Thank you for your letter of June 17 with copies of the Vice
President's remarks on "family values", which I appreciate.
I heard the Vice President speak here in Kansas City this
week to a Chamber of Commerce group, and he did very well. Prior
to his talk, about 15 of us had a 20-minute roundtable dis-
cussion with the Vice President, which was also good.
I gave a member of the Vice President's staff my card and
a copy of the current National Parks Magazine. Later this
month, I will become chairman of the board of the National
Parks & Conservation Association, with headquarters there in
Washington, DC. Paul Pritchard, our president, and I would be
happy to sit with you or anyone there to give input and/or
reactions to any national park policies and positions which the
Administration has or wishes to develop. I discussed this
briefly with the Vice President at the roundtable. He correctly
(in my opinion) said it was his position to stay in the middle of
the spectrum on the national parks issue (I had mentioned CNN had
run a series on "Our National Parks in Peril") and environmental
issues, avoiding both extremes. That's an excellent position.
As you may know, NPCA is among the more conservative of the
environmental groups in Washington. Our membership has grown to
over 300, 000 members nationwide.
I am concerned that the Administration is receiving
unaccurate and unfair "bashing" on environmental issues. Ever
since James Watt, the Republican Administrations have been seen
as pro exploiters of natural resources and the national parks.
Some even are quoted that the previous Administration wanted to
sell off the national parks (!) There's no need for that
unaccurate bashing to continue, if the administration would put
forth a positive and constructive plan to save the national parks
and, as Paul Pritchard stated in his open letter to the Adminis-
tration and Governor Clinton, the economy and the environment can
be mutually beneficial. It doesn't have to be either one or the
other.

For example, as the military is downsized, hundreds of
thousands of service people will become jobless. Yet there is a
huge and crying need for additional park rangers at most of our
national parks. These ex-military personnel would make excellent
full-time and part-time rangers and interpreters. In the U.K., I
am told, there are five million such part-time working park
lovers and interpreters!
I am purchasing and starting memberships in NPCA for the
President, the Vice President, and Jim Baker. I hope that they
each have time to read Paul Pritchard's editorial in the current
National Parks Magazine, and take up the helpful and constructive
dialogue.

Dear Mr. Baker:
I have been a great admirer of yours for a long time, and it is too bad that you
cannot be two persons, as the country needs you as our brilliant Secretary of State
and also run The White House, especially during these critical times. Unfortunately,
there is not much time left until the elections and so much has still to be done.
Since I love our great country, I am saddened by the developments, and I recently
wrote a letter to the President, but I am not sure that he had an opportunity to see
it yet.
I feel very strongly that some basic facts have not been made clear enough to all the
people, and I would like to point out the following:
Everybody knows that things are not good right now throughout the country, and
particularly bad for those who are out of a job. It is very easy to say how bad
things are at present, and blame the President for everything. Therefore, it should
be made crystal clear to the great masses of our country what this is all about; that
it is not just an American, but a global recession, which is bound to get better in
the near future, but that if it is not handled properly, it could become far more
painful!
We know by bad experience that protectionism would be much worse and could lead to a
real depression. The Democrats undoubtedly will use the printing press (printing
much more money) which is another form of a tremendous tax and will deprive our
citizens of half of their savings' values, or even much more! It was not too long
ago, under a Democratic President, that inflation was at a rate of 13%, interest
rates at 21% and mortgages at 17%. If this will happen again, in order to avoid
complete ruin, we will have to put on the brakes again with much greater hardships
to follow.
Since it is now a global economy, unfortunately, we have to compete with much lower
labor costs abroad, and for that reason, many big corporations were forced to
"restructure", laying off thousands of people in order to become leaner and more
competitive. In addition, computers and sophisticated machines are automatically
replacing workers, which adds to the complex problem. It is outright demagoguery to
blame the President for this present dilemma, as no other President could change
these fundamental facts.
It should also be made crystal clear to the masses of our country, that this is part
of the economic cycle, and that we will soon be able to get out of it, as history has
shown in the past.
FREEMAN INDUSTRIAL ENTERPRISES
After eight years of booming times, when consumers have bought freely, not only for
the present, but also for their future needs, manufacturers have increased their
production accordingly, and it is only normal that the long boom had to come to an
end sooner or later. Inventories were built up high and when the consumer stopped
buying - except for the immediate essentials - many manufacturers had to reduce their
production and their labor force. After this unfortunate interim, people will soon
have to start buying again, large inventories will be depleted and the economic spiral
will go upwards again.
These basic facts should be made unmistakenly clear to the public and that it cannot be
changed by slight of hands! People must be made to realize that things could be
far worse if inexperienced amateurs will call the shots.
The international affairs are also very important at all times, as they are inter-
connected with our domestic problems. The communist and nuclear deadly threat, which
was hanging over our heads, could have been ruiness to our country. Under the
President's and your brilliant leadership, we orchestrated an unprecedented alliance
in the Gulf and, apart from liberating Kuwait, we prevented an Iraq take-over of
Saudi Arabia, which would have brought us $5.00 a gallon and even higher gasoline
prices with devastating affects on our entire economy. People must also be made to
realize that we have to be vigilant at all times to prevent any such future menace,
unless we are willing to pay a far higher price later-on.
As a result of your great victories - with an almost 90% approval rating of the
President - we can now reap the benefits here at home. If given the opportunity to
finish this outstanding job domestically, the country will again be grateful to our
leadership; only ignorance can prevent this from happening. Although this is a
difficult task at this late hour, you are the only person who has this enormous
ability and great experience to do the job!

Dear Mr. Baker:
I am writing to you with an idea. I will try to introduce myself
so that you will consider reading further. The first permanent job
offer I had in my life came from Congressman George Bush. In
January, 1968 he offered me the position of Legislative Assistant on
his staff.
I had graduated from Yale in 1964 and Stanford Law School in
1967. I had gone to law school because of my interest in politics and
government. My congressman, Tom Curtis, (R- Mo.) had offered me a
job as his legislative assistant when I was still in law school but I
could not consider it because of my draft status. When I later got out
of the army, Tom Curtis suggested I meet with then Congressman
Bush. I was very impressed and truly wanted to accept this job; but
this position did not become available until June. At that time I could
not figure out another alternative and reluctantly declined his offer.
Instead I became legislative assistant to Congressman Clarence
(Bud) Brown, Jr of Ohio. This job was, also, very good. I will not
explain the details of this here, but shortly after I went to work for
him he decided to make me his campaign manager. I left the federal
payroll and moved to Ohio. He did very well that year which was his
first real general election since he had won in a special election in
1967. I, also, managed his 1970 election and was the staff person
most responsible for his political affairs. Because of this unusual
experience, I realized that I was very interested in and reasonably
good at campaign management. I left Washington in 1971 to be an
Assistant Dean at Stanford Law School. In 1977 I became a Vice-
president at Tulane and then I took a comparable position at Yale.
I have explained all of this because I would like to offer a
suggestion about the current campaign and wanted to try to
demonstrate some credibility. I enclose a vita for your information.
I think that the President should consider using the talents of
my current Congressman, Tom Campbell. He is unbelievably bright,
articulate and I believe, creative. I mention this because in my
judgment he is extraordinarily good at explaining the policies of the
Bush Administration. He is very good at offering a persuasive,
intelligent, rationale and vision for what the President has done. I
believe that a major part of the problem has been that for too long
the President has not done a good job of explaining himself, as
opposed to that the policies themselves are so wrong. I think Tom is
truly a genius in this regard.
He could be, also, a welcome addition to the team that was
involved in making policy; he has as you perhaps know a Ph.D in
economics as well as a Law degree from the University of Chicago. But
I am here only focusing on what is his unusal ability to explain,
develop, articulate what the President has already done.
I do not know him super well and there may very well be
something I do not know about him that makes this a bad idea. But I
have often seen him here explain a vote or answer a question and I
always wish that the President or the White House had said half of
what Tom had said. He could, perhaps, be of some use to you in
preparing for debates, if they take place.
I want to say in closing that I am very impressed with your
service to Presidents Reagan and Bush Thank you for truly
remarkable contribution to our Party and our country.

Dear Jim:
Millions of Americans are delighted that you have returned to the White
House as President Bush's Chief of Staff and the overseer of his campaign for re-
election in 1992. Both the President's and the Vice-President's acceptance speeches last
night represent giant steps toward their retaining "four more years." I join your many
friends in pledging my support of the President and of you.
I do wish to point out, however, one categorization by both President Bush
and Vice-President Quayle in last evening's speeches which, if continued, will result
in the alienation of a vast number of their loyal supporters and voters. The
categorization that I refer to is the pejorative reference to "Trial Lawyers" when
speaking of one of the major impediments to reforms in our civil justice system. While
I, and a few of my colleagues, know that the reference is to "Trial Lawyers" (in capitals)
and not to "trial lawyers" (in lower case) as professionals, I would respectfully suggest
that these references be more accurately and more descriptively re-categorized as
"Plaintiffs' Personal Injury Lawyers," "Claimants' Lawyers", "A.T.L.A. (American Trial
Lawyers Association) lawyers" or some such designation which does not pejoratively
lump them in with defense trial lawyers, prosecutors, and lawyers generally who try
cases, but who, in substantial numbers, are in agreement with the President and with
the Vice-President's Council on Competitiveness' suggestions for reforms, particularly
in the civil justice system.
I would hazard a guess that a substantial number, if not a healthy majority,
of the Fellows of the American College of Trial Lawyers (which is, as you know, the
honorary organization that is the most prestigious of trial lawyer groups) are strong
supporters of President Bush and support most of the reforms set out by the Vice-
President in his address to the House of Delegates of the American Bar Association in
Atlanta. The Fellows are trial lawyers (lower case) but not necessarily "Trial Lawyers"
(in capitals). The pejorative references to "Trial Lawyers" further complicate Dick
Wiley's efforts to organize lawyers generally to support the President and Vice-
President. A substantial number of lawyers, like me, who defend cases, or who are

involved in commercial litigation of one kind or another, do not support the abuses of
the civil justice system urged and financed by members of A.T.L.A. and the plaintiffs'
personal injury bar. The American College, for example, has done an exhaustive study
of exemplary damages that is excellent and its recommendations for reforms go further
than those of the Council on Competitiveness. I am sure that Solicitor General Starr
is aware of this work and will concur with me that putting the Fellows of the College
(albeit some are plaintiffs' lawyers) and the great number of lawyers who try cases of
all sorts in the same special interest category as A.T.L.A. members is not only unfair,
but may likely result in an unwanted alienation of many staunch Bush-Quayle
supporters and voters.
Likewise, both federal and state prosecutors are trial lawyers (lower case) and
they support the recommendations of Attorney General Barr for reforms in the
Criminal Justice System, so severely criticized by Sandy D'Alemberte, Immediate Past
President of the A.B.A., in his letter to the President and to Bill Clinton. In fact,
Arthur C. "Cappy" Eads, District Attorney in Bell County, Texas (whom you may know)
and a Democrat office holder and President of the National District Attorneys
Association, after reading Sandy's letter, is a good possibility to support President
Bush. But, any thoughts he may SO have will be severely curtailed by continued
pejorative references to "Trial Lawyers", rather than "A.T.L.A. lawyers", "plaintiffs'
personal injury lawyers" or some other more accurate characterization.
I am mindful that the President and you are far better "tuned into" the public
perception of lawyers than I, but, I am proud to be a lawyer - and a trial lawyer (lower
case) - and that is why I am seeking the Presidency of the A.B.A. in 1994. However,
I also want to support the President and Vice-President in 1992, and hope they will
find a more accurate, more descriptive way to characterize those plaintiffs' lawyers and
members of A.T.L.A. whose special interests lie in perpetuating civil justice abuses for
financial gains, than the term "Trial Lawyers".

Thank you for sharing with me your concerns about the situation
in the Middle East. Events in the Persian Gulf have moved very
rapidly since I received your letter-- my apologies for not
getting back to you sooner. However, I am certain that at this
moment you share in my hope that a homecoming for all U.S.
soldiers is on the horizon.
The events of the past year have signaled a clear need for
increased efforts to achieve peace in the Middle East. The
United States has a unique opportunity to work with its allies to
help bring about workable solutions to the problems in the Middle
East and to prevent future crises in the region.
Such efforts should include enhancement of multinational
confidence and security-building measures; implementation of a
regional arms control structure, and widening of the nuclear
non-proliferation regime to address the growing threat of
ballistic, chemical and biological weapons. I believe that in
addressing these multilateral issues, progress can be made on
achieving a broader political solution to the conflicts in the
region, including the Arab-Israeli conflict.
Rest assured that I will continue my work here in the Senate for
a lasting peace and a safe and speedy return of all our troops.

These notes are to be issued immediately
to every participating nation in the world.
These notes are to be kept by each nation as
Richard H. Whiteside
collateral so that they may print additional
President and C.E.O.
money in their own currency. The amount they
may print is determined by the value of their
own currency, in relation to the value of the
WMF Reserve Note (or notes) that they receive
from THE WORLD MONETARY FUND (WMF) WORLD TRUST.
The value of the WMF Reserve Note dollar is
equal to the value of the United States dollar.
This additional currency that each nation may
print and put into circulation, is to be used
for INITIAL EMERGENCY RELIEF (for food, clothing,
shelter and to pay off existing financial ob-
ligations, including national and international
payments owed.)
This new money many not be used for military
needs or any operation expenses to maintain it.
The United Nations will receive 50 WMF Reserve
Notes, valued at five quadrillion dollars.

WMF will pay for all educational costs worldwide for all citizens in good standing
A world unification congress will be established in the new city having one elected
member for each one million population. They will pass laws equal and fair to every
citizen worldwide
Long paid vacations yearly up to 3 months and more, will become commonplace
Worldwide regional offices will be established on each continent by 2001 A.D.
WMF will help individuals purchase land worldwide and will pay 99% of the cost.
These lands will be purchased using a fair priority system. The size of a
purchase area is determined by the local population count
All nations of the world shall agree to surrender their arms simultaneously
to World Safety. World Safety board, consisting of military leaders representing
all the nations of the world, will supervise this proceedure. This board will
inspect all nations for compliance. World Safety will destroy all weapons.
The surrender will be about the year 2001 A.D. when WMF and the new city are
in full operation.

"The largest building to be constructed in the world" makes up
a part Israel. The information about it's design came literally "in
of this new city to be built sometime in the future, near
Jerusalem, "out of this world", in a revelation. The city is shaped

diameter increses to 6400 feet.
A model of this new city was built in 1972. The photo is from this
model. If the city is constructed, it could bring true peace and
equality to all mankind worldwide

Chapter 1
THE GREAT EVENT
On May 13, 1967, one million Roman Catholics gathered together, including
the Pope of Rome, to celebrate the 50th year anniversary of an event at Fatima,
Portugal. What was the reason for this large turnout of people? It was be-
cause something secret was expected to be announced in a new vision. Fifty
years earlier, three small children from Fatima saw the first heavenly visions
in the year 1917. The last vision memtioned a new vision to take place on May
13th 1967, fifty years later. The reason for this new vision was kept secret
by the children and the Catholic authorities. But to all the people present
in 1967, nothing happened. After waiting all day, no new vision was to be seen.
Everyone went home that day with a big let down. Many of the Roman Catholics
worldwide wanted the Pope to make a public statement as to what was to be
revealed in a new vision. In later years after 1967, even future Popes would

not disclose anything they knew about what should have been seen and heard
at Fatima on that "special" day May 13th 1967.
But, something of major proportions did happen twelve days earlier
on May 1st, 1967. Although the Fatima crowd expected the Holy Vision on
May 13th, it took place in Visalia, California at 12:02 a.m. May 1st, 1967.
The reason the expected vision was twelve days early was because there were
twelve leap years during the preceeding fifty year period. This moved the
date up twelve days to *May&1st, 1967. (*Evidentally, God does not count
man's extra leap year days. He counts an earth year as 365 days, not 366
days as found in a leap year.) Without leap years, May 13, 1967 would
fall on our May 1, 1967.
What did happen on May 1, 1967? It actually happened to me, a forty-
one year old married man. I had just arrived home on a Sunday night April
30, 1967 at about 10:30 p.m. from working as a truck dispatcher in a nearby
town. I unlocked the front door of my home in Visalia and found my wife and
two young children all sound asleep in their bedrooms. Only one light was
on in the living room. In the kitchen and on the refrigerator door, was
a note from my wife. It said to put the food, wrapped in foil inside, into
the oven and heat. This was to be my Sunday night dinner.
So, after eating in the kitchen, I let my small toy poodle dog "Gi-Gi"
into the house, from the garage. About 11:30 p.m., I wasn't sleepy so I sat
down in my easy chair in my living room and decided to read for awhile. I
took off my work shoes and then my dog jumped into my lap and promply went
to sleep. I picked up a Bible that was given to me years earlier. I began
to read Genesis, about how God created the *earth. (*Note: Although I was a

confirmed member of the Episcopal Church, I had not read out of a Bible in
several years. Also, I had not attended church for several years) Two days
earlier, a fellow employee at work asked me, "If God created everything, who
created God?" I told him that you cannot measure God, He is infinite. That
would be like a mathematician trying to measure infinity.
As I read along to page 18 in Genesis, about the six days that God took
to create everything, including the earth. Suddenly, as I read, I noticed
something strange about my dog. She woke up and stood up in my lap. She
was looking up at the blank wall ahead of me. Gi-Gi was waging her tail very
fast and her eyes stared frozen looking up at the wall ahead, a distance of
about fifteen feet. Suddenly, the dog froze stiff and with her tail between
her legs, she jumped off my lap and very slowly walked along the adjacent
couch. After walking along the full length of the couch, she jumped off and
hid out of sight behind it. Then in a few more seconds, I felt something
radiating through the wall and coming toward me.
It was absolutely the most satisfying and supremely unique radiation
that I had ever felt in my lifetime. It is the most rewarding feeling
that any human could ever desire. It was the radiation of GOODNESS coming
toward me. I immediately knew it was God Himself. He was invisible but the
radiant energy of His GOODNESS outlined the size of a tall human figure. To
be sure, this was no human, but God The Father Himself who was approaching
me. I thought to myself, this is happening to me? Believe me, His GOODNESS
makes you feel very dirty and unclean and extremely humble in His presence.
Absolutely, there is nothing on earth to compare with this feeling I was re-
ceiving. He approached closer and closer and the feeling of GOODNESS was
absolutely overpowering, and I barely could keep conscious as He stood upright

directly in front of me. Then I felt the radiation from His arms rise in
front of me, and the GOODNESS in His hands moved to directly over my head
and paused. I remember saying enter, and His hands touched the top of my
head. GOODNESS poured into the top of my head and continued down through
my body and into my toes. "I was full of GOODNESS
As His GOODNESS entered my body, I went into a hypnotic trance. I
was conscious but completely under His power. At first, God began talking
to me in English. His voice was extremely powerful and vibrant. He spoke
the following message:
"THIS IS THE TRUTH"
"GOD's GOODNESS is overwhelming." "There are no earthly words
that can truly describe the gift of GOD's GOODNESS." "GOD
has much love and compassion for those now attending church
knowing that scientific facts do not support His creation."
"He realizes man's intelligence is now at a very high level."
"And He truly loves each member of His congregations that
are now attending church for the sole purpose of showing
their love for Him." "He forgives mankind at present, for
not attending church, because of the scientific conflict in
creation." "But Lo, GOD's anger will be great, when with
this new knowledge, a man who so does believe, and then
disbelieves in*him (* I felt He meant me), for he will
suffer the angry wrath of GOD!!!" "But for those who will
believe, and those renewing their beliefs with deeper mean-
ing, ...GOODNESS and MERCY will be theirs everlasting If

After God Finished His message, I believe I was taken "in the spirit"
to heaven where I found myself seated on an elevated platform. I could
see many elderly men, who were facing me, looking and listening to *Someone
sitting to my left. (*I believe it was God Himself talking to these men,
and I was sitting on His righthand.) Then I entered an adjacent room that
was well lighted. About thirty to forty men were all standing in small
groups talking to each other. All of them looked to be about thirty-five
years old and no beards that I remember. All wore colorful clothes with
long sleeves. It appeared that I was in the middle of a reception that was
given in my*honor. (*Later, I had the feeling I had been chosen as "The
Branch" to be God's own personal servant and to do His will.) During the
reception, there was some beautiful heavenly music that was "out of this
world". At the last, three men stood before me. One of the men was a full
head taller than the other two. I believed them to be St. Peter (the tall-
est), St. James and St. John. I felt their#tremendous brotherly love.
(* Emotions are 100 times stronger in heaven that on earth!)
My consciousness returned to my living room as God withdrew His hands
and arms. I felt the GOODNESS in His hands and arms pull back from me.
Then I could feel all of God's GOODNESS pass by the right of me and then
behind me and exit through the solid wall behind me, through the kitchen
and into the garage. I was totally left with a tremendous *afterglow of
GOODNESS. (*The afterglow lasted for the next three days.) I called my
dog Gi-Gi several times. Finally she slowly came out from behind the
couch and jumped up into my lap and began to lick my face continually.

In the year 1972, I composed the following prayer as a sequel
to the Lord's Prayer. I repeat it daily
OUR KINGDOM PRAYER
Our Wonderful Mighty Father, who rules from
His Great White Throne, Hallow be Thy Glorious
Name. Thy Kingdom has come on earth, as it is
in Heaven. Give us each day of our everlasting
lives, Thy Spiritual Guidance to obey Thy laws.
Let us serve Thee Forever, protected by the
Holy Fear of Thy Presence.
Please forgive us our mistakes, as we in turn
forgive the mistakes of others.
Let us help Thee to establish the earth as a
Precious Jewel in Thy Wonderful and Mighty
Universe.
Let us truly love Thee forever, as You have
Truly loved us, by showing us Thy Tender
Mercies and the Gift of Thy Overwhelming

100 Trillion Dollar WMF Reserve Notes

These notes are to be issued immediately
to every participating nation in the world.
These notes are to be kept by each nation as

collateral so that they may print additional

money in their own currency. The amount they
may print is determined by the value of their
own currency, in relation to the value of the
WMF Reserve Note (or notes) that they receive
from THE WORLD MONETARY FUND (WMF) WORLD TRUST.
The value of the WMF Reserve Note dollar is
equal to the value of the United States dollar.
This additional currency that each nation may
print and put into circulation, is to be used
for INITIAL EMERGENCY RELIEF (for food, clothing,
shelter and to pay off existing financial ob-
ligations, including national and international
payments owed.)
This new money many not be used for military
needs or any operation expenses to maintain it.
The United Nations will receive 50 WMF Reserve
Notes, valued at five quadrillion dollars.

Since my last letter to you, dated
March 11, 1991 (enclosed with this letter),
World conditions soon will be such that
there could be a total collapse of the
World's economy within six months.
There is just not enough money in circulation
throughout the world to supply the World's
needs, and pay all of the necessary bills.
And since there is literally no time left
to solve the World's financial dilemma,
THE LORD GOD HIMSELF has elected to begin
HIS new world financial program to benefit
all nations. This new program will work as

Enclosed are two different letters to
President Mikhail Gorbachev. One is dated
April 11, 1991 and the other one is dated
April 15, 1991. These are copies for you.
These letters describe a new WMF Reserve note,
which is now to be issued as WMF Dollar Reserve
Notes. This is the first stage in establishing
a worldwide supply of additional money.
The letters to the Mikhail state that 1000

Dear Mr. Baker:
Since I cast my first vote for Dwight Eisenhower I have remained
a strong Republican. In the ensuing forty years I have been deeply
involved with the party at both county and precinct levels. This
is the first time I have truly been frightened for the future of
our country.
President Bush can travel to every city in the country and say all
the right things. Bill Clinton could go to Cuba for a photo op
with Fidel Castro. It won't matter. Clinton will become president
with a Democratic congress if something else doesn't happen. Grass
roots organization.
When I returned to Campbell county my wife and I found a party in
chaos. There are three people running for federal office here.
George Bush, Jim Bunning and Dave Williams. I fear for all of
them. In our precinct we have two precinct captains. One
supporting Bunning and the other pushing state Senator Roeding.
Nobody for Bush. Nobody for Williams.
My wife and I have made repeated calls to Bunning headquarters (we
can't find one locally for Bush) offering to try to coordinate all
the county precincts in a registration drive and then set up a not
line on election day to make sure every one of our registered
voters gets to the polls. They won't even return our calls. On
election day my wife and I will go and vote for all the
Republicans, even though nobody seems to care whether we do or not.
Mr. Baker, read this letter carefully. In the next fifty days,
Kentucky is likely to be lost because people are running willy-
nilly about, espousing their own private candidates. THERE IS NO
ORGANIZATION. I don't know if it's too late to do anything about
it, but it isn't too late to try.
Bill Clinton scares the hell out of me. So does the Democratic
congress. But what scares me the most is my own party.

Sorry to bother you with this - but the Schweizer issue
has reared its head prior to what I thought was the D Day
Report from GAO - September 28th. It is now out.
GAO has thrown in with the original Air Force decision
to award the Enhanced Flight Screener (EFS) contract to
Slingsby Aviation Ltd. of York, England. I disagree with this
decision. I have always disagreed with the decision. From
strictly a technical and business standpoint it makes no
sense, and I say that having in my previous life worked with
military contracts since 1952.
The facts are clear:
1) Schweizer is an American company, Slingsby is not.
2) There is high unemployment in upstate New York.
3) Schweizer met the standards that the Air Force
required.
4) Schweizer's fatal flaw was that it thought having met
the requirements - the next order of priority was to
save money for the government (ie. 8% lower bid than
anyone)
Again - sorry to bother you, but Dick this is bad news -
standpoint. from an employment, technical, business and really TRUST
Now, having headed up a reasonably sized organization -
I know the pressures there will be to circle the wagons,
protect the system.
This is a time not to let that happen. I implore you -
PLEASE REVERSE THIS DECISION.

company in my district. A GAO appeal resulted in the award
being upheld. I disagree with the decision.
We need a reversal of this contract at the Presidential

Background
O
Schweizer Aircraft Corp. (Big Flats, NY) recently lost a
$54.8 million Air Force contract to a British firm -
Slingsby Aviation Ltd., Kirbymoorside, England.
Program description: 113 aircraft to screen USAF pilot
candidates plus logistic support for 7 years.
Earlier this year, Schweizer was told by the Air Force that
its bid was $4.5 million (8.2%) lower than Slingsby's bid.
However, the contract was awarded to Slingsby.
Schweizer filed a formal protest with the Air Force. The
issue was turned over to GAO.
Yesterday, GAO said that it was upholding the Air Force's
contract award to Slingsby. When pushed, Dan Gordan, an
attorney with GAO, said the Schweizer bid was lower, but
the Slingsby product was superior.
This is wrong. Schweizer did everything it was asked to do
and for 8.2% less.
Somebody is moving the goal posts. I don't like it. This
is harmful not only to the region, but to anyone else who in the
future wants to bid on a government project. This precedent gives
subjective personal judgment to anyone on any contract to slant

2. USAF opinion - The English firm's airplane (Slingsby)
was better.

Discussion with Schweizer - Stu Schweizer
1. All planes were flown and tested.
2. The Schweizer plane was given excellent ratings.
3. The Air Force's award decision was clearly
inconsistent with a significant number of the test
pilots' and evaluators' ratings.
4. The Air Force failed to bring to Schweizer's
attention any concern with respect to yaw oscillation
until after the award to Slingsby was announced. Those
concerns led to the awarding of the contract to
Slingsby. If Schweizer had been notified of the
problem, it could have been quickly and easily
corrected at no extra cost:
5. Issues
A. Does the yaw oscillation problem really exist? No.
The Schweizer pilot on board each test flight did
not observe any yaw oscillation.
B. Statements from the Air Force indicated that
Schweizer passed the evaluations with high scores.
C. Why didn't Air Force mention the "better" features
of Schweizer's plane? (Example: far better crash
survivability rating.) Air Force only pointed out
the negatives.
My Assessment

This is an open and shut case.
O
Schweizer's bid met Air Force requirements in every
respect - it offered an excellent aircraft at a cost
which was significantly lower than Slingsby.
The so-called "better features" of the Slingsby aircraft are
irrelevant if indeed they even existed.
Anyone who has any business sense at all knows that an
excellent product at a lower price wins. In this instance,
it appears that the Air Force failed to review objectivly
the procurement.
To my mind, no support has been provided to justify the
extra cost associated with the Slingsby aircraft.
This decision must be reversed.

During the 1988 Presidential campaign, you said to the people, "Read my
lips. No new taxes!" Later, you found it necessary to break that pledge. You
did, however, mention it during the recent Republican convention. You admitted
your mistake and apologize for it. Very commendable.
Also during the '88 campaign, you sent a letter to the NRA declaring
"Federal licensing, gun registration, background checks or a ban on firearms
would only restrict the right of the law-abiding
"
Then after election, you caved in to the hysteria created by the Stockton
shooting and, by Executive Order, permanently banned the import of 43 military-
pattern semi-automatic rifles which had ben declared by the BATF as suitable for
sport.
Your Administration later introduced legislation that would require
registration of over-15 shot rifle and pistol magazines, at a cost of $25 each
as part of the Omnibus Crime Bill. You also promised, as a compromise, to sign
the Dole-Metzenbaum version of the "Brady Bill," which would require a waiting
period on handguns, followed by a background check on buyers of all firearms.
This despite the fact that you admit it is a flawed bill!
After your admission of mistake on the tax issue, I waited patiently for
you to admit you had also made a mistake on the firearms issue. I'm still
waiting.
This has been a slap in the face to millions of us (voting) gun owners!

Dear Sir,
Robert R. Reich is regularly introduced (on public television's NBR program, for instance)
as Governor Clinton's economic advisor. In fact, the imprint of Reich's concepts on
Clinton's program is overwhelmingly clear. There would be little left of Clinton's program
if Reich's contribution were removed.
In The Work of Nations, Reich states:
"As borders become ever more meaningless in economic terms,
those citizens best positioned to thrive in the world market are
tempted to slip the bonds of national allegiance, and by so
doing disengage themselves from their less favored fellows."
(Please see attached quotation from Reich's book.)
In this view, one's allegiance to the United States depends upon one's level of economic
remuneration. Other factors that have long been thought to determine allegiance to the
United States--for example, love of country--play no role in Reich's conclusion. As Reich
sees it, love of money, not love of country, is the determinative factor. This is the frankest
justification yet offered for highly paid spies and traitors. (Perhaps it is unnecessary to add
that the economic reasoning Reich employs to support his proposition is absurd.)
Given the dominant role Reich played in supplying the ideas used in Clinton's campaign,
the expectation must be that Reich will be Clinton's principal advisor in the White House.
Clinton's judgments about his draft obligations are in complete harmony with Reich's
judgments about allegiance to the United States.
