PERSPECTIVE It's time to hold America accountable for policies that leave children at the mercy of poverty, abuse and violence TAKING A STAND VERY 45 SECONDS A BLACK CHILD drops out of school. Every 50 seconds a Black child is arrested. Every two minutes a Black baby is born into poverty. Every six min- utes a Black baby is born at a low birth weight. Every four hours a Black child is killed by gunfire. Our children are hurting. They are the front-line casualties in a war they cannot fight alone. We adults must fight it with them and for them. Since 1979, more than 50,000 children have been killed by gunfire in our homes, schools and neighborhoods. Although we are the world's leading military power, we stand by, silent and indifferent, and we cut after-school programs that give them positive alternatives to the streets. About every day and a half, gun vio- lence kills as many children as the 13 who were killed in 1995's tragic Oklahoma City bombing. In the richest nation in history, a child dies from poverty every 53 minutes, and children are the poorest group of Americans. The second room is for child and family nutrition; more than 25 million of its occupants are children. School lunches, child care and Head Start programs reside here. Construction of this room began in 1948 with school lunches, and it was expanded significantly during the Nixon years, virtually eradicating child and family hunger in America in the 1970s. The third room is for health care, primarily Medicaid, on which 20 million poor children depend for immunizations and prenatal and primary health care. One in three newborns, almost one in three preschoolers and one in two Black children depend on Medicaid health coverage. Here also reside the poor elderly and disabled persons and others who need long-term and nursing home care. A majority of Medicaid children have a parent who works outside the home and are White. The fourth room is for children in danger of neglect and buse, whose families are at risk of breaking down, or already ve done so, and require the help of our overburdened child fare system. About 3 million children need a safe haven in room. HE ROOMS in this house cannot accommo- date all who are in need of help. More than 15 million American children, or one in five, are still poor. One in eight lacks health cov- erage, and millions more lack adequate child care. Some of the rooms need renovation and some need expansion, but the people who live here do not have a lot of money, power or ability to lobby for their needs. Since a majority of residents are children, they are particularly unable to voice their needs. Now imagine a much bigger house at the seat of our national government alongside the smaller house. In this house live Americans who are not poor or disabled. Its occupants can hire lots of people to keep their house in good shape and even 62 EMERGE JUNE 1996 add to it.
