Our staff journeyed from Angola to the border of Mozambique. Our television program was transmitted via satellite to the United States on successive days from Cape Town, Ulundi, Johannesburg, Soweto and the bush veld near Kruger Park. I talked to the leader of the Independent Party, the Conservative Party, the Labor Party, and key leaders of the Asian block in Parliament. We talked to Jonas Savimbi of UNITA and refugees from Mozambique. I spoke extensively to the key leaders of the Zulus and to key Xhosa leaders from Transkei. Our staff met with the leader of Venda. I had extensive dialogue with the black mayors of Soweto and citizens in Crossroads near the Cape. I met the leader of the Dutch Reformed Church and addressed the leadership of the Church Alliance of South Africa. We talked to businessmen, hospital personnel, and an expert on South African history. We visited mines and shopping centers and coastlines and game reserves. I met entertainers and journalists and shopkeepers and game wardens. Finally, I spoke at length with the Minister of Information, the Deputy Minister of Finance, the Foreign Minister, and the State President. Here are my feelings. It is clear that the institutional and interpersonal apartheid of 15 years ago has changed dramatically. Although much remains to be done, it is my firm belief that the reservoir of goodwill that now exists in the political center of the South African population will lead in the next 5 years to the adoption of a democratic constitution for South Africa that will bring about full participation of all races in the highest levels of a new government organized to guarantee minority rights and property rights for its citizens. The new constitution will -2- undoubtedly adqpt to South Africa the best features of a federal system like the of the United States and a Canton system like that of Switzerland. Secondly, I am persuaded that the majority of the South African blacks war peaceful change under a free enterprise system, not violent revolution and Marxi socialism. It seems that those leaders advocating violence will find themselves leading an ever decreasing minority. I am equally persuaded that the majority of whites in South Africa are committed to a process of political momentum that will result in a just and equitable sharing of political power with blacks. Therefore to the vast majority of South Africans a return to the oppressive racial policies of the past is unthinkable. Finally, I have discovered that the overwhelming majority of blacks, coloureds, and asians oppose sanctions and disinvestment. Sanctions clearly are falling most severely on poor blacks. It seems ironic that the victims of apartheid are now being victimized again by the sanctions intended to help them. Blacks need and want education, housing, and good jobs. Sanctions and disinvestment are counterproductive to the betterment of South Africa's blacks because on the one hand the withdrawal of investment capital makes further black economic empowerment almost impossible, while on the other hand sanctions harden the attitudes of those who resist change. On Friday, I am scheduled for a meeting with President-Elect George Bush at which time I plan to share briefly my findings from my visit to South Africa. I personally beieve that the United States should recognize the progress being made by South Africa in the treatment of its black citizens and its relationships with its neighbors. Sanctions and disinvestment against South Africa should, in my opinion, be discontinued as a policy of the United States. Above all else, I have come to South Africa to bring a message of hope, love and reconciliation through Jesus Christ.
