My dear Miss White, I thank you for your letter of March 1st. Am sorry not to have written sooner, if I could have done so I would have. It was not want of thought or intentional neglect, it was be- cause I did not know what to say or how to say it. In reply ti your letter You will find enclosed a copy of a letter to the Surgeon General which gives you the infor- mation you ask for. (See Exhibit No.1 ) No direct reply or notice, other than my transfer here has been taken of any of these communications to the Surgeon General or Miss Minnigerode. In the interview I had with Miss Minnigerode, November, 1920, I asked her if it was in order for me to write you if I felt the need of advice. Her reply led me to believe that you were, through the Red Cross, the proper consultant for any trou- bles we might have in the Pacific Division although nothing you said would be official. During the fourteen months I was at Arrow- head on a number of occassions I wrote you for advice regarding disturbing features in the life there. Your response was always kind yet ineffectual in that I was thrown back upon my own wit and wisdom to work out the salvation as best I could. It was because you could not help that you did not, I knew, so when the wrong doing was a personal hurt to me I did not want to take it to you when you were not able to help in matters that related to the well- being and comfort of the patients and nurses. It would have dis- tressed you not to have helped me and might have injured either you or the Red Cross if you had. Knowing you, and knowing what I would have done in a like case, I felt sure you would have jumped a to my rescue, so I took matters up as they should have been done, through official channels only. Major Duncan MacCalman was here the early part of February, as nothing had been heard from the Bureau except the transfer of a Chief Nurse here from New Orleans, I took the matter up with him. He told me he would be in Arrow- head in June and would take the matter up then. This did not satis- fy me so he suggested that I send a second copy of the letter of January 17th tonthe Surgeon General with a request for attention. Just here is where my patience with official channels ruptured. On February 18th I wrote Miss Jamme, unofficially, because she is member of the National Committee Red Cross Nursing Service, ask- a ing her advice about writing Miss Noyes. Before her reply reached
