recent pre-advance trip to the United Kingdom. I was scheduled to travel on American Airlines
to Birmingham, England on March 26, 1998, but the flight was canceled and I flew on
Continental Airlines. I have enclosed the ticket stubs from those flights.
Please note that I traveled from Birmingham to London via an American Embassy bus and then
departed London on March 30, 1998. I did not go to Germany as the travel authorization reads.
This will likely adjust the amount of per diem I should have received, and I expect to receive
notice from your office of the amount I owe back to the State Department.

Thanks so much for your help several weeks ago when we were in Moscow. We had a great visit
and truly appreciate all the support you and your colleagues provided. I'm afraid your work on
the visit is not quite over, and I need to ask your help on a few open items.
Please find enclosed two letters in a booklet that I'm a bit unsure how to handle. They are to
Americans I believe, but I'm hoping you might know the "Svetlana" who penned them. She
must have participated in or attended the event on September 2. I was tempted to call the name
listed on one of the letters, but thought it might be too personal and hope you might be able to
track down the author.
Next, I've enclosed a copy of a card and photo given to me that had no note or request with them.
As you can see, the woman on the top row of the "Human Rights Watch" card is also in the
photo. Mary Steenburgen is also in the photo. I'm not sure what we're supposed to do with the
card and/or photo. If you have any idea, let me know.
I'm enclosing several copies of directories of women's NGOs in Russia and the NIS that
somehow ended up with me. There is a note in one copy that I believe is from you to "Lenny"
which makes me think the directories should have stayed in Moscow. I did keep one copy (in
English) for our files which had business cards that referenced the directory. There was a
business card from Tatiana Troinova in one of your directories which I've enclosed as we also
got her business card.

The person that I mentioned to the First Lady as a candidate for the sentencing
commission is Magistrate Judge James K. Bredar, D., Maryland. He is a former federal public
defender, and extraordinarily well respected. The Sentencing Commission has never had a
member with that background -- both as a defender and as a judicial officer. If you want more
information, please let me know.
I have another issue, and I am not certain if you are the appropriate person with whom to
raise it: On September 24, the First Lady has been asked to speak at the Harvard Divinity School
in a wonderful program on women's issues. It is entitled, "Daybreak Comes: Modeling a
Different World." They reported to me that the First Lady had tentatively accepted the invitation.
If she could not make it, I would do the keynote, as a poor substitute. I very much want her to
come, not only for our twenty some-odd year friendship, but because of other activities on that
day in which she may be interested.
My sons' school is a public elementary school, the Edward Devotion School, with 23
foreign language classes, and an extraordinary ethnic diversity. There is an afternoon learning
center, run by an individual named Rick Kass. The Learning Center addresses learning issues
along a continuum - from children having problems organizing their notebooks, to children with
more severe learning disabilities. The elan of the place is wonderful. The organizers believe that

every child has learning issues. There is no stigma attached to needing support. It provides a
wonderful backdrop to the debate about special education, about the challenges of diversity. If
the First Lady is going to be in Boston, I would love to arrange a visit to the school.
In addition, the next day, September 25, the new federal courthouse will be opening amid
great fanfare, and we would love to have the First Lady there.

diligently to pull off the Champions Across America event at the White House. I've

I have one more request: who do I speak with regarding the photos that were taken by the

Services for your reference. This report highlights Small Business Administration programs, activities
and accomplishments in Arkansas.
As you know, in recent years we have greatly enhanced our outreach efforts to both the small business
and lending communities. As a result I am pleased to report that in the last four years we have
guaranteed 2,537 small business loans for over $379,000,000, nearly double the volume of the previous
four years. During these last four years SBA loans have helped to create or retain over 19,871 Arkansas
jobs.
In FY98 we will continue our aggressive training and outreach programs across the state as well as our
targeted marketing efforts towards women, minorities and the Empowerment Communities in the
Delta.
