Dick Morningstar
Dick Morningstar, who is the number 2 at OPIC, which is headed by Ruth Harkin, has
indicated some interest in becoming the Finance Chair of the DNC, when Terry McAuliffe
leaves, which will be in the next several months.
On 16 January, Strobe Talbott called me to say that he was very interested in proposing Mr.
Mornigstar as the NIS Assistance Coordinator (Russian Aids Czar) in the State Department.
He said, however, that he was not interested in tapping Mr. Morningstar for this position if
it would derail other plans the President might have in mind.
