THE WHITE HOUSE
WASHINGTON
24 May 1996
The Honorable Bob Graham
United States Senate
Washington, DC 20510-0903
Dear Senator Graham:
I write regarding the concerns you expressed to me about the
specific impacts of some current legislative immigration
proposals on Florida residents. I understand your interest in
protecting Florida's immigrants, especially Nicaraguans living in
South Florida "under color of law, " Cuban and Haitian entrants
who have legally entered the United States as a result of foreign
policy decisions, and migrant farm workers and their dependents.
I have discussed your concerns with Ken Apfel, Program Associate
Director of Human Resources in the Office of Management and
Budget, who I understand met with you recently about these
issues. I know he will continue to work closely with you and
your staff to try to make headway on these issues in the upcoming
immigration conference.
Please let me know if I can be of additional assistance on this
issue.
Sincerely,
Howsiche
Harold Ickes
Assistant to the President and
Deputy Chief of Staff
CC: Ken Apfel
