Burton's suggestions for the President's
health care reform proposal. The proposal
was designed to respond to the concerns we
have heard from hundreds of thousands of
citizens in every part of the country. It
will provide the security of knowing that
their health care coverage will never be
taken away. It will simplify our overly
complex system with its thousands of
forms. It will control spiraling health
care costs, yet maintain quality medical
care. And finally, it will preserve the
choice of doctors so important to us all.
I hope that you will encourage Mr.
Burton to stay involved. Again, thank you

DID you EVER WONDER 'HOW'
MOTHERS OF DISABLED CHILDREN ARE CHOSEN?
Somehow I visualize God hovering over Earth selecting his instruments for propagation with
great care and deliberation. As he observes, he instructs his angels to make notes in a giant
ledger.
"Armstrong, Beth; son; guardian angel, Matthew.
"Forest, Marjorie; daughter, guardian angel, Cecelia.
"Rutdledge, Carrie; twins; guardian angeí. give her Gerard, He's used to profanity."
Finally, he passes a name to an angel and smiles, "Give her a handicapped child."
The angel is curious. "Why this one, God? She's so happy."
"Exactly," smiles God. "Could I give a handicapped child a mother who does not know laughter.
That would be cruel.'
"But has she patience?" asks the angel.
"I don't want her to have too much patience or she will drown in a sea of self-pity and despair.
Once the shock and resentment wears off, she '[[ handle it.
"I watched her today. She has that feeling of independence that is so rare and so necessary in a
mother. The child I'm going to give her has his own world. She has to make it live in her world
and that's not going to be easy."
"But, Lord, I don't think she even believes in you.'
God smiles. No matter. I can fix that. This one is perfect. She has just enough selfishness."
The angel gasps, "Selfishness? Is that a virtue?"
God nods. "If she can't separate herself from the child occasionally, she 'll never survive. Yes,
there is a woman whom I will bless with a child less than perfect. She doesn't realize it yet, but
she is to be envied. She will never take for granted a 'spoken word.' She will never consider a
'step' ordinary. When her child says 'Momma' for the first time, she will be present at a miracle
and know it! When she describes a tree or a sunset to her blind child, she will see it as few
people ever see my creations.
I will permit her to see clearly the things I see--ignorance, cruelty, prejudice--and allow her to
rise above them. She will never be alone. I will be at her side every minute of every day of her
life because she is doing my work.'
"And what about her guardian angel?" asks the angel, his pen poised in midair.
'A mirror will suffice," he says.

reputation for her editorial and photographic abilities.

This is my answer to President Clinton's Inaugural Speech
calling for those "still young in spirit to give of
themselves in service." I propose that we. as a Nation,
reactivate and bring to successful fruition OPEN HOUSE, USA.
a plan I developed and attempted to promote for the American
Bicentennial in 1976. I did this as a volunteer while
working fulltime as the first woman editor at National
Geographic magazine, a position I held from the early 1950's
to my retirement in 1987.
A little history. In the 1960's I was made chairman of the
board of the small Wally Byam Foundation. Though meagerly
funded by the Airstream Corporation, a trailer
manufacturer, the Foundation's goal was large: To promote
international understanding through trailer trave!. To
accomplish that goal I persuaded Airstream to give me 25 new
trailers each summer; Detroit gave me Oldsmobiles and
Pontiacs: Fieldcrest gave linens; Corningware, cookware,
and, at first. the American Petroleum Institute gave money
for gas and oil for the progam I called CARAVAN AMERICA.
Then we invited delegations from Britain, France. Germany,
Switzerland, and the diplomatic comunities of Washington and
the United Nations to tour the United States coast-t-coast
for a month each. The tours were a huge success and gained
many influencial foreign friends for the United States (On
one tour we had only members of the German Parliament.)
The concept of OPEN HOUSE USA grew out of CARAVAN AMERICA.
For the American Bicentennial in 1976 why not invite the
world to come to the USA for visits in the homes of its
citizens? To make it work, professionals such as lawyers,
doctrors. teachers, etc, would invite opposite numbers from
abroad. Rotarians and other international clubs would tap
into their memberships. Church, women's groups and
childrens' advocates would invite their opposite numbers.
The list is endless. When the Bicentenniai Commission failed
to adopt the plan. I took a team of Society of American
Travel Writers around the world in 1975 to invite the media
to come to the USA as guests of CARAVAN AMERICA. Some 360
journalists came in 1976 and crisscrossed the country for
SIX months--the largest number of media to visit in the
shortest time in history.
I propose today's OPEN HOUSE USA be headed up by the
Nation's retirees who have the time and space in homes
needed for the program. The economic boost to the country

Many thanks for agreeing to serve as Honorary Chair
of the 1994 USA International Ballet Competition in my home
state of Mississippi. The competition has become internationally
renown and is the official international ballet competition
in the United States.
I certainly hope you, along with the President and your
daughter, Chelsea, will be able to attend part of the competition,
which will begin June 18 and end July 2. You and the family
would be most welcome and your presence would be greatly
appreciated by the participants.
Thanks for your consideration and I certainly hope the
schedule of the First Family will allow you to attend part
of the 1994 USA International Ballet Competition.
