If US concurs re substance, Special\nInter-Departmental Committee proposes simultaneous release\nWashington and Ottawa early morning November 20. Committee\nsuggests distribution time of release be evening November 19\nwith embargo until morning November 20. Committee would appreciate\nUS suggestions re exact distribution time and embargo time.\n\"Commissioner for Royal Visit and Whitehouse announced today tha\nHer Majesty the Queen and the President of the United States\nof America, Dwight D. Eisehnower, will jointly declare St.\nLawrence Seaway open during Her Majesty's visit to Canada\nnext June. Official opening and dedication ceremonies will\ntake place in vicinity of international boundary between\nCornwall andMessena (repeat Massean), N.
