Dear Lynn:
It was a pleasure meeting with you last month to discuss issues of concern to the community of
St. Paul, including the Pribilof Islands Transition Act of 1999. By way of this letter, I wanted to
thank you and the White House for your time and support on these issues.
Since the phase-out of the National Marine Fisheries Service (NMFS) fur seal operations in 1983,
the Aleuts of St. Paul have come a long way in developing an economy based on the rich fisheries
of the Bering Sea. While numerous issues in our peoples' long, and sometimes difficult,
relationship with the federal government remain to be resolved, we are confident that the Pribilof
Islands Transition Act of 1999 offers an opportunity for the completion of our economic
transition and the development of a sustainable and diversified fishing-based economy.
In this regard, it is my belief that once the transition is completed, the Aleuts of St. Paul will be a
model for how a native people with the right type of policies and support from state and federal
government can successfully develop a sustainable economy that is consistent with their native
heritage, with NOAA's policy objectives, and with federal fisheries management policies.
