This letter and all of its enclosed documentation
is the result of a wonderful brainstorming session of
a group of young Americans with Disabilities involved
in our JTPA ,Job Trainning Partnership Act Program.
We were thinking of other job sites to contact for
work this summer and one of the students thought of
the White House and working for President Clinton.
Since we are known to this Administration as selected
guests and participants in several Inaugural Activities
it did not surprise me in the least that this idea
came forward.
It is my perception that President Clinton is always
asking for creative ideas as well as saying to let him
know your ideas as American Citizens. Therefore I would
appreciate serious review and consideration being given
to the enclosed proposal. I would be happy to discuss
any question or specific point at your convience. Thank

FOR CONSIDERATION OF AN INTERNSHIP/WORK SITE BE CONSIDERED
AT THE WHITE HOUSE FOR THE SUMMER OF 1993 UNDER THE JOB
TRAINNING PARTNERSHIP ACT PROGRAM OF HOMEWOOD-FLOSSMOOR
COMMUNITY HIGH SCHOOL, FLOSSMOOR, ILLINOIS
Our clients, young Americans with Disabilities would appreciate
serious consideration of creating one job site in the White
House where a JTPA work team could have a very unique experience
doing a variety of jobs that could help facilitate a more
productive White House Staff. We would completely understand
that very specific restrictions and guidelines would be worked
out. We also would want this as an initial experimental
program of not more than 4-6 students under two of our job
coaches. We would be very open to discussing specific job
skills that these students could participate in.
We also would see this lasting four-six weeks as all of our
other job sites. We would also seek out living arrangements
at local universities.

For your information, Mr. Larry Baran, our JTPA Director was
asked in early December of 1992 by The President's Inaugural
Committee's Ms. Debbie Whilhite and Mr. Charles Hallern to
chair the Disabilities Logistic's Inaugural Committee. Due
to his teaching commitment and school schedule conflict he
could not immediately take this on. Therefore, our JTPA
Program was asked to participate in the REUNION ON THE MALL
and demonstrate our job skills. Our program was able to meet
at least one half million Americans as well as the First Lady,
Hillary Rodham Clinton!!!

Dear President Clinton,
Greetings on behalf of your constituents, young Americans
with Disabilities in Action, of the Job Training Partnership
Act Program for Special Education Students at Homewood-
Flossmoor Community High School. We are the same group who
made 15,000 Flag Tribute Boutonnieres not only for the
National Democratic Convention but we were asked to participate
in the wonderful Reunion on the Mall where we again gave out
15,000 Flag Tributes for your Inaugural Festivities. Your
wife, the First Lady, took time to visit with ten of us and
learn about our job skills program. It was a wonderful moment
for all our disabled youth involved.
Sir, as you know the JTPA funds for this summer are currently
tied up in a filabuster and debate while waiting for spring
break to end. After four years under this funding source we
are used to this uncertainty. Yet, we are still planning for
our summer community service program. We seek out specific
non-for-profit facilities to place a four member work crew
under the supervision of a college job coach.
The students came up with a very unique idea. I asked them
where we could seek out other job sites and one response was,
"Why couldn't we work for President Clinton in the White House.
They must have tons of jobs we could do!" With that I always
encourage my students to believe that the impossible dream
isn't! Also with all of the other wonderful experiences we
have done to serve our country through this program while at
the same time learning pre-employment skills, we are wondering
if this could not be seriously considered as a truly model
exemplary program for JTPA as a summer intership for disabled
youth with the White House as one of our job sites.
Enclosed is a proposal as well as back up documentation. We
hope you enjoy the Spring Easter Floral Gift we made for your

As a result of a serious brainstorming session one of my
young Americans with Disabilities within our JTPA Job Training

summer job site for our community service program. It was
suggested that we contact President Clinton to see if he would
have some work for our program to do this summer within the
White House Offices.
Therefore, please seriously review this proposal and all of
the enclosed documentation. Since we were guests as well as
active participants in the Inaugural Festivities, the students
feel very comfortable in presenting this to the President.

NEW YORK - The tri-color American flag lapel pins that show up
in so many camera shots from the floor of the Democratic National
Convention were hand-made by disabled youths who are learning pre-
employment skills at Homewood-Flossmoor Community High School in
the Chicago suburb of Flossmoor.
Through the efforts of Sen. Paul Simon, D-I11., each of the
thousands of delegates to the convention received the flag boutonniere
on arrival here, and they've become a common sight in Madison Square
Garden.
Each "flag tribute" lapel pin features a miniature American
flag braced by red, white and blue artificial florets and a silver
leaf. The pins also have been widely distributed at such other
public projects and gatherings as the inauguration reception for
members of Congress, the Moving Vietnam Wall, the White House signing
ceremony for the Americans With Disabilities Act, Operation Desert
Storm, the National Victory Celebration for Desert Storm, and the
50th commemorative of the attack on Pearl Harbor. Three were carried
aboard the Space Shuttle Discovery in January. Thousands will also
be provided for distribution at the Republican National Convention in
Houston.
The Flossmoor trainees are learning skills to equip them to join
the workforce with funds provided under the federal Job Training
Partnership Act (JTPA). Simon chairs the Senate Subcommittee on
Employment and Productivity, which oversees the program.

"We have seen the work of these students before," said Onstead, "and we
believe they will be a symbolic and tasteful addition to the mementos being provided
by the Houston Host Committee.
Students of Honewood-Flossmoor's Special Education/Vocational Education
Job Training Program have created similar floral and flag arrangements for President
Bush's inaugural reception, the 50th anniversary of Pearl harbor and designed and
made over 400,000 special flag pins for our troops during Desert Storm.

American flag boutonniere in the gifts being presented to the delegates. Our
intent is to actually "pin" the delegates with this special boutonniere when they

YOUNG AMERICANS WITH DISABILITIES IN ACTION TOUCH THE LIVES OF
EACH DELEGATE FOR THE NATIONAL CONVENTIONS OF THE DEMOCRATS, RE-
PUBLICANS & SUPPORTERS OF THE INDEPENDENT PARTY.
The Special Education J.T.P.A. (Job Training Partnership Act)
Program at Homewood-Flossmoor Community High School, again has a
unique opportunity within their pre-employment skills program. All
of our students are being paid a minimum wage while learning specific
work skills. (J.T.P.A. is federally funded).
Our order this summer comes from the Democratic and republican
National Convention where we are making one of their famous "STAR
SPANGLE FLAG TRIBUTES." This is a simple boutonniere of a toothpick
American flag surrounded by a red, white and blue ribbon rose that
is taped to a silver or gold leaf.
Besides building their job skills, the students have a unique
situation where they will be learning about the American Political
Process. Students are selecting which of the three party's they
wish to become active in after listening to speakers from the three
camps. A very unique and clever finale to our summer workshop will
be hosting a mini convention titled:
"The American Spirit & P.R.I.D.E. Convention 92
(Predicting the Republican, Independent, and Democratic Election)
At this convention a famous dignitary will give a keynote from
each of the three party's. The groups will meet and then come back
and nominate their candidate. Finally, after listening to all three
speeches, the students (50 in number) will go to voting booths and
elect a President. Hopefully, this will be a true sampling of the
American Pie!
Workers are making these flag tributes daily. Workcenter hours
are 8:30 - 1:30 daily except Fridays. This program runs through the
end of JULY. CONVENTION 92 has been set for Friday, July 31st. The
hours will be from 12:00 - 4:00 P.M.

Enclosed is a proposal from the Special Education-Vocational
Education Program at Homewood-Flossmoor Community High School in
Flossmoor, Illinois. They would like to manufacture and
distribute hand-made flag tributes boutonnieres for all of the
delegates at the 1992 Democratic National Convention.
These flag tributes boutonnieres were available at the
signing of the Americans with Disabilities Act and were also
distributed as tributes to the men and women who served in
Operation Desert Storm. I respectfully ask you to give
consideration to their proposal.
