Jeff Stryker spoke with Steven Lee today about the possibility of your participating in our
Kaiser/CAPS/Harvard AIDS prevention project, which I know Mark Smith has spoken with you
about. I just wanted to give you some logistical details about our first meeting as you decide.
Our Steering Committee meeting is slated for Thursday and Friday February 17-18 in San
Francisco at CAPS. Mr. Lee says that your travel schedule would preclude participation on the
17th; he did not know yet whether the 18th would be possible. On the 18th we will begin at 8
a.m. and end at 12:30 p.m.
If your travel schedule does not permit you to attend this first meeting personally, I hope that we
can secure your participation at some level. We would be happy to keep you apprised
throughout the project and involve you at whatever level you deem appropriate.
Harvey Makadon, from Beth Israel in Boston, who is collaborating with us on this project, is
visiting you next week and will be able to tell you in more detail what we have planned.

This letter is to follow up on the request for your help in organizing a meeting
with Health and Human Services Secretary Donna Shalala and with Attorney General
Janet Reno that I verbally made to you during our meeting on October 22, 1993 in
San Francisco. The purpose of this meeting would be to discuss the implementation
of the HIV entry exclusion with the Secretary and the Attorney General, as they are
the Cabinet members responsible for the administrative implementation of the ban.
The INS Commissioner, Doris Meissner, and you should also be part of this meeting
on the Administration's side.
As soon as you set in motion the process of organizing this meeting, I will be
happy to provide you, in coordination with Tim McFeeley of HRCF and Paul Kawata
of NMAC, with a list of community representatives whose clients are directly
impacted by the entry ban and, most importantly, of people who are personally
affected by it.
I do not need to tell you that this ban significantly undermines efforts to
curtail the spread of HIV in the U.S., or that it constitutes a grave abuse of the
human rights of the individuals it affects. Any help that you can provide to lessen its
effects through regulatory relief will be greatly appreciated.

hearing from you.

for the Gay Games. The OK will go from the White House to
HHS on this today as a follow up I told Carol Rasco that we
would get her a 1-2 pg memo about the games - dates, numbers,
expected impact, etc, so that any interested White House
offices would know about them. Can you get something like
that together so that I can get it over to her by the end of
the week? Thanks.
