The case of this watch is gold, enameled "en plein." It was likely made for the Turkish market: the numerals on the dial are in Turkish characters. The date stamp is "U" for 1815. The maker was probably Thomas Perigal, the last of a family of well known clockmakers, under the name of the celebrated Markwick Markham who died in 1760.
