Sam, I talked with Zoellick about
how we can best put some curbs on Reilly
while he is in Rio.
Where we come out--if this sounds o.k.
to you--is that we would together prepare
a set of negotiating instructions for the
Rio meeting. This would be done later
this week or early next week, and both
Zoellick and I would sign off on them.
The instructions would be fairly
general, so that we would not put too
much of a leash on Bill. That would be
unfair to him. But they'd give him the
broad parameters of what he could agree
to in Rio. And we'll probably add a catch-
all that would ask him to clear any "major"
policy questions that might emerge with me
by phone.
If you concur, please give him the word
since he has a lot of preparation ahead of
him. Many thanks.

Third Quarter 1991 DAWN Data
On Wednesday, May 13, 1992, HHS intends to release third quarter
1991 data from the Drug Abuse Warning Network (DAWN), showing
hospital emergency room events that are drug-related.
DAWN shows the consequences of drug use, not the frequency, but it
is taken to be a general indicator of hard-core drug use.
The DAWN figures have increased for three straight quarters and are
now back to their level between the third and fourth quarters of
1989.
However, this new data to be released is from last July through
September. It is old news. We saw increases in cocaine and heroin
use in the 1991 Household Survey data released in January.
The increase in DAWN shows that we are fighting a two-front war.
Against casual use and use by adolescents we are continuing to make
significant progress. Adolescent drug use is at its lowest level
since 1975.
Against hard-core use progress is more difficult. The data show
that the increases in DAWN occurred among older users. More than
half of the increase occurred in central cities, especially among
Hispanics and whites. Previously, the major increases had been
among blacks.
The Administration anticipated the problem with hard-core use in
the first National Drug Control Strategy and has for two years
proposed specific targeted programmatic initiatives to target hard-
core and at-risk populations with expanded treatment and prevention
programs. Congress has cut the Administration's request for these
programs.
