MEMORANDUM FOR THE PRESIDENT: In connection with Mr. Crump's # visit, the President desired to be reminded of Director Harold Smith's troubles because of Senator McKellar's opposition to appropriations for the support of the Bureau of the Budget itself. The bill has now gone to conference from the Senate with 25% cut below appropriations embodied in the bill as passed by the House.
