As Chairman of the Republican Party for Montgomery County,
Maryland, lét me extend an invitation to you to be our guest of
honor for our Finance Council fundraiser. We are hoping to
accommodate your schedule as much as possible and, therefore
extend this invitation for a dinner function between November 27th
and December 9th - the choice is yours. It will be held in

The Montgomery County Finance Council is a group established

Dear Governor Sununir:
The members of Concerned Women for America (CWA) are deeply
troubled by the direction of the electoral process in Nicaragua.
Although we are encouraged by the possibility of democratic
reform in that nation, we see mounting evidence of Sandinista
control of voter registration. CWA, as you may know, has been
providing humanitarian aid as well as educating Nicaraguan
refugees in Costa Rica for several years. We have access to
current information on a regular basis related to us by refugees
who have recently arrived from Nicaragua.
Besides the fact that registering to vote is complicated for
many Nicaraguans because they can neither read nor write, many
fear retaliation if they do register. Representative David
Dreier upon return from Nicaragua reported seeing direct
intimidation of voters Another member of congress witnessed a
uniformed officer harassing a young woman who had come to
register. Accounts from Costa Rica indicate that the Gaspar
Garcia Liviana Battalion of the Sandinista army is intimidating
civilians in the Chontales region, telling them that if they
support UNO (the coalition opposition party led by candidate
Violeta Chamorro), they will be "annihilated" or thrown out of
the country.
A human rights organization recently revealed that the
Supreme Electoral Council, dominated by the Sandinista party, is
sending teams accompanied by Tomas Borge's special police force
into rural areas. After screening the population to determine
voter preference, Sandinista supporters are permitted to register
locally. UNO supporters are sent to a registration center as far
as ten miles away.
The Sandinistas, knowing that a high voter registration will
kill their chance of victory, have complicated the procedure to

keep registration low. Their strategy has been to compact the
entire registration process into the first four Sundays of
October, during which they claim to be able to register between
1.7 and 1.9 million people. Those not officially registered by
October 22 will not be allowed to vote. The evidence is clear
that they are undermining the February elections with their inept
voter registration process, designed by an entrenched political
party bent on staying in power.
Another disturbing trend has been Sandinista media control.
Their recent party convention brought viewers twelve hours of
uninterrupted propaganda. The UNO party is given twenty minutes
each week, and even that has often been censored.
Concerned Women for America urges you to encourage President
Bush to communicate immediately with the leaders of Central
America. If they unite in pressuring the Supreme Electoral
Council to extend the registration deadline to a reasonable time,
that would help to insure fairness and justice for the Nicaraguan
people in the upcoming election. If action is not taken now the
chance for democracy will die on the fourth Sunday in October.

Dear John:
It's been many years since we were students in Jack Reynold's
Experimental Engineering Lab investigating magnetohydrodynamics.
You've proceeded on to an illustrious career, while my days have been
occupied with engineering problems. Through a twist of fate, I now
find myself back in the academic world doing a Ph.D. Thesis entitled
"The Damping Properties of Composites."
There is a research effort at the University of Wisconsin-Milwaukee
which is focused on the particulate type of metal matrix composites
which we believe has potential use in space structures and military
applications. We are attempting to locate an agency to provide funds
for this research. Perhaps you could offer suggestions in this
matter.
If composite materials can be developed successfully, it is hoped
that industry in Milwaukee could be re-invigorated by manufacturing
composites. As the casting process is employed in making particulate
composites, foundries would gain business. Machine shops would also
see a simulation in their business because of the needed machining of
parts produced from composite materials.

It was a great honor to meet you at the annual meeting of our Academy
last week and even to have the privilege of escorting you to the auditorium.
I was tremendously thrilled by your remarks which were extremely apropos
and resonated very well with our audience. As you may recall, when I wrote
you earlier this year after your appearance at the Republican Senatorial Trust,
I have been engaged for quite a number of years in the effort to bring engineers
into the policy arena as well as into the area of economics. You are the most
outstanding example of the political importance of engineers in the future,
as our society becomes more and more technologically oriented, including the
means to alleviate the problems of pollution and maintain a sustainable growth
rate.
As to economists, as I mentioned to you, I am co-Director of the Program
on Technology and Economic Growth at Stanford University, as well as co-Director
of the Program on Technology and Economic Policy at the Kennedy School. At
a recent conference that we held at Stanford, a number of very important research
papers were presented and we were most gratified to find that the cover and
the lead article in The Economist of September 23rd, as well as a full page
article on one of our important papers, gave us prominent attention.

I called your office Friday for two reasons. First, to stress the importance of
capital gains to the success of the Bush Administration. I know it may not seem
like a big deal but capital gains is deceptively serious. I've enclosed two papers
for you on the topic (as if you need more paper.)
The second purpose is to recommend Russell Redenbaugh for the unfilled spot
on the Federal Reserve Board of Governors.
Besides his enormously intelligent perspective on life for someone of his
entrepreneurial and financial successes, he is totally blind and somewhat
deformed as a result of a physics experiment gone awry as a youth. He is also
Jake Garn's nephew. He is truly fantastic. He's a Bush loyalist, a solid
Republican and savvy financially. He greatly admires both Manny Johnson and
Wayne Angell at the Fed.
His tragic accident occurred late enough in his youth that he was able to develop
very normal interpersonal, skills. In fact, he's really a neat guy and there's no
sense of awkwardness being with him.

We are writing to urge the appointment of John G. Arlington
to the Interstate Commerce Commission.
The term of Commissioner Paul H. Lamboley expires in
December of this year and the President will soon be faced with
the challenge of appointing a member of the opposition party to
the Commission.
In our opinion, no finer candidate can be found than John
Arlington. Since 1987, John has served as the Chief Counsel and
Staff Director of the House Subcommittee on Transportation and
Hazardous Materials. Prior to 1987, he served as counsel to ICC
Commissioner Malcolm M.B. Sterrett and as the Special Assistant
to the Vice President and General Counsel of the United States
Railway Association.
John has an exceptional background in rail transportation
issues, particularly in the areas of ratemaking, mergers,
abandonments, and licensing. As members of the Energy and
Commerce Committee and the Subcommittee on Transportation and
Hazardous Materials, we have worked with John on a wide range of
rail issues and have come to respect the breadth of his knowledge
and commitment to the future of the rail industry. While ever
loyal to his "client", the Chairman of the Subcommittee, we have
found John to be pragmatic in the pursuit of the majority's
legislative goals and above all else, honest and forthright in
his dealings with the minority. Our experience has been that
John Arlington is a Democrat we can work with.
We understand that John also enjoys the support of many
within the rail industry. We believe he has both the technical
expertise and political savvy to serve with distinction on the
Interstate Commerce Commission. He has our unqualified support.

For the past year I have been working closely with Massachusetts
Shipbuilders Corporation, a worker owned company, which is
endeavoring to reactivate the Fore River shipyard in Quincy, MA.
Under their plan, all the employees will participate in the ESOP
on an equal basis.
We have served as their accounting advisors and have worked closely
with them in preparing a fair, considered analysis and financial
presentation. I have worked directly with Peter Gwyn, its
President, and have a great regard for his competence and his
character. Peter has 28 years experience in operating shipyards
and is highly thought of in both the industry and the community.
The project is just about off the ground. The staff is assembled
and specific projects have been identified. These include the
building of over 10 hulls at approximately $20,000,000 each for a
European group and a floating hotel for an established Boston based
financial group. The new company will also be well positioned to
build tunnel tube sections for the third Boston harbor tunnel with
a value of approximately $40,000,000. The management team built
the 32 tunnel tube sections for the Fort McHenry Tunnel in
employees. Baltimore. Within 18 months, the yard would have 1,000 direct
In January 1989, the Company began a series of conversations with
the Economic Development Administration (EDA) regional loan people
in Philadelphia. Encouraged by these discussions, Drexel Burnham
Lambert, the Company's financial advisors, following EDA format,
filed preliminary application on May 15, 1989 for an 80% loan
guarantee [$10,000,000], part of the $17,500,00 total financing.
The EDA has had the request under consideration but has been
dragging its feet. One by one, their concerns have been addressed
and the issues answered. Now, however, EDA is having difficulty
accepting issues which the regional office reviewed and supported.
They have strung us out by taking months to consider elements which
they promised would be addressed in days. Now they have adopted
an artificial standard to which we are unable to respond. A
turndown at this point would cause the termination of the project.

John, you know me. You know I am not prone to exaggeration but
rather to understatement. I will tell you, however, that the EDA's
position is plain and simply wrong. It flies in the face of
reality and the purpose the Administration was created.
I feel very strongly about this one. It is a workers ESOP. It has
excellent management. The facilities are unique. There is a
substantial segment of the market which is not currently being
served by other yards. In addition, the Office of the Chief of
Naval Operations has told us that the Navy is very concern about
the state of the Nation's shipbuilding defense mobilization base.
It will put over 1,000 people to work in the manufacturing area
where we need it. And lets face it, for those of us who believe
the government should foster the creation of industry and jobs in
the private sector, this is a classic opportunity to put our
principles into action. Conversely, lack of positive action will
only serve to reinforce the cynic's beliefs.
I would appreciate anything you could do to assist this project to
receive a fair and informed review. If it receives one, I have no
question as to the outcome.

Dear Governor Sununu:
I- would like to join the other members of the Greater
Houston Partnership in seconding Houston's bid to host the 1990
World Economic Summit. Zapata is an international company with
operations on virtually every continent. Houston has been our
world headquarters since the firm was founded because of the
support services it offers and the expertise of its citizens in
working with the global community.
Transportation, security and communications are more than
adequate for an event like the Economic Summit and the city has
considerable experience hosting presidential level visits. Other
pluses include Rice University, the Johnson Space Center, Texas
Medical Center and the George R. Brown Convention Center. And,
of course, this is President Bush's hometown.
I urge you to look closely at all Houston has to offer. I
believe you will agree with us that it is the best location for
the 1990 World Economic Summit.

As you know, my vote in support of the capital gains reduction
demonstrates that I share the concerns of the American public and the
President about the Federal tax burden. I am also concerned,
however, about the delay in hearing from the Administration on
pending oil spill legislation which will be on the House floor this
week.
The Administration's original position on the oil spill legislation
and treaties is a balanced approach to address the difficult issues
posed by the threat of pollution. However, the Miller-Studds package
of amendments likely to be offered to this legislation would create a
fundamentally unacceptable bill. It would radically increase the
liability of small businesses that own and operate barges and tankers
while at the same time impose substantial tax increases on the oil
industry.
The original proposal of the Administration called for a modest 1.3
cents per barrel tax for the purpose of having funds available to
meet treaty obligations and supplement the limited liability of the
operator. The Miller-Studds package, however, not only would
dispense with the treaties and create unlimited negligence-based
liability on the part of the operator, it may also be combined with
other amendments to increase the tax to five cents a barrel. This
disguised new tax is being perceived as an attempt to help balance
the budget and discourage oil consumption.

Without Administration leadership on the oil spill legislation, the
same small business concerns I represent that stand to benefit from
the capital gains cut could be put out of business altogether.

Dear Mr. Sununu:
In January, I wrote you to ask your assistance in identifying outstanding nominees who
could be considered for Distinguished Fellow awards from the United States Institute
of Peace for the competition for fellowships that would begin this fall. Although you
had no nominations to suggest at that time, I would like you to consider making a
nomination for our next competition. We are starting the selection process earlier this
time, and the nominations would be due November 15, 1989 for fellowships that
would begin in the fall, 1990.
As you may know, the Institute is an independent, nonpartisan government institution
created and wholly funded by Congress to strengthen the nation's capacity to promote
the peaceful resolution of international conflict. We fulfill our Congressional mandate
by expanding knowledge about the nature of international peace; disseminating this
knowledge to individuals involved in peacemaking; and promoting public education
programs.
One of the five programs of the Institute is the Jennings Randolph Program for
International Peace. Under this program, the Institute awards three types of
fellowships, one of which is Distinguished Fellow. Recipients of Distinguished
Fellow awards are eminent scholars, statesmen, and other professionals with national
or international stature by virtue of widely recognized accomplishments in international
peace and conflict management or other relevant fields. The purpose of these awards is
to challenge highly accomplished people to draw on their extensive learning and
experience to produce unique, potentially influential contributions to a better
understanding of international peace and conflict issues. I have enclosed a list of
Distinguished Fellows and other fellowship recipients the Institute has selected since
the Program was launched in 1987.
To be considered for possible selection, Distinguished Fellow candidates must first be
nominated on the Institute's form by someone well acquainted with the nominee's
career and achievements. The Institute expects to appoint two or three Distinguished
Fellows for 1990-91.
An independent institution established by Congress to strengthen the nation's capacity
to promote peaceful resolution of international conflicts.

in its ninth year, the occasion--a private party, not a conference or a promotion--is
unlike any other gathering we attend, and it is enriched by new participants each year.

What is this "Renaissance Weekend"?

Over meals, golf and tennis, or beach walks, 150 families make and renew
acquaintance, exchange thoughts about current issues, and relax "off-the-
record. " More than 50 percent of the participants return each year, much
like an "extended family reunion."

Court Justice listening attentively to a breakfast discussion about
"SuperKids"; America's favorite humorist helping us laugh at ourselves;
President Kennedy's closest adviser taking everyone on in tennis,

jeans and T-shirt, sitting on the floor at a crowded luncheon; the
president of a major Wall Street investment firm, a Fortune 500 CEO, and
the woman who led the year's most celebrated proxy fight debating
shareholder rights; four Pulitzer Prize-winners speaking their minds.

Advisors of the American Jewish Congress
representing the top leadership of this
organization to come to Washington periodically to
consult with members of the Administration and the
Congress on currently critical issues. We have

Our next meeting will be held the evening of
November 12 and the day of November 13. We look

your view of the Administration's priorities and

Dear Chief of Staff Sununu,
During the summer of 1989, Save The Bay launched two major
initiatives for the future protection and prosperity of
Narragansett Bay. One was the result of extensive study and
research; the other a rapid response to a near catastrophe. Both
initiatives underline the vital need to preserve this region's
greatest natural and economic resource. As President of Save The
Bay, I want to make sure you know about these important programs
to reclaim Mount Hope Bay and to prevent oil spills from recurring
in Narragansett Bay.
HOPE FOR MOUNT HOPE BAY
At the beginning of 1989, Save The Bay made the reclamation of
Mount Hope Bay one of its top priorities. Since 1947, the Bay has
been closed to shellfishing. In its just-released report, "Hope
for Mount Hope Bay", Save The Bay's researchers note two important
findings. First, ninety-five percent of the pollution in Mount
Hope Bay is caused by Fall River's raw sewage overflow drains
(CSOs). Second, as encouraging as the first is discouraging, the
area of Mount Hope Bay from Bristol to Portsmouth could
conceivably be opened up for shellfishing in dry weather by August
3, 1990.
The organization's call for action has been lauded by the
Providence Journal as well as Rhode Island's Director of
Environmental Management, Robert Bendick, but now even stronger
action is needed by Governors DiPrete and Dukakis. While Fall
River has been moved to the top of the priority funding list by
Massachusetts' regulators who have met with Save The Bay, a lot of
work needs to be done to ensure that this objective is realized.

NO MORE OIL SPILLS
Though Narragansett Bay was extremely lucky to have escaped
devastating harm from the June 23 WORLD PRODIGY oil spill, the
emphasis now is to prevent this nightmare from recurring. Save
The Bay's oil spill response was lauded by a recent Brown
University survey (enclosed) in which the public ranked the
effectiveness of Save The Bay and the U.S. Coast Guard "one-two."
The same entities are working closely to prevent future spills.
While there has been much talk of double-hulled tankers and pilots
boarding ships further out at sea, the real task is to eliminate
the one factor common to the four major U.S. spills this year:
human error.
A special report conducted by the U.S. Coast Guard in the
aftermath of the massive EXXON VALDEZ spill calls for the
implementation of a state-of-the art satellite tracking system to
monitor the movement of all vessels along America's coasts. This
system would warn both Coast Guard officials and ship captains in
time to avert disaster. Further, because it is far less expensive
and even more effective than radar, this system can be more widely
utilized. The radar systems used currently are only in place in
America's busiest ports, which puts much of this country's
coastline at risk.
At a special post-spill Congressional hearing in Newport, Save The
Bay asked the state's delegation to support the Coast Guard's plan
and ensure that it is adequately funded. If this satellite
tracking system is indeed the answer, Save The Bay would like to
see it utilized to make Narragansett Bay one of the safest harbors
in the country.
Save The Bay's Board of Directors, staff, and volunteers need your
continuing help to make certain that the resources of Mount Hope
Bay are reclaimed and that the Bay is properly defended from all

I'm sorry that I missed speaking to you at the recent fund raiser for the
Afghan Children's Clinic on the evening of September 11 at the Madison.
You probably were forced to leave before my presentation of behalf of
Chevalier Harry Schultz of Monte Carlo. He along with the AMA were the
prime movers behind the "Kids Clinic".
As a New Hampshirite I was quite pleased to see you there. You might be
pleased to know that I have been given credit in print for starting the
series of events which led to the founding of this clinic.
Originally I raised money for the Freedom League (Charles Moser and Paul
Weyrich) for the treatment of wounded Afghans in New Hampshire which
Gordon Humphrey helped bring our way. They mentioned the great work being
done by the Rawding Sisters and I recommended a donation of something
like $10,000 (I gave the wounded men $10,000 personally) to them.
Then I approached by best friend, Chevalier Harry Schultz, with the idea
of him sponsoring a clinic and helping to raise money via the subscribers
to his newsletter which is read in about 65 countries. He donated $25,000
as "seed money" to get the ball rolling. I donated a FAX machine and
more money and then Roy Pfautch came aboard with his expertise and contacts.
The rest, as they say, is "history" of an on going form.
I thought you might enjoy this story.

Plans for the 30th annual United States Armed Forces Invitational
Chess Championship are now finalized. This event will be held at
Andrews Air Force Base from Monday, September 18 through
Wednesday, September 27, 1989.
On behalf of the American Chess Foundation and 60,000 members of
the United States Chess Federation, I invite President George
Bush to present the 1989 U.S. Armed Forces Chess Championship
Trophy at the awards banquet, Wednesday, September 27, 1989 at
6:00 P.M.
The handsome wood chess set pieces that complement the enclosed
board can be presented to President Bush in commemoration of
National Chess Week, scheduled October 1-7, 1989.

To extend the message of the Leadership Forum, the U.S. Chamber of Commerce is

of Model Learning Programs to be distributed nationally to Chamber companies and the
educational institutions they support. John Clendenin, President of the U.S. Chamber,
President of the National Alliance of Business, and CEO of Bell South will be speaking at the

those of the National Mental Health Leadership Forum which has
respectfully requested that the President publicly sign the
Presidential Proclamations for the Mental Awareness Week and
the Decade of the Brain resolutions in a White House ceremony
during the observance of Mental Illness Awareness Week,
October 1-7, 1989.
As a co-sponsor of both resolutions, I am committed to
improving the care and treatment of the mentally ill in
Louisiana. I am convinced that the best way to do that is to
take advantage of the quickening pace of discovery in the
emerging neurosciences, and that is what these two resolutions

I had a further conversation today with Vladimir P.
Nazarov, first secretary of the Soviet Mission to the UN. I asked
for any guidance he could give as to whether Foreign Minister
Schevardnadze would bring a proposal, or announcement of unilateral
action, on a nuclear weapons materials production halt. He
responded that he "might guess there will be some activity on
fissionable materials production but on a scale I cannot predict."
As to the tritium question, he said "Tritium is a possibility, but
I can't say for sure."
I hope this information, as well as that which I
transmitted in my letter of September 6, is useful. I, as well as
the scientists and negotiators with whom the Institute has
collaborated on the production halt issue, remain ready to assist
you, if needed.

Dear Governor:
Since shrimping is an important, but struggling industry in my
congressional district, I was pleased to learn from Congressman
Billy Tauzin of the President's personal commitment to him last
week to develop through you an alternative to the Turtle Excluder
Devices (TEDs) for protecting sea turtles without killing the
shrimping industry.
Let me assure you that while TEDs will significantly reduce the
yield of shrimp in southern waters, they will eliminate
completely the shrimping industry in North Carolina. U.S.
Fisheries officials recently terminated a study of the use of
TEDs in North Carolina waters because the TEDs became so clogged
with algae that not only did they not catch any shrimp, but they
could not complete the tows called for in the test program. Their
conclusion was
"
that a technical option may not exist at
present to effectively produce shrimp in heavy concentrations of
brown algae with TED equipped trawls." Since all of North
Carolina's waters have the types of algae in abundance which will
clog TED-equipped trawls, TEDs will simply eliminate shrimping as
a commercial endeavor in North Carolina.
We urge that you give serious consideration to time limits
instead of TEDs, but caution you that time limits themselves will
not work if the same procedure is used in the future as was in
August. When only one tow per 90 minute time period can be made,
we are as bad off with time limits as we are with TEDs, because
of the significant fouling of the trawl by algae. You will
notice in the study which I have included that only one of the
five tows was for the full 90 minutes. The others varied from 10
to 35 minutes, with the tows shortened because of the fouling of
the nets, even without TEDs, by the algae. In North Carolina,
you never have to worry about a significant number of tows in
excess of 90 minutes because of the algae problem. The shrimpers
need to be able to tow for up to 90 minutes at one time, but not

be restricted to a particular 90 minute time frame as was done in
August. Our shrimpers will usually tow for 15 to 20 minutes,
pull the nets and remove the algae blockage, and then immediately
begin another tow. This way they may get several short tows in a
90 minute time frame, but with the rules used this summer, they
could only get one. This is as economically devastating as the
use of TEDs, because of the algae.
Thank you for looking carefully at this problem and for building
enough flexibility into your solution to take care of the unique
problems of North Carolina shrimpers.

Dear John:
Former Senator J. William Fulbright attended Pembroke
College, Oxford University, on a Rhodes Scholarship and he
chaired the Senate Foreign Relations Committee for 15 years.
Years later, I attended Pembroke College as a Rhodes
Scholar and chaired the Senate Foreign Relations Committee for
a much smaller period of time. Due to the similarity of these
particular biographical facts, I have come into contact with
Senator Fulbright, frequently, and have often been asked to take
part in celebrations commemorating the Fulbright Scholarship
program. The enclosed letter is one of several suggestions over
the years that Senator Fulbright might be honored with a
presidential medal.
I believe that this is a good idea for a number of reasons
although the time and occasion should fit the priorities of
President Bush's educational program objectives. I simply wanted
to commend the idea of a presidential medal for Senator Fulbright
in order that you would have this idea and option available if it
seems appropriate and suitable.
Thank you again for helping to arrange the wonderful
luncheon experience on Tuesday which made it possible for me to
brief the President and you on current developments in Latin
America.

Dear Mr. Sununu:
I read with interest "Greening the White House" in the
New York Times Magazine of 13 August 1989. This article
indicates that President Bush is willing to take a leadership
position in the difficult and expensive task of cleaning our air
despite strong views in opposition to this approach from some of
his own advisors.
The article also notes your personal views on air pollution
and your role in these discussions. I recall our conversations
during your visit in July 1984 to the Hubbard Brook Experimental
Forest, the New Hampshire site at which our research first
identified acid rain in North America. Your interest and
concern were evident then and I am pleased to see you in a
position to shape national policy on this important topic.
I enclose a reprint of the 1972 publication reporting our
discovery, along with a 1985 report ( Is There Scientific
Concensus on Acid Rain?") which resulted from a meeting I
convened here at the Institute of Ecosystem Studies in 1984, and
finally an article from the most recent issue of Ambio where I
make predictions about acid rain in New Hampshire in the year
2000 based on potential reductions in emissions of SO₂. This
time span illustrates the tortuous path between scientific
knowledge and responsive legislation.
Please let me know if I can be of help by reviewing
scientific data as the President's proposal is reviewed in
Congress.

Dear Governor Sununu:
I am writing to let you know that the Nuclear Control
Institute has received an additional communication from a Soviet
diplomat indicating interest of his government in considering a
complete mutual halt in production of nuclear weapons materials.
I received a letter from Vladimir P. Nazarov, first
secretary of the Soviet Mission to the United Nations, in late
August, prior to the appearance of the New York Times op-ed
article I wrote with Milton Hoenig. Mr. Nazarov had contacted me
previously with a request for the Institute's Tritium Factor book
and I subsequently informed him of my correspondence with General
Secretary Gorbachev.
In his letter, Mr. Nazarov wrote: "As far as I can tell,
your latest proposal on a halt in operation of all reactors for
nuclear weapons materials production tritium as well as
plutonium is being carefully examined in Moscow. I quite agree
with your assessment that now we might have a historic opportunity
to achieve a mutual, verifiable halt in the production of the
essential ingredients for nuclear weapons." He then requested
information on Congressional interest in a production ban
and on U.S. military production activities, explaining that "this
information might be very useful for assessing 'pros and cons' of
your proposal.
Attached is a paper we prepared, "Status of U.S. Production
Activities," summarizing non-classified information, in response
to the second part of his request. I also sent him some items
pertaining to pending legislation, and noted that Congress could
not be expected to defer restart of Savannah River or construction
of new production capacity in the absence of an agreement with the
Soviet Union to shut down all military production reactors.

I hope it will be possible to arrange another meeting, as we
had discussed on August 4, to further explore the initiative that
Dr. Hoenig and I proposed in our briefing paper at that time. I
hope the paper by J. Carson Mark was responsive to your inquiry on
the significance of a possible Soviet tritium reserve and has
proved useful. We have been in contact with Hans Bethe and Gerard
Smith, as well as the other scientists and negotiators who have
cooperated with the Institute on the tritium question, and I am
confident we could put together a small, representative delegation
to discuss what the proposed initiative involves and how it could
be achieved.
I will be in touch with Ms. Kennedy in the hope of arranging
an appointment.
