The President is committed to keeping the country on the path of prosperity through fiscal
discipline and investments in our nation's future. In the coming days, the President will fight for
a final budget that reflects these priorities:

Terry,
Thanks for your help. The situation is as follows:
The National Partnership for Reinventing Government (NPR) name requested Patricia
Norris (letter attached) to work with them for a year as an agency representative
responsible for coordinating the Federal Communicators Network.
The National Bioethics Advisory Commission told Pat that the Public Affairs function
was no longer needed and allowed her to go to NPR for only two weeks with the
intention of moving her as of October 25 to the Office for Protection from Research
Risks (OPRR) to do freedom of information duties.
NPR has said that they would do anything to keep Pat since they greatly need her public
affairs skills. The NIH's Office for Extramural Research has said that OPRR needs a
warm body to do freedom of information which is not in Pat's career path. Also, NIH and
the Public Health Service have Freedom of Information Officers who could possibly
provide that function to OPRR.
Is it possible for Pat stay at NPR since it presents her with the opportunity for career
development and to apply her skills while serving this administration in a key initiative?
Sorry about all the acronyms but I thought you should know the offices involved. The structure
is as follows:
Department of Health and Human Services Office of the Secretary
National Institutes of Health Office of the Director
Office for Extramural Research
Office for Protection from Research Risks (which is in the process of being moved to the Office
of the Secretary)
