My name is Barbara Bruin, R.N. and I am the Clinical Manager here at Breton
Family Practice. We are a 6 physician Family Practice Office and are very
busy. We have extended office hours running 4 days a week from 8:00 AM until
8:00 P.M., from 8:00 A.M. to 5:00 P.M. on Fridays and from 8:00 A.M. until
1:30 P.M. on Saturdays.
Our office employs a total staff of 25 of which at least 12 are graduates of
a career college/vocational school. I have been impressed with the quality
of the training and on the job internship that my staff has had at their
various career schools. We actually participate in an externship program
through a local career school, Grand Rapids Educational Center (GREC) and
their requirements for graduation are very extensive and I believe the
students graduate with a high level of medical skills that can be utilized
immediately in his/her position.
Being a very busy family practice office, we need employees that are able to
perform basic medical skills such as vital signs, office procedures, drawing
blood and performing desk top lab tests, etc. It would be devestating on our
practice if we were unable to hire medical assistants with this type training
to perform these and other necessary functions of the office. This also
allows our RNs and LPNs to perform the higher skilled functions needed of
persons with those degrees. From a financial aspect, it would be foolish
to pay RN and LPN wages for skills that a medical assistant has and performs
quite well.
I am a firm believer that career schools and colleges such as Grand Rapids
Educational Center, play a leading role in upgrading the skills of the American
workforce. I don't believe that everyone is 4 year college material, but
there are positions that need skilled workers in todays workforce.
I would like to thank the President for his work regarding the workforce issues
and just let you know that as long as GREC and other schools like it, are
allowed to train skilled workers, we will be committed to hire them.

If fundings were cut for trade schools and the students were not
there to hire, or trained properly because of a cut in staff, we would
be forced to hire poorer quality staff which would decrease the
Dr.s work because of increased training time it would take the

continue to receive fundings so that Dr.s themself can be productive,
because they have a well trained, resourcefull staff, the kind
that Grand Rapids Educational Center produces.

I understand that technical amendments to the Higher Education Act
are currently under discussion. I am writing to you because I am
concerned that these amendments impact Private Career Schools and
their students fairly.
Crown Lift Trucks sells and services highly sophisticated electric
lift trucks for the materials handling industry. Almost all goods
are moved by a lift truck at one time or another before goods are
received by the end user.
Crown Lift Trucks, Los Angeles travels to the Universal Technical
Institute in Phoenix, Arizona on a regular basis for the recruitment
of technical personnel for our expanding service fleet.
UTI graduates have basic mechanical skills when we interview them.
We are unable to take people off the street and build the skills
taht UTI has available. UTI trains in basic electrical and hydraulic
systems, which is a must for our business.
Several items are very important to us that come from a private
technical school:

UTI's role in the private school system is outstanding. Crown has
looked for 10 years for a quality education center and found UTI
in 1987. Since then, we have been able to increase our level of

I am site administrator of Timonium Medical Center, a medical facility which
services approximately 6,000 members. Our site is primarily a health maintenance
organization, although many of our patients carry private indemnity insurance,
or no insurance at all.
I have managed this site for 4½ years. Currently on my staff are seven graduates
of the Medix School program. I hired these individuals based on the excellent
presentation of skills taught at the Medix School. I also rely on referrals
from this program when I am in need of placement for newly created positions
or replacements of former employees.
I would certainly be at a loss if there was no longer a resource for candidate
replacement. I would be forced to train hirees on the job, lose valuable time
during this training period, as well as risk the assurance that quality would
be at a minimum. The training time is limited due to the extreme workload
which exists at this center.
The Medix School should play a leading role in upgrading the skills of the
American workforce. The Medix School has training programs which run a full
year to accomodate all facets of the position which the graduate will need
upon completion.

I am a physician in private practice with Wedgewood Family Practice and
Psychiatry Associates, and I also serve as Monongalia County's Medical
Director. Our county is one of the most medically oriented counties in the
entire state. It is the home of the West Virginia University medical school,
as well as numerous medical facilities including hospitals, doctors' offices,
etc. As such, there is a substantial need for trained medical support
personnel. The West Virginia Career College, located here in Morgantown,
provides medical secretaries, transcriptionists and medical assistants to
many county medical offices and facilities including the hospitals and West
Virginia University medical school. West Virginia Career College training
programs fill a particularly critical job training need.
It is increasingly difficult to find competent support staff. Based on
my experience with their graduates, I believe private career schools such as
West Virginia Career College should be a significant part of future workforce
job training programs. I feel that it is important that the Administration
and the Departments of Education and Labor ensure that tomorrow's workers
have the option of private career school training. Thank you for considering

I have lived in Harrison County, West Virginia, all my life,
and I am intimately familiar with the advantages and challenges
associated with life in this largely rural county. I am
currently serving as president of the Harrison County League of
Mayors and as Mayor of Nutter Fort, West Virginia.
I would like to declare my strong appreciation and support
for our small Business and Trade Colleges in this area,
especially West Virginia Business College, which has been in
Harrison County for 112 years. This high quality, small, private
college provides entry-level professionals to area employers in
computers, secretarial sciences, office management, medical,
accounting and paralegal. I have personally hired graduates to
work in our city offices.
Without these graduates, where would we find trained
workers? Often, people with Bachelors or Masters degrees are
overqualified for this level of employment. Local business
schools produce well-trained graduates qualified for real job
openings in our immediate area. It is hugely important to our
economy in Central West Virginia to have a continuing source of
entry-level white-collar labor, and our local business college
fills this need.

should continue to support the concept of the small, often
privately owned and operated business college. In the absence of
this source of trained employees, Harrison County would clearly

Information Services Area supporting systems for the distribution, selling,
servicing and marketing of vehicles and spare parts for Subaru vehicles.
Our training budget had been cut, as well as the staff who trained our
people. Subaru was in need of a cost effective training mechanism to enable
one of our employees to learn the COBOL programming language quickly. Our
employee, Pennco Tech's student, achieved the objective by attending a
Pennco Tech Training Course. It was important for us to train the employee
quickly and ensure value was added immediately. Pennco delivered an intense
course that taught the necessary fundamentals.
At a time when companies are cutting back on budget and staffing, there is a
definite need to have alternative training methods. Pennco provided us the
alternative.

My name is Dennis Ratner and I am the Chief Executive Officer
and owner of a company here in Virginia, called the Hair Cuttery.
I have over 450 full service hair salons located on the east coast
from Philadelphia, Pennsylvania to Miami, Florida. I employ over
5,000 employees and wanted to address an issue with you that is
ever present on my mind.
Due to the regulations that are set forth in each and every
state that I operate in (which is 10 states), with regards to
licensing of cosmetologist, it is imperative to my business to
obtain help from the different private career schools - in my case
- that would be Cosmetology School - to service our clients. It
absolutely would be detrimental to my business, if I did not have
the avenue of these private career schools to obtain the help
needed to operate these salons.
Locally, I personally know and have a wonderful working
relationship with Gail Donaway, President of Potomac Academy of
Hair Design. Hiring help is a subject that is very near and dear
to my heart - and the pool to hire licensed cosmetologist has been
reducing drastically for a number of years now. I feel that this
type of career schooling, an example being, Potomac Academy of Hair
Design should play a leading role in upgrading the skills of the
American workforce.

This letter is written to you concerning Brookstone College of Business, 8307 University
Executive Park, Suite 240, Charlotte, NC 28213.
I am writing on behalf of AAAA Benefits, Inc., the Insurance/Employee Benefits Subsidiary of
The American Association of Advertising Agencies. Our organization, consisting of 14
employees, administers insurance, retirement and other insurance programs for the advertising
agency members of the Association.
Among the functions carried out by our company is computer data input. Because we are dealing
with employee insurance and retirement fund (401(k)) matters, accuracy is essential.
Additionally, the input function requires a knowledge of the plans in question.
On August 1, 1992, the company was relocated from Manhattan to Charlotte, NC. Our first
involvement with Brookstone College was seeking a replacement for a " no show", a data input
clerk hired in connection with the move to Charlotte. On short notice, Brookstone College
arranged interviews with two of their graduates, both totally qualified for the position. The
person hired was exceptionally well qualified and suited for the position and has performed her
duties very well in the eighteen months she has been employed by us. She has demonstrated
abilities to perform more than the basic input function and indeed, is being trained and utilized for
more complex functions.

After approximately six months in Charlotte, we recognized the need to add a part-time employee
in connection with the data input function. Again, Brookstone offered a well qualified candidate.
This person worked part-time for several months; then became a full-time employee and has been
performing extremely well.
Finally, in August 1993, it was necessary to terminate the employment of a data input clerk (not a
Brookstone graduate) who was initially hired at the time of the move to Charlotte. In order to
secure a replacement, we advertised in The Charlotte Observer as well as inquiring of Brookstone
College whether they had a qualified candidate. We interviewed a number of people and
ultimately hired the Brookstone candidate as the most qualified for the position. This person has
performed very well.
Our experience with graduates of the Brookstone College has been so favorable, we will certainly
endeavor to fill our needs from that source in the future.
In each of the three individuals described above, it is fair to characterize them as highly motivated
young people who saw the need to upgrade their skills in order to perform at a higher level (and
higher pay level). If this type of training did not exist, it would be difficult for us to find people
with similar motivation and then to provide for those people the necessary training to bring their
skill level to the level we require.
It is our recommendation that the President, in his work regarding work force issues, should
encourage and support institutions such as Brookstone College to provide a valid and important
training for these young people.

We're CUC Travel Services, a nationwide membership based travel
service with 600+ employees. My job is to hire trained travel
professionals to make travel arrangements for our three million
members.
Because we require our travel consultants to be professionally
trained in airline computer systems, geography, and air, hotel,
car and cruise reservations, we find it necessary to seek job
candidates from career colleges and schools with travel career
training programs.
Without travel career training programs provided by career
colleges and schools, we would be unable to hire qualified travel
consultants. It would be necessary for us to develop our own
complete travel training program, resulting in a smaller
workforce unable to meet the demands of our customers.
Career colleges and schools, such as Denver Business College,

I am responsible for inpatient pharmacy services at Henry Ford
Hospital in Detroit. We are the tertiary care center for the
Henry Ford Health System, one of the largest health care
providers in the mid-west. We have recently become aware of
discussions occurring in Washington regarding the risks and
benefits of continuing Federal support for career colleges and
schools. I wanted to make you aware of our experiences with a
local career college.
For many years, we have employed graduates of the Academy of
Health Careers (AHC) as pharmacy technicians at this hospital.
Prior to the availability of the AHC pharmacy technician training
program, it was necessary for us (just as it was necessary for
every hospital in this area) to operate our own internal program
to train people for these positions. We sometimes needed to
train up to ten technicians in a single year, and obviously this
added significantly to our total salary expense.
Through our relationship with AHC, we have become aware of the
important role career colleges and schools can play in helping
prepare people for entry level positions. These schools provide
a level of training and support for individual students that
health care employers simply can not afford.
We hope you will be able to find a way to continue to support
schools like the Academy of Health Careers. We believe these
programs could play a major role in helping to upgrade the US
workforce.

Dear Ms. Williams:
As Executive Administrator of A. W. Schlesinger Geriatric Center in
Beaumont, Texas, one of the largest long-term care nursing
facilities in the state. I am writing because of my concern for the
future of career colleges and schools.
One of the career schools with which our facility is involved in
hiring its students is Delta Career Institute, also in Beaumont.
For work in our facility, Delta students are hired as nurse aides,
which are vital to the ongoing provision of services offered by
Schlesinger. We hire Delta students because they are competent in
providing the care required by our residents.
If we were not able to employ Delta students, Schlesinger would find
itself with a shortage of qualified nurse aides to perform the tasks
needed on a daily basis.
Without career colleges and schools such as Delta Career Institute,
the employment rate of the American work force would be even higher.
While not all employable Americans will go on to complete four years
toward a baccalaureate degree, the career colleges and schools
provide a means by which those who need to move into the workplace
sooner are given the opportunity to do SO. This opportunity
enhances the work force and complements the diversity of our
country.
