Montgomery, Ala.
My dear Mr. Hooper:
Concerning your letter in regard to Miss Ethel Trainor, which mat-
tor Was referred to this office for adjustment, I beg to state that
Miss Trainor was enrolled for service with the Orthopedic Hospital,
Base Hospital 114.
When this Hospi al was called out the nurses were mobilized in the
various cantonments pending the sailing of the hospital. Miss Trainon
received a telegram from the Superintendent of the Army Nurse Corps,
similar to one sent to every other nurse on the hospital, asking if
she would accept temporary contonment service until the mobilizing of
the hospital for foreign service. Miss Trainor refused this assignment
which was accepted by every other nurse on Base Hospital 114.
It is not the policy of the Surgeon General's Office to assign to
foreign Service nurses who refuse even temporary service in this country.
Therefore, Mies Trainor was notified from the Surgeon General's Office
that she would not be consider x for foreign service under the Army.
We regret very much that Miss Trainor took this attitude as it
places it out of the power of the Red Cross Department of Nursing to
give her an assignment in a military hospital abroad. we are, however,
willing to pla a Miss Trainor in one of our Red Cross Units for Service
in France as a surgical nurse, tho if she accepts this service she
must be willing to accept whatever detail the representatives of the
Nursing Service in France give her upon arrival in France.
You will see, I am sure,and readily understand that at this and
we could not definitely assign a nurse to any service, as the situation
in France changes from day to day and the nurses sant over under the
Red Cross are expected to accept any assignment deemed necessary by
the representatives in France.
I have written Miss Trainor that we will attach her to one of these
Units if she wishes it and also that Wo would expect her to accetp what-
ever assignment our representative in Paris details her b. All that we
can do is to state the qualificati ns of our nurses and recommend that
they be assigned to that service.
