Dear John:
Thanks for your phone call at home last week
indicating I would have a letter in my office later
today indicating the President will veto an attempt to
codify the Fairness Doctrine.
I guarantee we have enough votes to sustain the
veto. See the last letter that I sent to Fred McClure
on this subject specifying which Senators will be with
us, which ones are shaky and which ones we'll lose.
With the President's letter available now firmly
signaling a veto, my guess is that if the bill was
brought up at all to codify the Fairness Doctrine we 11
have 35 to 40 votes against, assuming there are 100
votes present.

Dear John:
After I returned from Washington last week, I had a call from
Ralph Marlatt, President of the Insurance Federation of
Minnesota. I used to work closely with Ralph when I was in
the State Senate and, since then, he and his members have
always been very supportive of political efforts that I have
been involved with.
Ralph has annually led a trip to Washington of his Executive
Committee and is scheduled to do so again this year in late
June. On March 1st, he wrote Bobbi Kilberg about the trip
and asked if an economic briefing for his group could be
arranged in the White House on the morning of the 22nd, with
the possibility that the President could greet them.
He has yet to hear from Bobbi. So I am writing now only to
encourage an affirmative response because, as I have mentioned
to you on several occasions, we need all the help that the
Bush administration can give us in Minnesota if we are to
elect a Republican governor and/or a majority in the Legis-
lature in 1990.
For your convenience, I am enclosing a copy of Ralph's letter
to Ms Kilberg, along with the members of the Executive
Committee. I know a number of them very well and they have
been very good supporters of both the President and Independent-
Republican candidates in Minnesota for many years. Thus, any-
thing that you can do to strengthen their commitment to our
Republican efforts in Washington or Minnesota will be greatly
appreciated.

Thank you very much for your invitation to attend the Rose
Garden Ceremony for the National Teacher of the Year. Both
Lola and I enjoyed it very much. It was a beautiful day to
enjoy the garden atmosphere of the White House.
In addition, I especially want to commend two members of
your staff, Lanny Griffith and Steve Gibson, who made my
trip to the White House one of the most enjoyable I've ever
had in all the years I've served as Governor. I
appreciated their attention to all details of the visit. I:
was so pleased with their help that I wanted to let you
know and to thank them for their good work.
Also, I appreciate your taking the time to meet with
members of the Alliance Board on the issue of acid rain. I
enjoyed our conversation on prospects on passing an acid
rain bill this year. Again, I and other members of the
Alliance Board are ready to work with you and the President
on getting a strong bill through the Congress. If we can
be of any help to you in this effort, please do not
hesitate to call on us.

Dear Mr. Sununu:
I would like to express my strongest support for Susan
Fertig-Dykes as a candidate for any of several positions at the
deputy assistant secretary or equivalent level for which she is
being considered in the Bush Administration. It is my under-
standing that she is interviewing with Department of Labor (for
Deputy Undersecretary for Labor Management Relations and Coopera-
tive Programs), with USAID (for Deputy Assistant Administrator
for External Affairs or for Director of Women in Development),
with Department of Veterans Affairs (for Deputy Assistant Secretary
for Planning and Management Analysis), with USIA (for any of the
Director positions open to political appointment. She is also
interested in the Peace Corps but has not interviewed there.
Susan is a loyal conservative who has worked hard both at
the national level, for George Bush, and at the local level, for
George Bush, for me, and for other Virginia Republicans. She is
on record as a George Bush supporter since 1979 when he first
announced for the Presidency.
During the recent campaign she traveled twice by bus to
New Hampshire to help with the primary, in addition to committing
herself as a max donor.
Susan has been an active volunteer with The Conservative
Network for several years, attends C-PAC, was a state chairman
for Citizens for America until 1987, and contributes to a number
of conservative causes. I recommend Susan Fertig-Dykes. without
reservation, and I ask for your enthusiastic support and personal

My dear Governor Sununu:
For sometime all of the Fabian Socialists in our midst have been
accusing our great President of wanting to "take care of the rich"
while "ignoring the poor. "
On April 19, Senate Majority Leader George Mitchell made the
incredible comment that "the President ought to show as much
concern for the poor as he does for the rich," this remark
following the President's very proper and sound renewed belief
that reduction in capital gains taxes would result in stimulation
of the economy.
Anyone knowing anything about the world of business and economics
in general would accept completely the President's statement and
sound posture.
What is incredible to me, Governor Sununu, is that no one in the
Administration has assigned an individual or a group to make a
study of stock ownership in the United States. It does not take a
rocket scientist to find out that all those owners of AT&T stock
are not millionaires. They are little people, by and large, as
are the shareholders of Standard of Indiana, Tribune Company,
Procter & Gamble and most other firms.
It seems to me it would not take a great deal of work for someone
at the Department of the Treasury to check into this matter and
come forth with some statistics which would not only answer the
demagoguery on Capitol Hill but enlighten the general public as
well.

I attended on Tuesday, April 18, the Annual Meeting of Tribune
Company, Chicago, a firm with which I have been affiliated for the
past forty-eight years. Let me assure you, Governor, that most of
those in attendance were "little people," financially speaking.
Scores of them were our own people, many of them union members,
and they are just as interested in what President Bush is
proposing as is somebody from the Rockefeller family.
Governor, I feel if we tell our story better, with research at our
command, this is a victory we can record.

Dear Mr. Sununu:
I am writing to let you know how outraged I am at the recent
capricious and arbitrary decision made by EPA Administrator
William Reilly regarding the Two Forks permit. That a person
could overlook the dedicated work of scores of public officials,
the meticulous work of hundreds of scientists and technicians
and nearly $40 million dollars is indeed outrageous.
Two Forks is needed to ensure Denver and Colorado's growth.
If Two Forks is not built Denver cannot continue to provide
sufficient water to the suburbs, and has already threatened
to cut off water for future growth.
Loyal Colorado Republican activists and donors who worked hard
and dug deep into their pocketbooks to elect President Bush feel
betrayed by his EPA Administrator. If Reilly is successful in
killing this project these activists and donors will be much
less willing to help win our open U.S. Senate seat in 1990.
Although Colorado Republicans worked hard for President Bush,
base. EPA Administrator William Reilly is undercutting that Republican
I hope that something be done to stop this hysterical decision-
maker before this Colorado project comes to an unfortunate con-
clusion.

Dear John Sununu:
You as a former elected official and I as a current elected official
both know how important it is to prove to people the crucial difference
that having Republicans in office can make. Unfortunately, the newly
appointed head of the Environmental Protection Agency, William Reilly,
is taking major steps to prove to the people of Colorado that it makes
no difference whether a Democrat or Republican is in the White House.
His ill informed, biased, unlawful decision to cheat the people of Colorado
out of $40 million and due process proceedings has struck a devastating
blow not only to the environment of Colorado, but also to Republican philosophy
in this state.
Less than a month ago, he ordered his regional administrator to veto
the Two Forks water project permit. This project was not a federal project.
It was a project that would be paid for by funds of the people of Colorado
to provide themselves water utility supplies. He ignored the pleas of
Republican opinion leaders and Republican elected representatives in making
this decision. Instead, he listened to Democrats and environmentalists
who have never voted for Republicans in this state.
Just as the Seabrook plant in your home state was bankrupted by unwarranted
federal interference, the Two Forks permit decision threatens to bankrupt
Colorado's environment for the sake of political expediency. Every environmental
requirement was met by the people of metropolitan Denver in order to preserve
the environment should the project go ahead. Rather, it is a fundamental
principal of state and local authority verses an intrusive federal bureaucracy.
Unfortunately, we in Colorado are convinced that a Dukakis administration
could have moved no quicker than Mr. Reilly to block a project misunderstood
in the East as some kind of federal water project.

It is time to have the Republican administration quit listening to
the Democrats and the people who would focus all power in Washington.
This country cannot progress. with every utilitiy decision made for the
entire country in an office in Washington. I urge you to fulfill your
campaign pledge to let local levels of government do their job and not
to interfere from Washington with local decisions. If Mr. Reilly chooses
to focus on the environmental facts, this permit will issue. I urge you
to order the EPA to focus on environmental facts rather than intrusive,
dogmatic policies focused by Democrats.
The time is short and Colorado needs a fair hearing. If this project
is vetoed or postponed, than more environmental damage will occur, not
less. Thank you for your prompt attention to this matter.

Dear Mr. Sununu:
The issue of Two Forks for Colorado is an issue of economic
development and growth. I strongly believe decisions affecting the
future of our state should be decided locally.
The mitigation for any environmental impact is tremendous - about $90
million, and in addition, $40 million has already been spent on EIS
studies. This financial commitment cannot be ignored, and in fact,
leaves these communities unable to afford further statements or plans.
Two Forks is supported by our Governor, the Army Corps of Engineers,
Colorado Division of Wildlife, Colorado Health Department, U. S. Fish
and Wildlife, and Nebraska Game and Parks Department.
Though my district is not in the Denver-Metro area, the people of
Colorado Springs will be affected by the impact to growth, the damage
to agriculture in Colorado and the loss of economic expansion.
This is a political issue, Mr. Sununu. We feel President Bush should
not separate himself from this decision, but should respond to those

Dear Mr. Sununu;
we were told by our mutual friend, Frank Stella, that President
George Bush will be visiting Rome towards the end of the month of
May. The entire Franciscan world would be most happy should the Presi-
dent decide to visit Assisi during this trip and we, the Franciscan
friars of Assisi, would be most happy to host him here.
A visit to Assisi by President Bush would undoubtedly have great
relevance on all work being done in the name of peace since the city
of St. Francis is known throughout the world as "city of peace". In
fact, all major world-wide religious leaders came to Assisi with Pope
John Paul II (October 27,1986) to pray God for peace and be at the
same time a living sign of peace and promise.
The Franciscans would like to deliver their peace message to
the President in the edification of a society-of-peace based on recipro-
cal respect and trust.
We are faithful that your answer will be affermative, especially
after having considered the necessity (and validity for the image
of the United States and of its President) of such a visit and point
of contact with the Franciscan friars.
If for any reason the President cannot come to Assisi, the we
would appreciate it if he could receive the delegates that have signed
this letter, during his stay in Rome.

Inasmuch as I supported your three gubernatorial campaigns here in the
Granite State, perhaps you might enlighten me as to the President's current
thinking on the gun issue. It seems to me, that he has done a complete
reversal from his previous convictions.
"Federal licensing, gun registration, background checks, or a ban on firearms
to name a few, would only restrict the rights of the law-abiding, leaving criminals
free to commit crimes with illegal weapons
Every law-abiding American has,
according to the Constitution, a right to own a firearm
men and women
proud to stand on their own two feet and never willing to sell their freedom to a
self-indulgent bureaucracy
that's why I have' always opposed federal gun
registration and licensing of gun owners." Bush campaign letter dtd September 2, 1988.
As of late, the President is giving Howard Metzenbaum, Sara Brady, Ted
Kennedy and all the other gun control advocates, all the ammunition they
need. If I had wanted some sort of gun control, I certainly would have voted
for Stanley (Dukakis).

REASONS
:
The Manchester office has 4 judge positions -- one judge retires
in July 1989 and another judge is 81 years old and is planning
to leave this year.
The Social Security Administration plans to hire 25 to 50 new
judges this summer.
Mr. Klingebiel is a highly qualified candidate to become one of
those judges and has been the senior attorney in the Manchester
office since 1975. He has an excellent record of service.
Mr. Klingebiel and his wife (Marcia Patsalis) and both of their
families have lived in the Manchester area for many years. It
would be a personal loss and hardship for them to be assigned
outside Manchester.
The judges, other professionals and non-professional support
staff in Manchester work very well with Mr. Klingebiel and
support his assignment to Manchester.

I am writing to ask you a very personal favor; but, a favor in behalf of a most worthy
and merciful cause. On Tuesday, June 27, 1989, at the J. W. Marriott Hotel in
Washington, D.C., I will serve as Dinner Chairman for a dinner in behalf of the new
Afghan Children's Hospital to be opened next year in Jalalabad, Afghanistan, to treat.
the many children who have been injured, even maimed in the tragic fighting in that
wartorn country.
It is my great hope that you will serve as an Honorary Co-Chairman of this event. We
would like to enlist a distinguished cadre of Honorary Co-Chairmen to underscore the
importance of this effort and the compassion we all feel for these little ones.
Many of us have known Miss Russty Rawding during her service in the Reagan/Bush
Administration. She was at White House Personnel and then a key member of John.
Herrington's team. Russty will be leaving Washington to serve as Managing Director of
the new hospital working with Medical Director Dr. Paktiss. In talking with leaders
in our own Agency for International Development, I find they share in my feeling of
happiness that Russty is taking on this dimension of human service.
Obviously, it takes more than good wishes to bring such a project to fruition.
Accordingly, we hope to realize at least $100,000 clear from the Benefit on June 27.
I am happy to report that the expenses for the evening have been underwritten by a
generous grant from the American Medical Association through the interest of their
Executive Vice President, James H. Sammons, M. D. I am equally happy to report to you
that a number of friends have matched my own financial commitment so that we are over
halfway towards our goal before even starting our dinner invitations!
To make the evening a resounding success and emphasize reaching out to these children
in the name of America's traditional concern and love, I hope we will have your
participation on the Committee. The only involvement from you is that, if at all
possible, you join us for the Benefit Dinner on June 27. The evening will include a

The President must receive thousands of letters like the
one attached, but on the other hand, I do know that he
has always had a very good staff that does respond to
them very appropriately. So because I was asked by a
good friend and supporter of the President's, John Driscoll,
for a reply, I am writing you now.
of further interest, Gardner White, who never escaped from
the President's plane, was actually the gunnery officer
on the carrier and just riding on this particular mission
for the experience in place of the rear gunner.
Further, the President on his return from that tour, imme-
diately did call on the White family and has always re-
ceived very strong support from Gardner's sister, Barbara
Bemis.
I give you the above information so possibly, as the father
of this young boy asks, the letter can be found in the mail-
bag and appropriately acknowledged.
Sally and I are coming to the Eagles meeting on April 10th.

It was very kind of you, indeed, to have
received me in your offices on Monday morning.
May I submit to you the following matter
for your consideration, which concerns me personally:
President Reagan appointed me a member
of the Christopher Columbus Quincentenary Jubilee
Commission, to serve at the President's pleasure.
I have only been appointed as of April 12, 1988 and
already I am Vice Chairman of the Foreign Relations
Committee of the Commission, about to be placed on the
Executive Committee, and I have just organized the
Advisory Committee provided by this law, which we
call the Columbus Jubilee Council. This Advisory
Committee is meant to help us tremendously in the
fund raising efforts, as well as general promotion
of the purposes for which the Commission was created.
As this Comission is not of a permanent nature, but
just to coordinate the celebrations of the Quincentenary,
I think it is very important to have continuity in what
we have started. As far as I am concerned, I would be
very grateful to my new country, the United States of
America, if I were allowed to continue serving it in my
present capacity, until our work has been completed by
1992 or SO. If it is at all possible, I would be very
much obliged to you if you could help me in this matter
by renewing my membership in the Comission.

My dear Governor Sununu:
Following our brief meeting of last Monday morning,
hereby* my thoughts about celebrating the 30th Anniversary
of His Eminence Archbishop Iakovos: As you know, The Greek
Orthodox Archbishop of North and South America is not only
the spiritual leader of over 3 million Greeks in the
Western hemisphere; due to historic reasons - the fall
of Constantinople in 1453 and the Greek Patriarch of
Constantinople becoming as of that moment, the ethnic
leader of all Greeks in the Turkish Empire, which role, by
delegation, was assumed by the Greek Archbishop in the Western
hemisphere - it gives him a very particular position in this
country. Additionally, he is now by far the senior prelate
of any major faith in the United States - 30 years. In fact,
it was primarily due to Archbishop Iakovos' personality that
he became the President of the World Council of Churches
decades ago and that he raised the profile of the Greek
Orthodox Church in the Western hemisphere to its present role
as a major faith. In view of the precedent of the 20th Anniversary
celebration in 1979 I would respectfully submit for your
consideration the following:
A. If it is possible, to hold an official dinner
in the White House to honor His Eminence. In this connection
kindly note that a group of Greek Orthodox would be glad to
provide the financial means for such a dinner.
B. Similar to 1979, on another date a big
reception could be held at the White House, where hundreds
of Greek Americans could be invited from all over the
country, to share thus in the honor bestowed upon their leader.

Incidentally, this is not a bad precedent for other ethnic
groups, showing thereby the great concern of the Bush
Administration for all Americans, regardless of ethnicity.
As a registered Republican, who not only voted for and
supported (within my financial capabilities) the President
and having worked for and admired his uncle Herbie Walker
(1963-1965), alongside Jonathan Bush, I feel it would be
most salutory for the present Administration to appear to
embrace the Greek American community, in view of the ethnic
origin of the President's Democratic opponent last year.
The dates applicable are, at the President's
convenience, any time between the 3rd of April 1989 and the
31st of March 1990.
Looking very much forward to your thoughts
on this and once more with my thanks for your warm
reception and my best wishes for every success in your
immense task,

Dear Governor Sununu,
I guess I should have given up hope by now that I would
receive any response from my letters, but this experience has
raised my curiosity as to how many times a citizen would have
to write to get someone's attention in the White House.
It may be that my original purpose for writing is no
longer of any consequence, but just in case I'll repeat my
request.
I was attempting to get President Bush (or someone who
writes for him) to send a personal greetings to the ancestors
of Ruth Wilkerson Parish who will be gathering in Fort Worth,
Texas on the weekend of April 21-23 to celebrate the 100th
anniversary of her birth. There will be about 70 direct
descendants and their spouses at the family reunion.
I acknowledge that this is a small and personal affair and
in the minds of some people unworthy of presidential
attention. I had hoped to persuade you to take care of it as a
"friend of a friend. As I explained in my original letter, a
copy of which is enclosed, I had the opportunity to meet you on
several occasions during the eight years that I served as press
secretary to Gov. Lamar Alexander.
I also felt that my years of loyal service to the
Republican Party may count for something. Apparently, I was
wrong on that assumption, too.
This is the fourth letter I have addressed to you on this
subject. The first three have failed to produce any response,
and that may be the fate of this one. But I can assure you
that I'll continue to write until someone responds.
Your silence not only is a personal disappointment for my
mittedly selfish though simple request, but it concerns me
that after more than two months into a new administration the
White House is either not equipped to handle correspondence or
deliberately chooses to ignore a family that is typical of the
voters who gave President Bush and his people a chance to lead
this nation.
I care too deeply about the future of this country to let
my personal peeves drive me into the Democrat Party. I'll
continue to work for and support good Republican candidates.
But I would be less than honest if I did not tell you that this
has affected my feelings about the Bush Administration
I await your reply.

Dear John:
After writing the enclosed letter, I realized that I may
never have acknowledged and thanked you for your letter of
December 30th about a position for Dave Jennings. Now,
in case you have not been brought up-to-date, let me
briefly report what has happened in our state.
First, the State Chairman, Tony Trimble, quit, publicly
blaming me for his departure, although it was actually our
two US Senators who had urged him not to run for re-election
next June. Then again our US Senators, State Chairwoman,
and a number of major contributors persuaded Dave to accept
the Chairmanship here in Minnesota. The good news is that
he did, was elected unanimously, and presided over the
annual Century Club dinner where Vice President Quayle
spoke. It was a standing room only affair, the bank debt
was paid off and there is a unity of effort among the
Republican leaders in Minnesota that I have not seen for
years.
So thanks again for your willingness to help Dave find a
position in Washington, but hopefully, Dave will not be
looking for another job until after the 1990 elections.
