be getting to her with an answer very soon. I have not been able to speak with Liliana directly, but I hope to talk with her this evening. I assume she will accept the OFL's request for assistance. I will begin coordinating with Liliana immediately. Side Visits This has not been discussed at all. Mrs. Clinton has traveled to Chile three times over the past few years. Other We do not know who the Chileans are planning to ask to do the keynote speech for the conference. For past conferences, we have helped to identify someone of appropriate stature who can help give the conference a high profile and weight. Vital Voices Pre-conference Event We are working with Partners of the Americas on the pre- conference event, scheduled to take place on September 30. Partners is also working with the League of Women Voters. The event will be a lunch and half-day afternoon session focussed on political training. (Judy has more details to share on this.) We are also coordinating with USIA, which is planning a half-day morning session focussed on media training, to make the pre- conference a full-day event. USAID Brochure on Support for Women We are progressing on the USAID brochure on all activities that support women in the LAC region. It will be completed by September, in time for distribution at the Vital Voices conference as well as the Conference of First Ladies, if you so desire. Delegation of Authority On July 20th, you signed the Delegation of Authority for State to use USAID's gift authority to seek out private funding to support conference expenses (including travel and perdiem of participants to the conference). List of Invitees State is working with USAID, USIA and the IDB on developing the list of conference invitees. USAID missions were alerted to the process of nominating participants via two cables from State in the past couple of months and an e-mail from Judy Gilmore. In addition, we solicited a prioritized list of names from Partners which was incorporated into the selection process as well. FLOTUS Participation You may want to clarify which day Mrs. Clinton is planning to participate in the Vital Voices conference. The conference dates are October 1-3. The pre-conference event is scheduled for September 30. (FYI: Mr. Iglesias will speak on October 3rd.) CC. Judy Gilmore Summit. In order to encourage this dialogue, we believe it is important to nurture and continue building on the relationships already established between civil society and governments in the process leading up to the Santiago Summit. This grant will do the following: 1) Design an initial proposal on how to bring together civil society and governments to cooperate in the formulation of a follow-up strategy; 2) Hold meetings between civil society organizations and governmental representatives to discuss a strategy for implementing actions under one or more of the following issues: education, the role of women in the eradication of poverty and discrimination, strengthening civil society and transparency as a means of combating corruption; 3) Publish and distribute information relevant to the process of promoting civil society-government dialogue in relation to monitoring the Summit agreements; 4) Prepare a final document, including information and an evaluation of the process carried out; 5) Publish the final document with the results of these meetings and distribute it to approximately 500 civil society and governmental representatives from around the Western Hemisphere to share the results and information obtained.
