Under TEA-21 the IRR received $275 million in contract authority for fiscal years 2000 and 2001. Due the
obligation limitation and other takedowns, the program received $232 million in budgetary resources in FY
00. In FY 01 this program was supposed to receive $232 million. The FY 01 President's Budget will
propose to give the IRR program 100% of its contract authority, $275 million and $74 million from an
additional highway receipts account which brings the grand total for IRR to $349 million.
