MEMORANDUM FOR THE PRESIDENT
THE WHITE HOUSE
Dear Mr. President:
My people are much concerned over the possi-
bility that Sputnik will lead Congresa to be liberal
with military appropriations, perhape even with the
military aspecta of mutual security, but will offset
this by cutting down on the sconomic aid. This seesas
to us of at least equal Importance.
II, as I think is the case, you agree, 1 would
zuggest that this point be brought to the attention
of those who are helping with your prospectivo
speeches.
