Through our good Senator, Tom W.
Connally, of Texas, I am sending you an Electric Clock,
the Dial of which I invented, and since your Declaration
of War Time, have incorporated that also into the Dial.
The Dial is designed to give the Time and relative times
in the various Time Belts from the Pacific Coast to the
Countries in and around the Mediterranean Sea. You will
note the first four inside circles of the Dial has two
sets of Figures: The large outline figures represent War
Time in the four zones of America, and the smaller figures
represent regular Standard Time. The figures in the four
outer circles represent the equivalent of Standard Time
in the various Countries indicated.
I sincerely trust that you may find a
use in your office or study for my clock, and that it will
be of some benefit to you. I am preparing copies of the
part of the Dial covering the United States, and will submit
them very soon to the Army Air Corps, for use in all train-
ing Aircraft, provided, it can be used to advantage. This,
of course, without thought of compensation. I feel that if
the dial can be used advantageously by the Air Corps, that
I will have contributed justa little more to my Country.
I have been selected to attend the Adju-
tant's General School at Fort Washington, Maryland, and I
trust that while I am there I shall have a chance to meet
you personally. I am scheduled to arrive there for the

I have the honor to refer to Despatch No. 118 of June 22 in which
it was stated that the "Circulo de Simpatizantes de Gran Bretana y Naciones
Aliados" (Club of Sympathizers with Great Britain and the Allied Nations)
of La Paz was preparing a. parchment for dellivery to President Roosevelt.

The President of the Circulo called on me this morning and delivered
the Scholl, which is transmitted under separate cover. In view of the
fact that the Circulo is a spontaneous organization composed of those who
genuinely desire victory for the Allied cause, I feel it would be appropriate
in this case for it to receive a letter in reply signed by the President
something which can be framed.
There is transmitted herewith the original letter addressed to. the
President, together with a list of the names of those who signed the scroll.

The "Association of Sympathizers with Great Britain and the Allied Nationa"
over which I have the honor to preside, has paid tribute to your illustrious
person. The said function took place on June 19 in the "Club Bancario" of
this city, a renowned democratic institution which associated itself therewith,
offering its hall for the holding of the event, which consisted in the presen-
tation of à parchment which it is my very great pleasure to transmit to your
Excellency with the signatures of those who represent the democratic institu-
tions of Bolivia.
Let this be the opportunity to make known to Your Excellency the pro found
faith which we have in the final triumph of the allied nations over the reac-
tionary powers and in the example which the American Nation, guided in its
extraordinary destiny by Your Excellency, is giving to the world.
It is therefore a great pleasure for me to present respectful greetings
to you.

Wrote to the President stating his occupation from 1904 to
1908 brought him into close contact with natives in many parts of the orient.
Stated a Japanese presented him with gold coin, which enclosed for President
to dispose of as he sees fit, either in war effort, or President's "pet" the
infantile paralysis campaign. Said while he was in the Orient 40 years ago he
saw many foundations laid which now prove to have been made in anticipation for
this late outbreak by Japan. ---- President replied, Sept. 16, thanking for the
gold coin, and said shall see that it is devoted to some constructive use. ----

cost of $110,000.00 to house the Governors of the State of
Georgia when the capitol was moved from Louisville, Ga.
Eight Governors of Georgia resided here until 1868 at which
time the Capitol was moved to Atlanta.
The walls of the mansion are thirty-eight inches thick at the

brick to build a modern sixteen story skyscraper.
The tradition reads that a tunnel was built from under the steps
of the mansion leading to the old Capitol for use by the Governor
in times of emergency. As far as known, no one has ever dis-
covered this tunnel, and if true, it was probably filled long ago
when the streets were built.
It is now the home of the President of the Georgia State College
for Women and is still one of Georgia's most sturdy and histor-
ical homes.

Writes to Mr. Early to the effect that she has a painting which she would
like to present to the President because she feels that at this time, especially,
it would have an interest for him. The painting is of the Prime Minister's Cabinet
Room at 10 Downing St; the work of Rankin who, the writer has been told "is ranked
next to Walter Gay as a painter of interiors". Mrs. Chanler adds that another ex-
actly similar painting by the same artist is in existence, and she has secured
one of these. The subject of this picture is now a twin Cabinet Chamber to the one
in the White House. Asks if she may have the honor of sending the páinting to the
President. Under date of 1/13/42 Miss Tully wrote to Mrs. Chanler stating that the
President would be perfectly delighted to have the painting of the Prime Minister's
Cabinet Room at 10 Downing Street.

On September 24, 1942, Mr. John Goodrum Miller of New York wrote to Miss Tully,
saying that he learned that Mrs. Chanler had sent a painting to the President and she
had never received acknowledgment of same and as a lover of good paintings he would
like to know if it was received. Ackd. 9/29/42 by Miss Tully, regretting the over-

I am mailing you today under separate cover an autographed copy
of American Soldier Ballads. I believe that you will enjoy reading
the contents. As Commander in Chief of our Army you will under-
stand the soldier language used in compiling the various verses.
If you can find the time some evening to read what I have written
I feel sure you will 'savvy' ALL that is contained in the lines.
If, after reading, you sincerely feel that my effort has been worth

while, I would be deeply appreciative, if you will write me a person-
al letter, signed by your actual self, telling me just how the book
appeals, so that I can plave it on the first page in the book now
containing letters from commanding generals and Chaplains, whom I
have met during my tour of our Army Camps. My only gon, Bill Jr.
age I3 years, will eventually receive this book from his Dad and
because he will, his failure to find a personal letter from the
Commander in Chief of our Army, would be vastly disappointing to
him, particularly so, when that Commander in Chief has been instru-
mental in winning a smashing victory over ALL of the Axis powers.
Major General Robert C Richardson, Jr., made it possible for me to

visit our Army Camps. At 60 years of age I am a bit too old to keep
step with our REAL soldiers, but as a veteran of the First World
War and a member of the American Legion, I am still ,in spirit ,one
of them and you can rest assured that I will 'carry on' until vic-
tory is assured.

As a member of Selective Service Board No, 1 of this Crawford
County, Illinois, I am herewith enclosing a booklet, "I am an
American". Although the salaries of this Board are none and
it doubles every month, we are carrying on, trying to do this
job, which we have found to be the "biggest" job we have ever
had in our lifetime.
I am enclosing this booklet to you because we purchase these
in gross lots and present each Inductee one of these booklets
on the day he is inducted to take with him into Service.
We also talk to our inductees and tell them about service
gained from experience in World War One and advise them about
their insurance and other rights. Might I add that we have
been reliably informed that we have more men from Crawford County,
Illinois, which by the way, is the oldest County in the State of
Illinois, many of our inductees coming from old pioneer stock,
commissioned, non-commissioned officers and in training school,
than any other County in the State of Illinois in accordance with
the population,
Our Representative in the National Congress from this the 23rd
District of Illinois, Laurence A. Arnold and also Hon. W. W. Arnold
of this city, Representative from this district for 14 years, now
a member of the Tax Board of Appeals, M in Washington
I wanted you to know how Selective Service is functioning and what
we are trying to do out here in the Central part of the United States,
