SUBJECT: THE PRESIDENT'S VISIT TO THE PHILIPPINES
I. OVERVIEW
As we approach APEC, there has been a steady increase in interest
and activity on behalf of the Filipino-American community to be
included in the President's trip to the Philippines.
As a result of the importance of this community in the California
polls, we must act quickly to develop a press strategy. The
Philippine community, both at home and in the Philippines has
shown great support for the President's initiatives.
By creating positive reinforcement of the President's commitment
to the Philippines we do two things. One, we further the
California base voter strategy by energizing the Filipino-
Americans to turn out at the polls. Two, we reinforce the
President's support of the Philippine people and the growth of
their country.
The Filipino-American community traditionally maintains extremely
close ties with the Philippines. Effective coverage by the
Filipino-American specialty press, especially the Philippine
News--a national weekly newspaper out of San Francisco, will
energize the Filipino-American citizen and gain community support
for the Administration.
II. BACKGROUND
The Office of Public Liaison hosted several events for the
business and Asian Pacific American communities during last
year's APEC meeting in Seattle. As part of this outreach
strategy, we set up press operations for administration
appointees who were in Seattle for the conference. Press
opportunities held by the appointees generated successful and
positive outcomes for the President, especially among the Asian
American specialty press.
Activities, such as luncheons and briefings, held for the Asian
Pacific American community demonstrated the high regard the
Administration had for the community. At these activities, they
were able to see, and identify with, Clinton appointees familiar
to their community.
