My dear Miss Nuno:
Your letter of September 4th reached me a few days ago.
I intended to write immediately, but was away for a day, and then was not
feeling tiptop, however not sufficiently ill to keep me away from the
office more than a few hours.
1 was interested in Mrs. Belmont's letter, and also in
the copy of the letter which Judge Payne wrote to Mr. Tadsworth. Just why
he wrote to hin I cannot understand, unless Mr. Wadsworth had also asked
him whether I was going, why, etc. I was rather distressed to read Judge
Payne's letter, for he gives the impression that the reason I an not going
is because I did not want to go. urthermore, he certainly shows very
little appreciation of the importance of my position in the Red Bross when
he says - "that Miss Doyle will be quite to deal with the subject.
Evidently he seems to feel she would be a satisfactory substitute. As a
matter of fact, when was appainted as a delegate from the I.C.N., and
was also being urged by the L.OUR.C.S. to be present, I spoke to Judge Payne
about it, and naturally I would say---that if I consulted my own personal
preferences I would not leave the country this year as I had been away last.
Nevertheless, if it was necessary for me to be there, and the Red Cross was
willing to pay my expenses, personal inclinations would have nothing what-
soever to do with the matter. -- I concluded by saying---that while I wished
I might be in a position to pay my own expenses, it was quite out of the
question, giving ay reasons, etc. It seems rather infortunate that he
would interpret what I said in the way he has to Mr. Wadsworth.
I am telling you this not because I want to be critical
of Judge Payne, or because. I want it made public to either Mrs. Belmont or
Mr. lladsworth, but in case anything is said to you that would suggest I was
not interested in going to Japan, you will be in a position to know exactly
what occurred here. It would seem also rather absurd to feel that if ay
expenses were paid that those of lrs. Powell should be also. She served as
a volunteer in Miss Boardman's office for & cou le of years, and from the
standpoint of many of us, rather unsstisfactorily. The fact that ay expenses

would be paid should not influence the payment of "rs. Powell's, as her work
for the Red Cross (if I do say it myself) could hardly be compared to mine.
