My dear Mr. President:
I am submitting to you herewith a suggested
answer to Mr. Churchill's meesage to you of Sep-
tember 22.
General Marshall has told me that the loading
of these rifles is going on day and night and that
the details for the transfer of the rifles to the
British Purchasing Commission are being concluded
through the U. S. Steel Corporation.
