I.
Tariff Suspensions
A.
Worsted Wool Fabric for Men's Suits 100s and Above -- Reduce current U.S.
tariff from October 1, 2000, through December 31, 2003 on worsted wool fabric
of the type used in the manufacture of men's or boys' suits, suit-type jackets, and
trousers made from yarn of 18.5 microns or finer from current U.S. MFN rate on
such fabric to the current Canadian MFN rate on such fabric up to a quantity
equaling 1.5 million square meter equivalents.
B.
Worsted Wool Fabric for Men's Suits Below 100s -- Reduce current U.S. tariff
for the same time period on worsted wool fabric of the type used in the
manufacture of men's or boys' suits, suit-type jackets, and trousers made from
yarn thicker than 18.5 microns from the current U.S. MFN rate on such fabric to
the current U.S. MFN rate on worsted wool suits up to a quantity equaling 2.5
million square meter equivalents.
C.
Worsted Wool Yarn of 18.5 Microns or Finer -- Reduce the current U.S. tariff
for the same time period on worsted wool yarn of 18.5 microns or finer from the
current U.S. MFN rate to zero.
II
Authority to Modify Tariff Relief
A.
Requirement to Monitor Market Conditions
1.
The President shall monitor market conditions in the United States,
including domestic demand, domestic supply, and increases in domestic
production of worsted wool fabrics and their components in the market for
(1) men's or boys' worsted wool suits, suit-type jackets, and trousers, (2)
worsted wool fabric and yarn used in the manufacture of such suits,
jackets and trousers, and (3) wool used in the production of such fabrics
and yarn.
2.
Establish a statistical suffix in the Harmonized Tariff Schedule for the
collection of data on imports of worsted wool fabric and apparel on the
basis of (a) 18.5 microns and finer and (b) thicker than 18.5 microns.
B.
Authority to Modify Quantity of Fabric Subject to Tariff Suspension
1.
The President shall, on an annual basis, consider requests made by
manufacturers of the apparel products identified above to modify the
