My dear Miss Tittman
Regarding Ruth c. Waterbury: Her service overseas dated from April
23, 1918, when she was assigned to Base Hospital 114, until July 15, 1919.
From March 3,1919, she served with the Polish Commission and the report on
her work is most praiseworthy. In November 1920, Miss Waterbury was assigned
to the Virgin Islands service. She remained there until July 1923, acting
for over a year as the directing nurse and field representative. I think her
service there is well summed up in the attached letter from Mr. Steiner, Aide
for Public Welfare. In April of this year, Miss Waterbury was detailed to
a special piece of disaster relief work in the Washington Division which was
most creditably conducted.
