For\nmany years I have had a friend who has been very unfortunate. As\na matter of fact, he is a habitual criminal. He has been in many\npenitentiaries and at the present time is serving a life sentence\nin the Kansas State Penitentiary at Lansing.\nHe is not asking the President or anyone to help him, in fact, he\nknows that he is not entitled to any assistance from the President.\nSince he is in a state prison, naturally his incarceration does not\ncome under the direct jurisdiction of the President.\nThis fellow is a master workman in woodwork and recently he built a\nsmall cedar chest about 10\" X 24\" for the President. It is a very\nbeautiful piece of work and he has sent it to me to give to the\nPresident. I do not want to embarrass the President by presenting\nit if there is any impropriety at all concerning his acceptance of\nthe gift. Personally, I would strongly urge the President to accept\nthe chest because I know that it would make my friend very happy,\nbut you can decide this matter for me and frankly tell me whether\nto send it over or not. Government Chief Economic Adviser, stalked round\nthis market, and of the views he published in China and after re-\nturning to England from China. In fact Sir Fredric Leith Ross\nis in my published view, the root cause of the chaos which has de-\ncended on the Far East, with which you have now to do, but of which\nneother you nor any member of the F.B.I. understand.
