As we discussed, I am writing in regard to the
hyperbarric chamber for your stepson. Due to the amount of
oxygen that is consumed per treatment, we would need to
install two 160 stationary oxygen tanks. These tanks would
be secured in the location you and Ken Umstead, Operations
Supervisor, discussed at your home. The tubing would be run
into the basement where the hyperbarric chamber is located.
Liquid oxygen is sold at $1.80 per pound with each refill of
a 160 tank at $725.40 or a total of 403 pounds. For your
information, there are 12.08 cubic feet per pound. With 160
liters per tank, the conversion is 4,865 cubic feet per tank.
Given that insurance will not pay for the oxygen, we
would like payment upon the completion of each delivery.
Roberts Home Medical will be responsible for the oxygen
tanks, installation, hardware, refills and maintenance of the
oxygen equipment. We will not assume any responsibility for
the hyperbarric chamber and it is agreed that respiratory
services will be waived.
We are waiting on a letter from Dr. Neubauer from
Florida stating exactly what our responsibilities as an
oxygen supplier are. Once we move forward, we will also need
to obtain a prescription from his local doctor for the
oxygen. We look forward to working with you.

Thank you for asking Congressman Payne to forward your
letter about crime, welfare reform, and health care. I welcome
this opportunity to address your concerns about these important
issues.
First, as you may know, the President signed into law the
crime bill that you referred to in your letter. The crime legi-
slation passed last year adds 100,000 more police to our streets,
imposes a waiting period for handgun purchases and bans military-
style assault weapons, stiffens penalties for criminals, assists
victims of domestic violence, and invests in important prevention
programs. I believe it is the toughest and smartest attack on
crime in the history of our nation.
You also mentioned that you support welfare reform that
will encourage welfare recipients to become self-sufficient.
The President's welfare reform plan will provide education, job
placement services, training, child care and employment oppor-
tunities to enable people to leave the welfare rolls after a
maximum of two years. In addition, in order to help low-income
workers stay off welfare, the plan will increase funding for
child care. The President and I are pleased to have your support
for the President's plan to reform the welfare system.

Americans need health care reform. Although Congress did not
pass health care legislation last year, the President and I are
proud that we fought for real health care reform to make the
system work for hard-working American families. It was the right
thing to do then, and it is still the right thing to do. We look
forward to working with Congress this year to take the first
steps toward ending discriminatory insurance company practices
and providing health security to the American people.

Dear Congressman Payne:
I am writing to express my views regarding several bills that
are being debated in Congress at this time.
It was encouraging to read in this morning's "Daily Progress"
that Congressional negotiators have agreed to several hard and fast
steps, (not the least of which is a ban on assault-style weapons),
that will definitely be effective in our war against crime. I urge
you to vote YES in favor of this bill.
Another issue I wish to address is that of Welfare Reform. I
have read and heard some good, and some bad; proposed measures
regarding Welfare Reform. Mr. William Raspberry, Columnist for the
Washington Post, has written much about the causes of Welfare and
has made wise suggestions as to its reform. A plan that would train
individuals and gradually remove them from the Welfare System is,
I believe, an intelligent course of action to pursue. In order for
this plan to work however, I do feel that it will be necessary to let
those who have been "Long Riders" on the system know that Welfare as
we have known it will cease to exist at some definite point in time.
Subsidies should be made available to child-care facilities SO that
Welfare Mothers can work without ligitimate complaint that all of
their income is spent on child care. I think any bill on this matter
that basically encourages people to become self-sufficient would be
appropriate. Please vote YES on a billthat would mandate self-support
at a given definite date.
My final concern is the issue of "Health Care Reform". I feel
that First Lady, Hillary Clinton's work on this matter has been
extraordinary. She has, in effect, shown her true and beautiful
colors by addressing a matter which stands to benefit the most deserving
in this country. The lower and middle class. I am one of sixteen
living children. I came up noor, have worked hard all of mv life,
and have never wanted to be the recipient of any kind of Welfare or
charity.

I feel that every working and temporarily unemployed American
should be covered. All handicapped and elderly people should be
covered. Only those on Welfare should be excluded from the National
Health Care Plan. Elligibility to the plan should work as an incentive
to wean people from the Welfare system.
I urge you to vote YES to the Clinton's Health Care Plan. I
do suggest however, that those who have been "Long Riders" on the
