Very Sincerely, P.S. How are you any way 11. old timer. HGM, HUGH GORDON MILLER attorney AT LAW 177 WEST 26TH ST. NEW YORK 130 WEST 57TH ST. NEW YORK LACKAWANNA 4-5055 Hon. Franklin D. Roosevelt, President of the United States, Washington, D.C. December 7, 1938. Dear Mr. President: X 335 In connection with your present proposals for national defense, I beg to suggest that, should there be any question of the right of the United States to fortify the Panama Canal. the "Isthmian Highway" (by the undersigned) fully discusses the subjuct. I quote the author's conclusion on the subject from page I64, referring to the changes made in the Clayton Bulwer Treaty, by the Second Hay Ponncefote Treaty, as follows: (quote) "The changes here, insofar as they are of substance, consist of two omissions. First, the words "in time of peace" have disappeared from Section I. This means that, if there were war, the United States, at its discretion, might close the canal. Secondly, the words, "no fortifications shall be ere erected commanding the canal or the waters adjacent," If have been eliminated. The United States has the right to erect such fortifications." You probably have a copy of the "Isthmian Highway" in the White House library, though asta close student of such matters you are, I am sure, fully familiar with the entire subject. I am not being so presumtious as to try to inform you of something you already know, but to suggest that the rest of the canal bonds, amounting to several hundred millions of dollars, be now sold and the money useditocerectsthese now absolutely neccessary fortifications and in the language of the treaty to "protect" the Canal. I would be glad to talk this matter over with you some time but havelong since given up all hope of ever getting an interview. I am proud to say I have been able to interview every President since McKinley and it never took six years. I am afraid I am on a black list - at the White House. \ Very sincerely, \ $ P.S. I am giveng myself the pleasure of sending you a copy of the Isthmian Highway which contains all the authorities of the subject of the Panama Canal. I am also enclosing a copy of a resolution I am directed to send you. FEDERAL BAR ASSOCIATION RESOLUTION CONDEMNING THE PERSECUTION OF THE JEWS IN GERMANY, offered by Hugh Gordon Miller and unanimously adopted at the Federal Coury House, New York City, November I8, I938. WHEREAS, We a free people are here peaceably assembled at an Aeronautical Law Symposium being conducted by the Committee on Aeronautical Law of the Federal Bar ASsociation of NEX New York, New Jersey and Connecticut, and, WHEREAS, We are all grateful to be in this land of freedom and opportunity, and WHEREAS, We are shocked and grief-stricken over the cruel, barbaric and inhuman treatment being accorded to the unfortunate Jewish people by the German government in Germany. Now, therefore, be it RESOLVED, That we strongly and bitterly condemn such ruthless action by the German government and further, that we heartily appreve the action of President Roosevelt in voicing officially and in behalf of all our people of every racial extraction, and every religion, and all political parties, the horror and indignation of the A erican people at such unspeakably inhuman and barbariah conduct of a government claiming to be civilised, and urge xxxxxxxxxxxxx E that unless these undenied abuses and persecutions are halted and corrected and indemnified, this nation sever all diplomatic, economic and professional relations with Germany and do the same to any other country which copies such barbaric conduct THat We condemnu also the persecutions by the German gov't of the members of the Christian religion in Germany. Our condimnation is directed against the Nazi government and not the german people. Dear President: Again having reached the close of a very satisfactory year and appre- ciating the personal courtesies extended me when I called on you the past season, and bearing in mind your appreciation of the wonderful Idaho potato, especially as grown by J. P. Marshall, I am again having forwarded to you another box of the very fine Idaho potato, which I hope will reach you in mind that you and your family may enjoy these for your Christmas dinner. The high class Idaho potato has been a mortgage lifter for Idaho farmers for the past several years and we sincerely hope that we will continue to receive the most ardent support through farm regulations to protect the quality of products that We are so generally proud of and which I hope you will agree with me is manifested in this product which I hope will add materially to your pleasure for your Christmas dinner. Wishing you and your family a very fine Christmas and a happy New Year to come, I am It Sincerely, massbell J. P. Marshall P. S. To house This through the courtesy of Senator E. Borah. I desire to have you seek for this revelation each for himself and each in his own heart. For if God has power to speak to man, He will exercise it und er such circumstances. Many of you believe or profess to be- lieve that revelation ceased long since, but you cannot find any authority for such a belief in the Bible. You judge rather M from the fact that it did not come with outward signs as formerly. But the power of God is no less, and however long the rain may be withheld it comes at last and is received by the parched ground joyfully, and a return at once is made by the springing up of plants in places barren before. Thus it should be with men spiritually. There has been a drought of revelation. For a long time it has been restricted, not by the will of God but by the perverseness of men. What men did not desire was not given This book is revelation." 0837 PROPHECY 3 TELEPHONE 0838 SPRING 7- "No spirit, not even God Himself, knows what any ma n in the body will do, because man possesses free-will. But in- 0839 asmuch as God and His high spirits know what has been, can see and know what is, and can perceive all the causes now existing which might influence the future, a judgment nearly sure may be formed as to what any man will do throughout all his life. And as God and His high spirits further hav power and will to affect man's reason and urge his passions or propensities or incite his aspirations, they can secure such outward results as it may please God to resolve to have occur. So far we go and so far God goes, not because of the impossibility for Him to go further, but because His will is that He will not and that we shall not go further." HISTORY and NATURAL LAW "When matter was chaos, a state to which it had progressed from nothing, it continued to progress into order. Order established the foundations of the astronomical systems, and in order they continued to progress or develop. From one con- fused chaos, pervading infinite space, there resulted heaven ly systems of universe, systems of suns, systems of planets, pri- mary and secondary. These various innumerable bodies all xperience the Divine care and partake of the Divine love All are habitable, and all are inhabited-some by beings highe than man, some by lower orders only. Does God, then, man, or that family of men placed on this earth, as the only order of beings worthy of His care? Is it for man that reserve all the starry globes, twinkling from afar, exist? Does man require that God should Himself descend from the seat of His N power and the home of His love; from pervading the who universe of universes, illimitable, incomprehensible by man, to dwell in one body, to concentrate Himself to one soul a nd that the soul of a man? What must be the presumption of a ew being like man to require this!" MORALS "You may think that if a man does good it is of no con sequence what his motive is. So it is to the recipient, but to the doer it is of great consequence, for he reaps as he sows. If he SOWS for men's approval, he may get it, and that is his sole reward. If he acts for God's glory he receives a return fro m God, proportionate not to the good performed, but to the intention to do good. So you can see again how much surer is a man's reward who works for God than if he worked for men. For men always give the glory in proportion to success; God gives it in proportion to intended accomplishment. In the one case the man is rewarded according to his desire if he succeeds; in the other, whether or not he succeeds, his re- ward is the same. Here is another great inducement to choose God for your Guide and Counselor and King." fit Volume I (250 pages). Price postpaid: Paper binding, $ .75, Cloth, Volume II (237 pages).
