Dear Mr. Sununu:
It was a pleasure meeting you last evening at the fund
raiser for Bill Grant. Your words of confidence in the
Congressman will go a long way in getting him reelected.
There is a situation you can help us with that means a lot to
people all over the country, particularly in New England and
the mid Atlantic as well in Congressman Grant's District
which is reflective of the entire Gulf of Mexico.
As you can see from the enclosed letter I recently sent to
Secretary of Commerce Mosbacher, there is great turmoil in
the fishing industry over some proposed Emergency Regulations
on Swordfish that the National Marine Fisheries Service wants
to pass. The Emergency Rules would be unilateral action on a
multi-lateral stock of fish and would only result in saving
more swordfish and tuna for Spain, Cuba, Mexico and other
countries who fish on this same stock of fish. The answer
lies in international negotiations.
Two other factors should be added to the letter I sent the
Secretary.
1. The Vietnamese factor
2. The economic factor of allied industries.
Many Vietnamese refugees are at the point, in their adoption
of our country, of owning their own boats, creating jobs and
becoming part of the fabric known as America. To close them
down, as well as other American fishermen, by unnecessary
Emergency Rules would set them back considerably and take
away the hope we are offering them.
In talking to just one fish company owner in Panama City,
Florida, yesterday, I was informed that his small company
spent over 5 million dollars with Delta Airlines shipping
tuna overseas. We don't think any consideration has been
given to the potential losses to be suffered by other
industries, such as the airlines, if swordfish and tuna
production is prohibited by U.S. fishermen as proposed in the
Rules. This money received from our export of tuna and
swordfish ends up on the good side of our trade deficit.
We understand the National Marine Fisheries Service plans to
implement these Emergency Rules by January 1, 1990 for a 90
day period and then another 90 day period after which a
Secretarial Fisheries Management Plan will be in place.
It doesn't take a genius to understand if you take a small
businessman's ability to make a living away from him for six
months, then chances of his recovery are very slim.
We had another set of "Emergency Rules" shoved down our
throats several years ago and that particular fishery is
still closed to U.S. fishermen, even though the Scientists on
the Stock Assessment Group were recently quoted on page 38 in
the December 1989 issue of the National Fisherman as saying,
"THE BRIEF DIRECTED FISHERY ON OFFSHORE ADULTS IS NOT
CONSIDERED A MAJOR CAUSE OF THE DECLINE IN SPAWNING STOCK
BIOMASS". What a tragedy and what a misuse of power.
It will take intervention at the highest levels of government
to "catch this horse before it gets out of the barn".
On behalf of all the affected fishermen in Bill Grant's
District and all other Districts similarly affected, we ask
for your help on this one.

Dear John:
The purpose of this letter is to invite you to
address the Florida Realtors Political Action Committee
at their annual convention in Orlando, Florida on Friday,
January 12.
This audience of over 400 politically active
realtors from across the State of Florida will form a
leadership corps in the 1990 elections and beyond. At a
time when it is crucial to the Republican Party to
affirm its emerging control over the political agenda of
one of the most populous states in the union, it is
important to motivate such groups as the Florida Realtors
to participate in politics at the grass roots level.
You would be an excellent Keynote Speaker to address
the importance of political involvement -- the theme of
this year's luncheon. Your coming to Florida for this
occasion strikes me as a very appropriate follow-on to
the President's speech today to the national realtors
group in Dallas, and I am very hopeful that you can accept.
Please let me know of your availability, and I will
see to it that all the details are supplied to your
office. We will take care of whatever arrangements
are necessary to ensure that you have a pleasant and

On behalf of the civil rotorcraft industry, I recommend that Dr. John K. Lauber be
nominated for reappointment as a member of the National Transportation Board
(NTSB) when his present term expires.
Dr. Lauber's personal attributes, education, professional experience and skills are the
ideal combination for outstanding service as a member of NTSB. In addition, he
brought with him to NTSB a long record of significant contributions to transportation
safety. In his work at NASA Ames Research Center, for example, Dr. Lauber was
instrumental in the development and implementation of the Aviation Safety Reporting
System, a program designed to identify and correct significant hazards before the
occurrence of an accident. Similar systems are now in use worldwide, in such diverse
industries as nuclear power plant operations.
As a Member, he has helped to foster awareness of human factors issues among the
airlines, manufacturers, and the FAA, and has stimulated the development of
innovative solutions which have had a positive influence on transportation system
safety. He is widely respected by transportation leaders, safety experts, and others for
his forthright and objective approach to the resolution of problems.
Dr. Lauber has represented the Administration and the Board very well by his
conduct during the investigation of several major transportation accidents, including
the midair collision at Cerritos, California; the crash of Northwest 255 at Detroit, MI,
and accidents involving trains, ships, pipelines and hazardous material spills. He is a
proven strong and effective advocate for transportation system safety.

Dear Governor Sununu,
In July 1986 I approached Mr. Jeb Bush, with whom I was working
on a special project in Miami, to be involved with the Bush-for-
President Campaign. Jeb Bush introduced me to Mr. Jonathon Bush,
Ambassador Walter J. Curley and the Honorable Bruce Gelb and I
was invited to join the New York Team. Excited by this prospect,
I moved my family to New York from Florida and worked hard in the
primaries and in the campaign until Election Day.
In May 1987 the President, then Vice President, wrote me a letter
(attached) stating that "we will always remember your early
efforts." After the election, Mr. Jonathon Bush wrote to the
Transition Team saying that "I hope he will receive an appoint-
ment." Mr. Jeb Bush likewise wrote to Chase Untermeyer on my
behalf. The Honorable Walter J. Curley, Ambassador to France, and
the Honorable Bruce Gelb, Director - U.S.I.A. wrote directly to
Secretary Richard Cheney in Defense supporting my candidacy as a
Deputy Assistant Secretary. Following this, Secretary Robert
Mosbacher sent a support note to the Secretary of Defense.
In January 1989, Mr. Chase Untermeyer forwarded White House Forms
for me to complete and in February, Mr. Scott Bush, then
Director-Presidential Personnel, called me to interview in Wash-
ington. After an extensive interview with Mr. Scott Bush and
then with Mr. Ted Lewis at the Pentagon, I was nominated as a
Deputy Assistant Secretary in Reserve Affairs. I then inter-
viewed in March with the Honorable Stephen Duncan, Assistant
Secretary, and I was most encouraged by his remarks to be patient
while the process moved forward. Both he and Deborah McMahon in
the Office of Presidential Personnel advised me to stay close to
Ms. Kim McKernan, then White House Liaison in the Pentagon.
Unfortunately, from that point on all contact seemed to cease. I
made several attempts to speak with and/or meet with Ms. McKer-
nan, now Assistant to the Secretary, but was advised by her staff
to be patient. Finally, in September Ambassador Walter J. Curley
wrote a letter requesting the status of my nomination. I then
received a letter in October stating that the Secretary had
selected another candidate and that I should seek other opportu-
nities within the Administration.

In late October I had the pleasure of speaking on the telephone
with Ms. Deborah McMahon in the Office of Presidential Personnel
and of meeting with Ms. Brenda Hart in Republican National Com-
mittee Headquarters, both of whom expressed concern over the
manner of treatment of White House recommendations by the Penta-
gon. They contacted the Pentagon and were advised that I was, in
fact, qualified, highly endorsed and cleared but that another
candidate was selected even though I had not had any further
interviews since March. They were further advised that I could
continue to apply, but that the political process with the Penta-
gon might best be pursued via your office.
Needless to say, I am disappointed with the rejection, but even
more disappointed with the manner in which the decision seems to
have been made. I spent a considerable period of time working for
the President in the primaries and campaign, including moving my
family to New York. I followed all the rules in going through the
interviewing process only to have all communication cease with
the Pentagon from May until October 1989. It is difficult to
accept this rejection even though qualified, highly endorsed and
cleared simply because I appear to have been on the wrong politi-
cal track.
I am writing to request your intercession with Secretary Richard
Cheney's office for reconsideration as a Deputy Assistant Secre-
tary should another opening occur. I was proud to serve the
President during the primaries and campaign and I hope that you
will assist me in pursuing this position in the Administration.

The National Association of Manufacturers (NAM) supports reauthorizing the Clean
Air Act to bring cities into compliance with our nation's air quality standards.
The Clean Air Act has been effective in reducing air pollutants such as lead,
smog, carbon monoxide, sulfur dioxide and oxides of nitrogen.
While we applaud the efforts of Congress and President Bush to amend the Clean
Air Act, we are concerned about the enormous economic impact of pending
legislation on all types of business. Small businesses offer the greatest
economic opportunities in this country. More than 80 percent of the jobs
created in the last decade were created by small business. NAM wants to sustain
that critical part of our economic expansion and not hinder small businesses
through unrealistic paperwork burdens and capital diversions.
The enclosed paper entitled "Clean Air Legislation: What Cost to Small
Business?" outlines NAM's concerns with and identifies legislative solutions to
the permitting and enforcement titles of H.R. 3030/s. 1490. While we support
''workable'' permitting and paperwork requirements in a bill, we do not believe
that the bill accomplishes that goal. NAM supports strong enforcement action
against companies guilty of fraud or intentional violation of any law. However,
we oppose criminal prosecution of employees (laborers, plant managers, or
owner/operators) who make paperwork errors, fail to pay routine fees, submit
late compliance reports or incorrectly install monitors.
We urge you to review our paper and consider the impact on small businesses in
your state -- the dry cleaners, autobody shops, furniture manufacturers, small
paint and printing companies, metal finishers, bakeries and many more.
NAM knows that the new Clean Air Act will require a large investment from all of
us. But we ask you to consider the delicate balance of protecting our
environment and destroying the growth potential for our nation's small
businesses. We need your help in supporting realistic changes to H.R. 3030/s.

I understand that the White House staff will very soon consider
the administration's policy regarding antitrust reform for joint
manufacturing ventures. NAM believes a loosening of these
antitrust restrictions to be a positive step and encourages the
administration to support this effort wholeheartedly.
While not endorsing any particular bill at this time, NAM regards
these modest changes to our antitrust laws as necessary to remove
some of the antitrust fears (real or imagined) that inhibit
industrial cooperation and competitiveness. The type of
antitrust reforms proposed would simply make inherently risky
business ventures less uncertain in legal terms. Safeguards
against anticompetitive activities would remain in place.
Allowing companies to pool resources, spread risk and share
technologies will not eliminate the larger problems of high
capital costs, short-term investment horizons and other
macroeconomic ills facing American manufacturers. It would,
however, be a positive action that would enable U.S. industry to
compete more effectively without having to resort to increased
merger activity or government-directed industrial policies.
With the centennial of the Sherman Antitrust Act nearly upon us,
we must recognize that the challenges posed by the future demand
an antitrust approach that looks forward to the 21st century, not
one that is a holdover from the 19th.
I urge you to support this much-needed reform and would be
pleased to explain our position to you in greater detail.

Dear Mr. Sununu:
I am enclosing for your information a statement of the United
States Association of Importers of Textiles and Apparel submitted
to the Trade Policy Staff Committee on reduction of tariffs and
elimination of non-tariff trade measures in the Uruguay Round.
The statement makes three fundamental points:
1.
Textiles is the measure of U.S. credibility in the Uruguay
Round. U.S. objectives of opening foreign markets to U.S.
exports of goods and services cannot be achieved unless
agreement is reached on textiles in the Uruguay Round. It is
therefore essential that a commitment to real liberalization
in textiles be made at the highest level of Government and
that a U.S. proposal on the mechanism for liberalization be
put forward in concrete terms at the earliest possible date.
2.
The cost of the present system of special protections for
textiles and apparel is enormous. The statement cites a
recent Federal Trade Commission study showing the existing
system of quotas on textiles and apparel costs the U.S.
economy between $11.7 billion and $13.1 billion per year, and
between $300,000 and $550,000 per job protected. Based upon
the FTC study and U.S. Government surveys, these protections
cost the poorest one-fifth of the U.S. population 8.8% of
their disposable incomes.
3. There is no economic justification for imposing these massive
costs on the U.S. economy. Both the textile and apparel
industries have undergone substantial restructuring and
adjustment in recent years, and both industries are showing
positive trends in value of shipments, output, and other
objective measures of economic performance.
The statement also emphasizes that the Government must
overcome the political pressures the domestic textiles and apparel
interests are exerting to preserve their special protections if the
United States is to achieve success in the Uruguay Round.
The statement concludes with USA-ITA's recommendation for a
U.S. position in the Uruguay Round. USA-ITA believes the United
States must support the integration of textiles into the GATT and
that this best can be accomplished by a phase-out of the current
system through progressive liberalization during a five-year
transition period following the expiration of the current Multi-
fiber Arrangement in 1991. The elements of phase-out should
include (1) the elimination of quotas on the least sensitive
products; (2.) prohibitions against group and aggregate limits and
against any reductions in quotas and trade; (3) minimum growth
levels with progressively increasing growth; (4) flexibility for
products under quota; (5) limits on establishing new quotas; and
(6) mechanisms to ensure that products under quota not be burdened
by additional trade measures or administrative actions.
USA-ITA also strongly supports the reduction of duty rates on
textiles and apparel from their current unconscionable levels to
bring them in line with duties on other manufactured products.
USA-ITA urges you to actively support this position to best
achieve U.S. objectives in the Uruguay Round.

Dear John,
I spoke recently to Andy Card about my proposal to videotape a day in the life
of the President. I'm tremendously excited about the prospects and hope you
will agree that chronicling the President's day will give the American people
a better appreciation of the pressures and responsibilities of the office and
the man who fills it. The tape would also be a priceless slice of history to
tuck away for future generations of Bush children.
I know you are familiar with the quality of work we do here at WCVB and trust
you understand the sensitivity and care with which we approach a project of
this sort. The New York Times once referred to us as "possibly the best local
station in the country". We have earned the Edward R. Murrow Award for over-
all news excellence and last year received more national awards for excellence,
including two for political coverage, than any other local station in the
country. We wear our mantel with pride but do not rest on our laurels, and so
hope you will allow us to move ahead with this first ever project.
To the best of my knowledge, a profile of a president's day never before has
been recorded. I think Mr. Bush's down-to-earth personality will make it
compelling.
To accomplish our project, I would like to follow and record the President's
day beginning with whatever happens first, breakfast, a run, the morning
briefing, and concluding with a reflective chat before he retires. I'm look-
ing for a sense of how he balances priorities and diverse opinions, makes
decisions, of how he must blend objectives with political reality. What are
the demands on his time? How does his Chief of Staff decide who has access
to him? What issues are important to him? How does he manage the stress,
keep himself healthy?
As for logistics, we can accomplish our work in a single day. I anticipate
the need for several cameras so we can always have a crew one step ahead of
him, thereby minimizing our intrusion. The set-up in no way poses the sort
of intense technical preparations that must have been required for the Prime
Time Live broadcast from the family living quarters.

I anticipate harvesting our material into an hour-long prime time documentary
and a series of in-depth reports for our prime newscast at 6PM. WCVB is the
leading television station in New England in terms of audience and ratings.
In addition to delivering our immediate audience, we have the opportunity to
make the documentary and news reports available to the nearly 100 other tele-
vision stations that are members of the CONUS satellite news cooperative. I
should add that while we certainly respect and admire our colleagues at the
broadcast networks, we strongly believe that local television has progressed
enormously over the past decade, and WCVB has been a leader in that progress.
The White House and the President have recognized the enhanced importance of
local television in the overall media situation in the country; granting this
opportunity to one of America's pre-eminent local stations would send the best
of signals to the public and the industry.

This is in follow-up to your recent telephone conversation with
John Price reference a request that Mr. Sununu speak at the 30th Annual
Spring Luncheon Meeting of The Boston Society of American Military
Engineers on May 18, 1990.
The Society of American Military Engineers is a non-profit
professional engineer association which provides the vehicle for
engineers in the Armed Forces and from all fields of civilian
engineering practice and industry to meet and become better
acquainted. The Society has a membership of over 27,000 with the
common goal of increasing the engineer potential of the United States
for the security and strength of the Nation.
The Boston Post, established in 1923, with approximately 500
members, has focused its energy on assisting area college students in
the engineering/environmental disciplines. To date the Post has
awarded over $200,000 in scholarships to deserving students. As a
matter of note, one of the scholarships, which is private/Post endowed,
is reserved for Tufts University. The highlight of our program year is
the awarding of these scholarships at our Annual Spring Luncheon
Meeting. Our membership would be highly honored and engineering
students greatly inspired if Mr. Sununu would agree to be the luncheon
speaker.

This is to express my outrage at U.S. State Department policy of
encouraging consular officials around the world to set visa policies,
especially in regard to students wanting to study in America, and most
especially in China now. For the U.S. Embassy in Beijing to deny a visa
to Tian Shu Sui because "her grades were too good" is to expose the
worst kind of racism, the kind that allows the disenfranchised poor
from Vietnam, Nicaragua, and Mexico (and refuse from the jails of Cuba)
to immigrate in droves, creating proliferating social problems and a
good percentage of future welfare recipients but posing no real threat to
the U.S. State Department's establishment image of a non-oriental,
westernized, "civilized," upper-middle and upper-upper class America--
the so-called "land of the free and the home of the brave."
While official Washington bathes in the intoxication of watching
West Germany open their arms to 50,000 East Germans passing
through the embassies of Prague and Budapest, and while official
Washington encourages hundreds of thousands of Soviet Jews to
emigrate to America under the guise of going to Israel, 100 million
Americans who watched the Tiananmen Massacre have to sit by
helplessly while a few decent and qualified Chinese students are denied
chances to study in the United States by stupid cultural aristocrats in
the American Embassy in Beijing.
In my university department we have seven Chinese graduate
students who we consider to rank among the highest and best graduate
students in America. Professors from other universities report the
same from their departments across the country. The Chinese students
are across-the-board keenly intelligent and dedicated, quietly effective
in their studies and openly receptive to the best of the Western
democratic tradition. They are also apprehensive about China and its
retrenchment after the democratic uprising in Beijing. I wonder how
the U.S. State Department would defend its exclusionary policy to them
as they ponder whether and when to return to China.
I was in Tiananmen Square in July, six weeks after the Massacre.
I found myself in the Forbidden City with 5000 Chinese soldiers from

the 27th Army. I was called "Hey Foreigner" through a bullhorn and
ordered to "get out of here" with my Super-8 camera. In fact what I
experienced was not very different from what Tian Shu Sui experienced
in the U.S. Embassy a few yards away. What the U.S. Ambassador said to
her (while she was holding her exit permit from the Chinese
authorities) was in effect: "Hey Foreigner, get out of here." Shame on
the U.S. Embassy in Beijing and shame on the State Department. If the
time has come that students are too qualified to study in the United
States, it's time that we need a state department that itself has studied
harder the Constitution of the United States--and when it has finished
that course, it ought to go and spend some time looking at and
pondering the Statue of Liberty.

Dear Mr. Sununu:
1.) At a time when the Administration is, thankfully,
completing a National Sealift Policy (NSP), the Administration is
reportedly supporting a waiver of the cargo preference laws on food
aid to Poland.
The pre-classified draft of the NSP provided for the
enforcement of already enacted cargo preference laws. Assuming
that the classified version of the NSP contains such or similar
requirement, this action adversely affects this Industry and the
credibility of the Administration. Further, I feel that other
countries will form a line insisting on the same waiver for the
same reasons.
2.) Israel as a recipient of U.S. dollars (cash transfers)
should be required to buy American made goods and transport same
in accordance with U.S. cargo preference laws. Again, it is my
feeling that others will insist on "cash transfers" if the above
is not a requirement.
I believe that continuity of the application of the NSP, Cargo
Preference Laws and Cash Transfers policies, is a must for the
Maritime Industry and good for the Country.
I would be more than happy to discuss this with you and/or a
designee.

Dear Mr. Sununu,
Between Oct. 13 and Oct. 27, we will be hosting Gen. Paul Albert
Scherer, one of the most experienced independent observers of Soviet
bloc developments. Gen. Scherer is the former head of the
Militaerischer Abschirmdient (Military Intelligence and
Counter-intelligence) of the West German Bundeswehr, retiring from that
position in 1977. Since then he has been working as a private security
consultant in West Germany. During a previous visit to Washington, D.C.
last April, Gen. Scherer, in an appearance at the National Press Club,
offered an estimate of the potential for a civil war in the Soviet
power sphere - an estimate which has been strikingly confirmed by
subsequent events.
Given the frantic pace of recent developments around Gorbachov,
the growing crisis enveloping the periphery and the core of the Soviet
Empire, and the attendant transformation of European relations, Gen.
Scherer is now prepared to upgrade and expand his previous estimates.
Gen. Scherer is also extremely concerned about how public opinion in
the West regarding developments in the Soviet Union has been heavily
influenced by the more ephemeral and somewhat illusory aspects of the
Gorbachov policy, rather than grasping the more fundamental strategic,
and rather threatening, thrust of perestroika. This, combined with a
certain amount of euphoria generated in the media around the Gorbachov
phenomena, has created an atmosphere of wishful thinking in which
significant political and military decisions are being taken, which
Gen. Scherer believes could be absolutely devastating for Western
defense capabilities.
For this reason Gen. Scherer is anxious to meet with you in order
to give you a thorough intelligence briefing on the extremely explosive
situation now unraveling in the Soviet bloc. I will be giving your
office a call in the next few days to see if it is possible to arrange
a time for you to meet with General Scherer.

I understand that a former student of mine at The Tuck
School of Business, Herman C. Pitts, III, is under consideration
for a position in the Administration as Deputy Under Secretary
for Industrial and International Programs. I would greatly
appreciate it if you could assist him in any way possible.
Terry Pitts was a favorite student of mine because of his
interest and background in politics. We had many long discussions
about the respective roles of government and private business in
promoting a sound business climate. We also shared many "war
stories" about our experiences in government and in campaigns.
As you can see from Terry's resume (which I have enclosed) he was
active in government in the city of Providence and was an early
and active supporter of President Bush in 1979 and 1980.
I believe that Terry has the maturity, experience, training
and initiative to serve with distinction as a member of the Bush

The Executive Committee of the National Association of Americans of
Asian Indian Descent (NAAAID), is very pleased to know that Dr. Jan Pillai,
Professor of Law at The Temple University, Philadelphia, PA., has been
nominated to the U.S. Civil Rights Commission, to be appointed by the
President of the United States.
In our opinion, he is the most deserving candidate for the position
for the following reasons:
Dr. Pillai helped to start several political organizations such as Asian
and Pacific Islanders' Civil Rights Alliance in which he still serves as
the Chairman, National Association of Americans of Asian Indian Descent for
the benefit of not only the Asian Americans, but also for all the Americans
in the United States.
It was Dr. Pillai's earnest and sincere effort that helped to achieve
minority status to the Asian Indians in this country.
He helped to raise over $100,000.00, as a loyal Republican, to help
the last Presidential and Senatorial elections, especially from among Asian
Americans. He is also a strong supporter of Campaign America for which he
continues to raise funds.
Being an Yale doctoral degree holder in Law, as a member of the Civil
Rights Commission, we are confident that Dr. Pillai will be a great asset

Dear Chief of Staff Sununu,
I am writing on behalf of the Consumer Advisory Committee to the New
Hampshire Division of Vocational Rehabilitation regarding the reauthorization of
the Job Training Partnership Act S 543 (HR 2039). We are deeply concerned about
the proposed legislation, particularly as it impacts upon persons with
disabilities.
We are very proud of the interagency efforts between Vocational
Rehabilitation and the New Hampshire Job Training Councils, the agency that
administers the Job Training Partnership Act (JTPA) programs. We have led the
nation in serving persons with disabilities in both the youth and adult programs.
Through joint planning and utilization of funding for training from both
agencies, over 1,000 youth and adults have become employed, productive members of
our community. In times of limited resources, we feel this is the best means of
assisting these individuals.
It is our understanding two important changes may be made in JTPA
legislation that will affect the eligibility of handicapped individuals. First,
currently under discussion is the possibility of requiring individuals to be both
economically disadvantaged and be a member of a legislatively identified target
group. For youth, all persons would have to be a member of a target group. Yet,
handicapped youth are not identified as a target group. Given the serious
barrier to employment and training a handicap often creates, and given that
handicapped individuals experience one of he highest unemployment rates of any
demographic group, we believe that not defining handicapped youth as a target
group is contrary to both the intent and goals of JTPA. Furthermore, it is
counterproductive to meeting the economic needs of this nation. This population
is one of the most underutilized in the labor market and one of the most
expensive to publicly support. We urge your inclusion of this population as a
target group.

The second change being contemplated is to define what constitutes a family.
This is currently undefined in the JTPA legislation. Governors of over 40 states
have recognized the need to define family as consisting of only the handicapped
person for the purposes of determining eligibility. This is a reflection that
income alone is not the best indicator of need. Rather, the financial commitment
that a family must often make as it struggles to meet the needs of its
handicapped member is so great as to render meaningless the family income
criteria used for determining eligibility of other non-handicapped groups.
Implementation of a definition of family that did not recognize this would be a
serious blow the ability of JTPA to provide necessary services to the
handicapped. We urge that any definition of family include the stipulation that
handicapped individuals be considered as a family of one.

Chase Untermeyer's letter of August 31 acknowledged receiving
our first communication concerning the possible nomination of
Judge Paul Pressler to head the new Office of Government
Ethics. It has been suggested since that time that Judge
Pressler is no longer under consideration. We have recently
learned that, to the contrary, his nomination is still
pending.
We feel strongly that President Bush should move decisively
on this and should do so now. He should take this opportunity
to show that flawed and deceptive media efforts to discredit
Judge Pressler will not work. We believe he should take a
stand, the rumor and innuendo notwithstanding.
We appreciate your willingness to solicit, consider, and
respond to input from organizations like ours which care so
deeply about quality leadership. We pledge our support in
this matter from nomination through to confirmation.

While I was Chairman of the New Hampshire Public Utilities
Commision I had the opportunity to work with Eli Noam. Mr. Noam
is the most experienced person in the field of Telecommunications
and informational services that I met during my eleven years in
utility regulation. In addition to being academically qualified
he has three years experience as a Commissioner with the New York
Commission.
I have always found Eli to be intectually honest with a
good balance of common sense. Mr. Noam is a registered
independent and is well suited to fill the vacancy on the Federal
Communications Commission. I take great pleasure in recommending
Eli Noam for the position of Commissioner.

I was recommended to contact you by Mr. Tom Kranz of the
White House. In the letters I have enclosed I neglected to
state that this report started July of 1988 and through the
help of such people as Congressman Bill Broomfield, Mr. John
Polley, and many other government officials, OUR facts speak
for themselves.
I have personally worked with the D.O.D. I.G. Office, Congress,
Navy, Maritime Administration, Maritime Commission, and have
spent thousands of hours working my way through the system,
and studying its pitfalls. I know through experience what
could be done to fill them in. This has been a learning exper-
ience for many, and does not have to end. This enclosed I.G.
report does not reflect any of the 250 million dollars as stated
in the enclosed letters. This figure, by the way is very
conservative.
If you would give me 15 minutes of your time I would like to
explain to you important points that could not be described in
writing. I will come to Washington at your calling. I thank
you for your time. Also, thank God we have a "hands-on"
president and administration. You're doing a super job. Keep

It has just come to my attention that my friend,
Blanquita Cullum, is under serious consideration for
the post of Director of the Women's Bureau for the
Department of Labor. I am delighted to learn of this
and wish to add my endorsement to the many others
who would like to see her receive this important
appointment!
Of course, she has outstanding qualifications, and I
know you have probably already learned this. But the
reason I am excited about the possibility of her serving
this administration is for the extra, special qualities she
will bring.
As a Hispanic, she has wide recognition in that
community of Americans. The Hispanic community strongly
supported the President and are eager to have a role in
serving our country and this Administration. As a single
mother-head of household, she understands very well the
needs of working women and wholeheartedly supports the
Presidents' policies on issues like childcare and dependent
care.
But, there is a quality about Blanquita that I like
and admire, especially. She is a dynamic leader, yet
she has the gentleness of a lady. Women like me admire
that quality in other women. I just think she would be
a great assest to the Bush team and I hope you will give

Dear Mr. Sununu:
I write to express my support for the appointment of Major
General John B. Conaway as Chief of the National Guard Bureau. The
current Chief, Lieutenant General Herbert Temple will be completing
a distinguished career as Chief on January 31, 1990.
I can think of few military officers who understand better
than John Conaway the unique role the Army and Air National Guard
play in both our Nation's Defense and in meeting state needs. I
believe it would be difficult, if not impossible, for the Armed
Forces to perform their wartime missions without the reserve
components. Therefore, we need the most able and the most
experienced leadership possible for this vital component of our
nation's defense.
Major General Conaway has served as both Director of the Air
National Guard and Vice Chief of the National Guard Bureau. During
his tenure in these assignments, the National Guard has been
modernized and has truly become an integral part of the U.S. Army
and Air Force. Most recently, General Conaway has served as the
National Guard's point man on drug interdiction, and, through his
efforts, cooperative agreements that enable Guard units to enhance
and assist the war against drugs have been developed with State
Governors.

Major General Conaway exemplifies the joint service
perspective needed in the Department of Defense. He is concerned
with the quality of life and support of the young men and women
under his command. He is frequently in the field with Army and Air
Force Guardsman -- with combat engineers in the mountains of
Honduras or with KC-135 tanker crews refueling F-15 fighters over
the Bering Sea or with District of Columbia helicopter crews on a
drug interdiction mission over Washington, D.C. He is the type of
leader that our troops and airmen will follow gladly.
I strongly recommend Major General Conaway for appointment as
Chief of the National Guard Bureau. He has the knowledge, skills,
judgement and leadership qualities that the President and the
Department of Defense need.

Dear John:
Congratulations on the great job you're doing for President Bush! I know you'd rather
be home in New Hampshire, but lots of us appreciate the personal sacrifice you and Nancy
have made to serve this Administration.
Woody called your office with a request and spoke to Jackie Kennedy, who was very
helpful. He thought it might be useful if I wrote this letter to explain what we are doing
in Honduras and else-where in Latin America, and what we plan for the future.
I have enclosed a copy of our Program of Service which outlines in full the philosophy
and work of Friends of the Americas. We know that President Bush recognizes the vital role
played by American PVO's in tackling the large social and economic problems of Third World
Countries. This is why I am sure President Bush will want to encourage the work of Friends
of the Americas.
In less than four months, we will enter the decade of the 1990's.
Friends of the Americas is now five years old, and the support of thousands of Ameri-
cans has made it possible to accomplish many things over these past five years.
But the world is changing, and Friends must change too.
So Woody and I have been doing some serious thinking about where Friends of the Ameri-
cas should go over the next 10 years.
We have developed some clear-cut goals and a 10-year plan of action.
Now we want to share our thoughts with you on a confidential basis.
Latin America is in chaos right now. The people are threatened by widespread poverty,
Communism, civil war, hunger, bureaucracy, militarism, drug dealers and many other
problems.
The United States is widely admired in Latin America among the people, and its cul-
tural influence is great. But as a force for reform, economic development, and democrati-
zation, the U.S. does not play as significant a role as we should.
The truth is that the U.S. has much to offer Latin America. The values that we hold
dear -- belief in human dignity, free enterprise, private property, democracy, and upward
social mobility -- could be the model for solving the crisis facing Latin America.
The problem is, "No one cares how much we know until they know how much we care!"
Unless we in the U.S. show the peoples of Latin America how much we care, they will
not be ready to listen to our ideas -- or follow our example.
So long as the private sector remains distant and uninvolved, the U.S. will be large-
ly left out in the fight for Latin America.
The result of our apathy will be -- at best -- a desperately poor Latin America which
sends us illegal immigrants and drugs, or -- at worse -- a Latin America which is militant-
ly Communist and a threat to our survival as a free people.
At this moment, the time is right for Friends of the Americas to come of age and
launch a massive, people-to-people movement, which can extend the hand of friendship to the
peoples of Latin America.
Along with humanitarian aid, Friend must promote the ideals of human liberty, demo-
cracy and free enterprise, which can liberate people from poverty and oppression.
During the 1990's, Friends of the Americas will clearly establish itself as the pre-
miere U. S. organization working in Latin America.
In order to do this, we recommend Friends emphasize the following major projects in
the next 10 years:
1) Christmas Box Project. We must continue the Christmas Box Project, which has so
far delivered 300,000 Christmas gift boxes to homeless children. But we must understand
that the Christmas Box Project is something MORE than it appears. The Christmas Box Pro-
ject is a key, and this key opens the door which can allow us to enter and work in a new
country. Time after time, in country after country, the Christmas Box Project has opened
the door for Friends and given us acceptance. Through this project, we meet the U.S.
ambassador and the First Lady of the country (the President's wife). They invariably
invite Friends to work in the country on a permanent basis with medical clinics and other
projects. So we must continue the Christmas Box Project and allow it to continue to open
the doors of Latin America to the work of Friends.
2) Mobile Health Clinics In The Capitals Of Latin America. Once the door to a country
is open, Friends must walk through that door and make the most of this opportunity for
service. The way to do that is to launch the most efficient, low-cost, high-profile proj-
ect which can make a major impact on a country -- a Mobile Health Clinic in the capital
city of the country, similar to Friends Mobile Clinic in Guatemala City. The capital
cities of Latin America are almost invariably racked by poverty and hardship. But the
capital is also the political and communications heart of the country. A Mobile Clinic in
the capital city can reach more sick people and have greater public relations value for the
United States than anywhere else in the country. Not only will great humanitarian service
be rendered, but the newspapers and TV stations of the country will recognize that service
and let the people know that Americans are there working to make a difference. Initial
target cities should be the capitals of El Salvador, Honduras, Mexico, Colombia, Venezuela,
Peru and Ecuador. By the end of the decade, this project should be in operation in every
country of Latin America.
3) Disaster Assistance. Friends must be prepared to provide disaster assistance
immediately wherever it is needed in Latin America. Natural disasters are often the turn-
ing point in the life of an individual or the life of a nation. If a person has lost every-
thing in a disaster, he will remember the people who came to his rescue. A natural dis-
aster is a terrible tragedy but it is also an opportunity to demonstrate love and concern
when it is needed the most and to make lifelong friends in the process. A government which
mishandles a natural disaster has a very short life-expectancy. In fact, Somoza's mis-
handling of earthquake relief in Nicaragua was the major political factor which led to the
rise of the Sandinistas. After a disaster, Friends should "be there" not only providing
direct assistance to needy people but also making certain that disaster assistance is
handled in a completely honest, efficient manner. The only way to insure that is to be
deeply involved in the government's disaster assistance program. Friends was involved
after the earthquake and hurricane in Mexico, the earthquake in El Salvador, and the volca-
no in Colombia, and we must continue to be on the scene after each major disaster.
4) Flexible, Short-Term Projects Where Critically Needed. Friends must be flexible
and be prepared to provide short-term assistance wherever it is critically needed. For
example, in Honduras, Friends has been deeply involved in refugee relief. Why? Because
Honduras could not provide a refuge to the victims of communism in Nicaragua unless Friends
of the America helped with food, clothing, medical care and education for the refugees. If
Honduras had not accepted the refugees, they would have been forced to flee to the United
States. That would have guaranteed a Communist stranglehold on Nicaragua and aggravated
the problem of refugees pouring into the United States. But partly because of Friends
efforts, there is still hope for the future of Nicaragua so for the flood of refugees to
the U.S. has been only a fraction of its potential. Friends must be prepared to launch
major, short-term projects whenever and wherever in Latin America vital U.S. interests
are at stake.
5) Good-Will Ambassadors For the United States. At every opportunity, Friends of the
Americas must serve as good-will ambassadors for the United States, carrying the flag of
our country and the love of the American people to every corner of Latin America. We must
go to the most remote, dangerous areas of this hemisphere, ministering to the sick and
homeless on a person-to-person basis. But we must also use the means of mass communica-
tions -- radio, television and newspapers -- to help people understand more about the
principles of freedom and democracy. (I cannot elaborate on this point at this time, but
our communications plan will have an unprecedented impact on Latin America.)
If we can implement these five projects over the next 10 years, Friends will have
indeed accomplished a lot!
John, the reason I wanted to share these plans with you is because it has been appar-
ent the importance the Bush Administration puts on Latin America, its future and how that
future impacts American interests in our own hemisphere.
As you know, Friends is a non-profit, non partisan, and non-sectarian organization.
It receives no financial support from government. Operating and program costs are under-
written through tax-deductible contributions from interested individuals, organizations,
companies and foundations. This policy, we believe, helps us have greater flexibility to
respond to needs quickly without dealing in alot of red tape. In addition, it demonstrates
our faith in private sector initiative, which has been very much promoted by both President
Bush and President Reagan.
We want to be helpful to our own government in areas consistent with the goals of
Friends. There have been a number of occasions already during the Bush Administration when
we have been able to respond to urgent human needs when our government wanted to, but due
to financial constraints, simply could not.
John, just keep this in mind and count on us as a friend. Let us know if there are
ways in which you feel we could be of more service and help promote good relations between
ourselves and our neighbors in Latin America. We want nothing from government. We want to
be of service to our government, not a beneficiary.
You could help Friends and its efforts if President Bush would sign a "keep up the
good work" letter. Álso, I plan to be in Washington at a White House briefing Friday
morning September 29 at 8:30 and understand President Bush may drop in on our group for a
few minutes. The group I am on the board of is Women of Our Hemisphere chaired by
Ambassador Holly Coors. A photo opportunity would be appreciated, if possible. Just let
me know.

Dear John:
Congratulations on your great susccesses in the White House. Its
exciting to see our New Hampshire leader make a mark in National politics.
In addition to my business and political concerns, I have always made
time for the arts and have served on several boards, local and national. In
the late 60's, I met John Ludwig, an arts administrator, then general manager
of Minnesota Opera. John moved on from Minnesota to Wolf Trap and the San
Francisco Opera. We kept in touch, and in 1977 I asked him to head up the
National Institute for Music Theater, of which I was president.
Over the past dozen years, I've seen John handle his responsibilities
to the Institute with an admirable combination of management technique,
artistic sensitivity, and common sense. Though basically conservative in his
own tastes, he believes strongly in supporting the young artists of today. I
won't burden you with addition detail (which appears in several Who's Who
publications) but I can confidently say he's one of the outstanding people in
his field.
The Institute's Board has concluded that it must move its main office
to New York, and John, who has a strong preference to remain in the D.C. area,
has declined our invitation to relocate with us.
I know he has applied for positions at the Arts Endowment and the
Library of Congress. I know the people in those institutions will be
selecting their personnel carefully and well, and if I knew them I would
certainly write warmly in support of John's applications. Since I don't know
them, I'm taking the liberty of writing you in the hope that you will pass on
my high opinion of John Ludwig in whatever way may be appropriate.

I would like to add my recommendation to that of others in support of the
nomination of the above candidate for appointment to the position of New
England Regional Director of the Small Business Administration.
She is an outstanding individual who has led an active civic and
professional life and whose knowledge of government, business, national and
international affairs is truly encyclopedic.
My awareness of the attributes and accomplishments of Ms. Bronson came
about through our mutual service as members of the leadership hierarchy of
the American Legislative Exchange Council over many years.
I am a past National Chairman of A.L.E.C. and Ms. Bronson has served as
Director and Secretary and presently is the National Treasurer. She is well
regarded by all and no doubt will succeed to the position of National Chairman
in a few years were she to remain in the Vermont Legislature.
However, since her objective is to achieve the position for which she has
