My dear Miss Noyes:
Miss Stimson has forwarded to me your letter of
March 27th, Itregretdverymuch that there has been some misunder-
standing in the manner in which we should proceed to have Miss
Burrowes and Miss Bissell, both Red Cross nurses, assigned to the
Wellesley Unit for foreign service.
I have written Miss Bissell to communicate with you
at once asking for this assignment I also stated that you had

written me that the Red Cross would furnish her equipment.
In a
letter from Mr. Millett, Director of the Bureau of Personnel, Wash-
ington; he states that Mr. Hamlen and his understanding is that the
Red Cross will pay her and Miss Burrowes such salaries as are cus-
tomary for Red Cross Nurses in the service.
The Wellesley Committee does assume the travelling ex-
penses and maintenance of the members of the Unit where the individ-
ual does not herself meet these expenses.
At your suggestion the committee has appointed Miss
Burrowes as director of the nursing activities of the Unit.
made formal application to you for assignment to the Wellesley Unit.
I judge from your letter that Miss Burrowes has already
