Jodie THE WHITE HOUSE WASHINGTON 28 August 1995 MEMORANDUM TO JODIE TORKELSON CC: ERSKINE BOWLES SANDY BERGER ALEXIS HERMAN FROM: HAROLD ICKES HI RE: OFFICE AND LOGISTICAL NEEDS FOR RICK NUCCIO, SPECIAL ADVISOR FOR CUBA Rick Nuccio, the Special Advisor for Cuba, informs me that he has some specific office and other needs in order to permit him to function effectively. He is working in room 469 in the OEOB, which his secretary shares with him. 1. Access to NEC data bank: The biggest problem is that his office and the computer system available, according to him, to that office is not connected to the NSC secured system, nor can it be secured in its current form. Apparently new false walls are being built, but he has been informed that it will take a couple of months to get the work done. Meanwhile he must go to another office (Richard Fineberg's) and borrow a spare terminal. This is inefficient, and given his schedule, precludes him from being as effective as he otherwise would be if he had a secured NSC terminal in his office. The question is whether the building of the new false walls can be speeded up. 2. Staff: When asked to take this position, he was told he would have support form two other staff people, one from NSC and one from Public Liaison. To date he has been relying on Rob Malley, of Mort Halprin's staff, but Mr. Mallley's fellowship at the NSC is ending and does not appear to be able to permit him to remain. Thus, another person from NSC needs to be identified to work with Rick. Is it possible to keep Mr. Malley on the NSC payroll or substitute someone for him. In addition, he needs some staff assistance from Public Liaison. I will follow up with Alexis on the latter. 3.
