THE WHITE HOUSE
WASHINGTON
4 March 1996
MEMORANDUM FOR THE PRESIDENT
CC:
LEON PANETTA
EVELYN LIEBERMAN
FROM
HAROLD ICKES
WA
JENNIFER O'CONNOR
SUBJECT
STANTON GLANTZ TOBACCO STUDY
Last fall, you expressed an interest in Congress' attempt to stop
funding for the National Cancer Institute (NCI) research grant to
Dr. Stanton Glantz. Dr. Glantz' project is designed to determine
the extent and nature of tobacco industry influence on state
tobacco policy making. The Congressional concern with the
project focussed on a portion of the study which analyzed the
relationship between tobacco industry contributions and state
legislative voting patterns. Due to Congress' concern, Dr.
Glantz applied to the American Cancer Society for funding for
this portion of his study. Last month, the American Cancer
Society agreed to provide the approximately $75,000 needed.
The balance of the funds needed for Dr. Glantz' study,
approximately $200,000, will be awarded to him by the National
Cancer Institute in July 1996. He will thus have the funds
needed to complete his study.
