the Supreme Court for ruling on a soldiers' reenlistment
bonus question which may cost the Federal Government
approximately $14,000,000. They seek a clarification on
whether failure of Congress to appropriate funds for the
bonus in 1938, and a declaration in the appropriations
bill that none of the funds included therein should be
used for the bonus. Relieves the Federal Government of

that it was believed the MANGALORE was the victim of
mines dropped by a, German airplane during last Wednesday
night's air alarm on the east coast of England. More
than 200 mines were reported to have been washed ashore
on the Yorkshire coast largely as a result of mine

craft, the engine manufacturers could not produce the
engines in time because of the large French orders for
engines alone.
It is believed that the appointment of Mr. Monnet
was the result of informal conversations between the
British Ambassador to Washington and the Chief of the
Bureau of Aeronautics.

German Mines, according to UP reports, informed sources
here have received reports that British Naval Officials
have recovered several of the German "mystery" mines
and found them to be of an acoustic magnetic type.
Mines are said to be double chambered with powerful
explosives that can be detonated by the magnetic
attraction of a ship's hull or by the noise of a
propeller. Responsible sources said that the mines
were placed deeply below the surface and that actual
contact by a ship was unnecessary to explode them.
They explained that the acoustic and magnetic devices
set off the firing apparatus, and that the force of
the explosion below the water was sufficient to wreck
a ship. Mines were said to have been laid originally
by submarines, but that susceptibility of their steel
hulls to explosion prevents their returning to the
area. Replacements are being made by. aircraft on a
lesser scale. Greatest depth at which one of the
mines has been reported is 148 feet.
