However, it was not until last year that I finally visited the White House for the first time. However, I did not go as a tourist, or as a Washingtonian, but rather as a journalist. I was chosen to represent the Daily Northwestern at National College Journalist Day. What an experience--my first visit to the White House doing what I love to do most--journalism. Hearing speeches from various politicians, including President Clinton, I spent the day scribbling notes, carrying around my tape recorder and taking everything in. I couldn't contain my excitement when the President called on me to ask one of the 15 questions during his press conference. From that day on, I knew that journalism and Washington, D.C. are an amazing combination. An exciting field set in an exciting city. After my experiences at the Daily, I continued my pursuit of broadcast journalism and began working for WNUR, a FM radio station based on campus. In addition, I began writing for Focus Magazine, a weekly feature magazine insert to the Daily. Having dabbled in the three major sects of journalism, I have narrowed my interest to periodical and broadcast journalism. I hope I have the opportunity to work in D.C. this summer and am very anxious to meet with you and discuss any possibilities. This disillusionment with schools leads, in part, to a decreased willingness to invest in public education and less interest in supporting schools' efforts. Many parents and community members are concerned with the quality of schools, yet they do not get involved because they feel removed from what is occurring in schools today, lack an understanding as to how they can contribute to improving children's education, and/or face language or cultural barriers to participating in their child's education or helping schools in their neighborhood. Parents, especially, can play a critical role in their child's education -- at home and through their interactions with school personnel -- yet, too often, the public school system does not benefit from their participation. Children Now is beginning to work with reform-oriented educators, parents and community groups in major urban areas across the country -- initially, the Bay Area, Long Beach, Los Angeles and New York City -- to launch a multi-focus campaign which engages parents and others in supporting and demanding improved local public schools. The campaign, which seeks to educate the public about good teaching and learning practices, the potential for all schools to be good schools, and the importance of parent and community support and feedback to schools, will connect parents and others to specific ways they can get support and improve their neighborhood school. The campaign's regional approach responds to the existing dynamic in school reform, where geographically-based coalitions have formed to engage their communities and improve their schools. Bay Area. We are working with the Bay Area School Reform Collaborative a broad collective of educators, reformers, community representatives and funders formed to promote educational reform on a regional scale. Children Now serves as Chair of the Public Engagement Subcommittee. Long Beach. We are working with the Long Beach Unified School District (LBUSD) and the Long Beach Community Partnership (LBCP), a coalition of concerned business and civic leaders, to engage parents and the broader community in supporting the middle school reform effort already underway as well as their public school system as a whole. Los Angeles. We are working with key education reform organizations, including the Los Angeles Educational Partnership, the Achievement Council, Los Angeles Educational Alliance for Restructuring Now (LEARN) and the Los Angeles Metropolitan Project (LAMP) to broaden public understanding and support of school reform in Los Angeles. New York City. We are working with the Fund for New York City Public Education, which is dedicated to increasing private sector support for lasting system-wide excellence in New York City schools. The multi-year campaign will utilize a variety of innovative communications strategies to reach our target audiences: parents, primarily, and the broader community. Certain elements of the campaign will be common to all sites (e.g., some of the initial background research, analyses of targeted audiences and certain communications strategies). However, each local effort will be tailored to the uniqueness of the area. The campaign components will be determined through research, focus groups and our partners in each community, but are likely to include local media partnerships, a free media program, response materials, an outreach video, sports teams and other high visibility partnerships, and neighborhood and community outreach materials. Children Now plans to form an expert Advisory Committee to guide this project. The Advisory Committee will include our colleagues in this field, such as: Donald Kennedy, President Emeritus of Stanford University and Chairman of Children Now's Board of Directors; Ted Mitchell, Dean of University of California at Los Angeles' School of Education; Phyllis Hart, Achievement Council; Peggy Funkhauser, Los Angeles Educational Partnership; Henry Levin, Accelerated Schools Project; Sandra Treacy, San Francisco School Volunteers; Hedy Chang, California Tomorrow; Deborah Wadsworth, Public Agenda Foundation; Mike Kirst, Stanford University and Policy Analysis for California Education; and Marjorie Wilkes, Urban Strategies Council. Children Now's entire organizational background and record of accomplishments to date lend themselves naturally to these exciting program plans, and our staff resources are exceptionally well suited to undertake this effort. This letter is to inform you of our recent experience so that you will be aware of what is going on in some part of the Executive Office Operations. Spencer is attending his high school reunion in LA and his classmates asked him to bring the President and the First Lady's photos. Several weeks ago, Spencer requested in writing as it was instructed by the Photo Distribution Office, 15 copies of the President and the First Lady's photo that will be distributed at his high school reunion in California on June 12, 1995. By the way, we wrote a little note to the First Lady with the photo request, regarding how your voters think about the country's education - have you seen one? He waited to June 7, 1995, but, they were never delivered. He was concerned about it, so he made phone calls to the Photo Distribution Office, and other various offices to contact a person to take care of the request. Spencer explained to the members of Mr. Jim Dorskin's office, however, this urgent situation was never taken seriously and denied the prompt response. Mr. Stephen Nolet was keep repeating that it is impossible to fill his request by this weekend (it was Wednesday, June Th). After spending more than two hours, he was exhausted and frustrated. Spencer finally gave up and called Senator Robb's office for help. A member of Senator Robb's staff promptly contacted EOP and had them sent to the Senator's office right a way. It was clear that EOP wasted no time. Spencer walked to the Senator Robb's office and received photos the following day. Spencer raised the following questions from this experience: 1. He was completely blocked and unable to talk to a person above Stephen Nolet's level who may have understood the situation and taken an appropriate action. He was always asked to leave a message by secretaries and other staff members, but, he was never contacted by anyone after leaving the messages. If Mr. Jim Dorskin is not available, could someone take his place to help exception cases. Nobody seems to know who that person would be at that time because later, Spencer was informed by a secretary that Mr. Dorskin's will not be in until Monday. 2. The second issue is - if the US Senators or the Member of Congress can get the photo right away, why an ordinal citizen is denied the same? Under democratic President, we expect the same treatment. If the security is Mr. Dorskin's concern, Mr. Nolet should have asked Spencer, if he has the Government Security Clearance. Our suggestion is that there should be a way to help exception cases. The Vice President has been saying to employees of the Government to reengineer the Government Process. I recommend that your office look into this matter to reengineer the Photo Distribution Office to see if the photo distribution process could be streamlined to put customers first. The Vice President's spirit of "Customer First" never conveyed to Spencer from this experience.
