city. They are viewed as having some sort of alien status, as being outsiders.

Quietly, everyone was
hosted by Ann Jordan (the wife of Vernon Jordan), Ellie Trowbridge and
Buffy Cafritz, in honor of Capricia Marshall, Hillary Clinton's social
secretary. Most of the Washington establishment women were there. Although the
occasion was ostensibly to honor Marshall, in the circumstances, it was really
to honor
establishment community, they often don't understand their role in the
dance. From the point of view of many who are entrenched in Washington,
Hillary and Bill Clinton are not seen - nor are many presidents - as part of the
city. They are viewed as having some sort of alien status, as being outsiders.

familiar with the case said yesterday.

May 7 after he filed court papers indicating he was investigating a
possible obstruction of justice.
Starr has focused on Mrs. Clinton in part because of questions of whether
she concealed evidence such as billing records from her days at the Rose Law
Firm. Clinton aides initially said the subpoenaed records couldn't be found, but
they were located by a White House official January 1996. Mrs. Clinton testified
before a grand jury in Washington on Jan. 26, 1996, about the matter.
Several witnesses
questioned about the first lady's role.
For example, Richard Massey, a partner at the Rose law firm where Mrs.
Clinton once worked, testified last December.
Moreover, Starr last week renewed his effort to get McDougal to testify
about the

WASHINGTON - First lady Hillary Rodham Clinton offered a spirited defense of
her husband on Tuesday, saying that she believes him and that "a vast right-wing
conspiracy" is behind the latest scandal.
Mrs. Clinton, in a previously scheduled interview on NBC's Today, attacked
Whitewater independent counsel Kenneth Starr, whose investigation has
scratching for dirt, intimidating witnesses, doing everything possible to
try to make some accusation against my husband,' Mrs. Clinton said.
Reprising the administration's charges of a broad anti-Clinton conspiracy,
the first lady said: "We've been accused of everything,
received credible evidence of serious federal crimes" and that it was
being conducted by experienced prosecutors and law enforcement officials.
Mrs. Clinton's comments, which drew cheers at the White House senior staff
meeting on Tuesday morning, opened one of Washington's
gag order issued by Judge Wright.
On the Today set in New York City's Rockefeller Center, Mrs. Clinton stepped
into a role already familiar to many Americans: her husband's chief defender.
The nation first saw her in that role
week when Gennifer Flowers' allegations of a 12-year sexual affair with
Mr. Clinton threatened to torpedo his presidential candidacy. Mrs. Clinton
appeared at his side on the Super Bowl Sunday edition of CBS' 60 Minutes.
"You know, I'm not sitting here as some little woman standing by my man like
Tammy Wynette," Mrs. Clinton said at that time.
Tuesday, a more battle-hardened Mrs. Clinton did not criticize Ms. Lewinsky.

The first lady instead followed the lead of Mr. Clinton and his aides and
refused to elaborate on the relationship between the president and Ms. Lewinsky.
But unlike other aides who have come to Mr. Clinton's defense, Mrs. Clinton
said she had spoken "at great length" with the president about the charges.
Neither the president's spouse nor his attorneys can be compelled to testify

leading defender like no one else."
Mrs. Clinton - a Yale University-trained lawyer like her husband - also
appears more skillful than the president at managing a personal
