My dear General Watson:
I am enclosing a copy of Ambassador Biddle's
strictly confidential despatch no. 5 of November 29,
1939 which was marked for the President.
In this despatch the discontinuance of the pro-
tection of Polish interests in Germany by the Swedish
Legation at Berlin 1s reported.

Subject: Discontinuence, under German pressure,
of Swedish protection of Polish interests
in Germany.

Sir:
I have the honor to report the following: (A.) At
the
the outbreak of Polish-German hostilities/Polish Government
entrusted the Swedish Legation in Berlin with protection
of Polish interests in Germany; (B) The Polish Government
has just learned that due to prolonged severe German pressure,
recently resulting in what amounted to an ultimatum, the
Swedish
Swedish Government has instructed its Legation in Berlin
to relinquish its former role of protecting Polish interests.
This news was greeted by the Polish Government with
concern for their interests in Germany. Moreover, while
my informants refrained from criticising the Swedish
Government, I am aware that the latter's action in this
case is a source of my informants' genuine disappointment
in the Swedish Government whom they had hitherto looked
upon with marked confidence and respect as e. Government
embodying independence of action and courage of conviction.

I have the honor to enclose herewith a copy
of a record bearing on various aspects of the
Polish-German conflict.

As we burned our cable records before leaving
Warsaw, I have had to depend for a number of the
dates of events, upon personal notes which I took
with me.
As this record is necessarily lengthy, I
take occasion to draw your attention to the following
parts, which I believe may engage your special interest.
That section dealing with:
1. "Factors contributing to Poland's defeat."
2. "Polish-German conflict and the Embassy's
activities".
3. "Military aspects of the Polish-German
conflict
