The Republican Budget Resolution Conference Agreement:
County-by-County Analysis of Medicare Cuts in
ALABAMA
Republicans are proposing to cut more than $270 billion from Medicare between 1996
and 2002. Most of the $270 billion in Medicare cuts would not be necessary without the
Republicans' $245 billion tax cut for well-off Americans. A new study by the Department of
Health and Human Services illustrates how these cuts would affect every county in the
nation and the Medicare beneficiaries living in each county. The Republican Medicare cuts
will specifically harm beneficiaries, hospitals and health care professionals in every county.
County-by-County Analysis
If the Republican proposal is enacted, every county in the nation would face a
dramatic loss of Medicare dollars. The new analysis provides the following detailed
information:
Column 1:
Name of county, listed alphabetically;
Column 2:
Number of beneficiaries in each county in 1994;
Column 3:
Reduction of Medicare dollars in 2002;
Column 4:
Reduction of Medicare dollars over 7 years (1996-2002); and
Columns 5 & 6:
Increased out-of-pocket costs over 7 years for single
beneficiaries and couples.
For example, Mobile County, Alabama would lose $555 million in Medicare funding
over seven years, and $156 million in 2002 alone. Each of the 53,600 Medicare beneficiaries in
Mobile County who wants to stay in their current fee-for-service Medicare would face, over
seven years, an average of $3,850 in additional out-of-pocket costs and $7,700 more per couple.

Republicans are proposing to cut more than $270 billion from Medicare between 1996

Republicans' $245 billion tax cut for well-off Americans. A new study by the Department of
Health and Human Services illustrates how these cuts would affect every county in the
nation and the Medicare beneficiaries living in each county. The Republican Medicare cuts
will specifically harm beneficiaries, hospitals and health care professionals in every county.
County-by-County Analysis
If the Republican proposal is enacted, every county in the nation would face a
dramatic loss of Medicare dollars. The new analysis provides the following detailed
information:
Column 1:
Name of county, listed alphabetically;
Column 2:
Number of beneficiaries in each county in 1994;
Column 3:
Reduction of Medicare dollars in 2002;
Column 4:
Reduction of Medicare dollars over 7 years (1996-2002); and
Columns 5 & 6:
Increased out-of-pocket costs over 7 years for single
beneficiaries and couples.
For example, Los Angeles County, California would lose $11.2 billion in Medicare
funding over seven years, and $3.0 billion in 2002 alone. Each of the 927,300 Medicare
beneficiaries in the county who wants to stay in their current fee-for-service Medicare would
face, over seven years, an average of $4,525 in additional out-of-pocket costs and $9,050 more
per couple.

The Republican Budget Resolution Conference Agreement:
County-by-County Analysis of Medicare Cuts in
GEORGIA
Republicans are proposing to cut more than $270 billion from Medicare between 1996
and 2002. Most of the $270 billion in Medicare cuts would not be necessary without the
Republicans' $245 billion tax cut for well-off Americans. A new study by the Department of
Health and Human Services illustrates how these cuts would affect every county in the
nation and the Medicare beneficiaries living in each county. The Republican Medicare cuts
will specifically harm beneficiaries, hospitals and health care professionals in every county.
County-by-County Analysis
If the Republican proposal is enacted, every county in the nation would face a
dramatic loss of Medicare dollars. The new analysis provides the following detailed
information:
Column 1:
Name of county, listed alphabetically;
Column 2:
Number of beneficiaries in each county in 1994;
Column 3:
Reduction of Medicare dollars in 2002;
Column 4:
Reduction of Medicare dollars over 7 years (1996-2002); and
Columns 5 & 6:
Increased out-of-pocket costs over 7 years for single
beneficiaries and couples.
For example, Chatham County, Georgia would lose $259 million in Medicare funding
over seven years, and $69 million in 2002 alone. Each of the 32,900 Medicare beneficiaries in
Chatham County who wants to stay in their current fee-for-service Medicare would face, over
seven years, an average of $3,150 in additional out-of-pocket costs and $6,300 more per couple.

The Republican Budget Resolution Conference Agreement:
County-by-County Analysis of Medicare Cuts in
ILLINOIS
Republicans are proposing to cut more than $270 billion from Medicare between 1996
and 2002. Most of the $270 billion in Medicare cuts would not be necessary without the
Republicans' $245 billion tax cut for well-off Americans. A new study by the Department of
Health and Human Services illustrates how these cuts would affect every county in the
nation and the Medicare beneficiaries living in each county. The Republican Medicare cuts
will specifically harm beneficiaries, hospitals and health care professionals in every county.
County-by-County Analysis
If the Republican proposal is enacted, every county in the nation would face a
dramatic loss of Medicare dollars. The new analysis provides the following detailed
information:
Column 1:
Name of county, listed alphabetically;
Column 2:
Number of beneficiaries in each county in 1994;
Column 3:
Reduction of Medicare dollars in 2002;
Column 4:
Reduction of Medicare dollars over 7 years (1996-2002); and
Columns 5 & 6:
Increased out-of-pocket costs over 7 years for single
beneficiaries and couples.
For example, Cook County, Illinois would lose $4.5 billion in Medicare funding over
seven years, and $1.1 billion in 2002 alone. Each of the 682,500 Medicare beneficiaries in Cook
County who wants to stay in their current fee-for-service Medicare would face, over seven years,
an average of $2,350 in additional out-of-pocket costs and $4,700 more per couple.
