We are pleased to be able to send to you this special newspaper
supplement which, as you may know, recently appeared in eight New
Hampshire daily newspapers.
We have chosen to send this publication to you because as a former
member of the governing board of this University, your leadership
over the years has contributed to our ability to provide a quality
education to the residents of New Hampshire.
New Hampshire's University: A State Resource is a series of
publications being produced this year in a cooperative venture
between the University's News Bureau and Foster's Daily Democrat.
Enclosed is our first and it focuses on what ought to be the state's
number-one priority: education. The second will appear in
newspapers later this winter; it will focus on the University's
contribution to the state's economic development.
We are excited about the quality and variety of service this
institution provides to the state. It is our sincere hope that these
publications will make the citizens of this great state proud of the
University, more knowledgeable about its resources, and as excited
as we are about its future.

Dear John:
This letter is being written to you soon after the outbreak of war in the
Persian Gulf. We hope and pray that this conflict may be over soon, and that a
positive and long-lasting structure of peace may be built for that region of the
world. In the meantime, we at CSFA continue our work in the hope and belief
that an educated populace is crucial in building not only a strong and vibrant
nation but also a more peaceful world. In that spirit, I write to bring you up
to date with a number of very important events for CSFA.
Gisle and Eva Johnson Bequest. In the coming weeks CSFA will receive the
largest gift in its history as a result of a bequest valued at approximately
$1.3 million from Gisle and Eva Johnson of Owatonna, Minnesota. The Johnsons,
who passed away this past year, were owners of a car dealership and long-time
residents of Owatonna. $1 million of this gift will provide an endowment for
educational grants (one-half in the form of scholarships, one-half loans) to
graduates of the Owatonna school district under a competitive selection process
to be managed by CSFA. The amount above $1 million is to be used to support
CSFA's mission and programs as determined by the Governing Board of the
organization. We owe a great and lasting debt of thanks to the Johnsons and to
lawyer and CSFA Board member C.A. (Gus) Johnson (no relation) who helped Gisle
and Eva to establish this program. Their gift will benefit students for years
and years into the future while honoring the memory of their lives, their
stewardship, and their caring for others.
Mid-Year New Program Development Report. December 31, 1990 marked the half-way
point in CSFA's fiscal year 1991. We are pleased to report that as of that date
31 new scholarship programs (almost half way to our yearly goal of 68) are now
under the care of CSFA staff in our Scholarship Management Services unit; eight
new special programs (already three more than our goal of five) are a part of
our Education Grants/Innovative Services unit. Also we have added 29 new
Dollars for Scholars chapters toward our yearly goal of 95. (Normally the
largest number of chapters are formed in the spring.) And 35 colleges and uni-
versities (yearly goal is 40) have joined our CSFA Collegiate Partners Program.
Most importantly we know that at least 1600 additional students will receive new
scholarship support this year as a consequence of this program growth.

New England Office Funding Continues to Grow. Last April CSFA officially opened
its Dollars for Scholars office serving the six New England states. We have
continued to raise funds to support the creation and development of new and
existing chapters. Recent new funding has come from New England Telephone, the
George Alden Trust, and the Arthur D. Little Foundation, bringing our New
England total to $275,000. These new contributions will be used primarily as
challenge grants to New England communities to encourage chapter formation and
initial fund raising for scholarships for their local students.
CSFA's 30th Anniversary Year. CSFA was officially incorporated in 1961 under
the leadership of Founder Dr. Irving Fradkin. Throughout this 30th Anniversary
Year, a number of events will remind us of the achievements of the organization,
the commitments of people throughout the years to our mission, and the many
needs we must seek to meet in the future. On January 10 a special luncheon was
held in Fall River, Massachusetts commemorating the kick-off event for CSFA 30
years ago. In May special events will be held in Washington, D.C. in connection
with CSFA's spring Board meeting. And, most importantly, on September 26-27 in
Minneapolis, Minnesota, CSFA will hold its first national educational conference,
pointing to "30 Years of Programs That Work." Mark the dates on your calendar.
Plan to attend!
CSFA's Proposed Capital Campaign. Throughout the past four months Campbell &
Company, the national fund-raising consulting firm, has been conducting on our
behalf a "philanthropic marketing study" to "test the waters" among CSFA's
friends and supporters for a potential capital campaign. Company President Don
Campbell and Regional Vice President Frank Huszar will report to our Board in
February on the results of their study and their recommendations concerning a
campaign to raise endowment and building funds to support CSFA's growth.
CSFA is continually seeking to serve very well:the corporations and communities
with whom we are already connected -- but we also seek continually to expand our
work. Why? For two simple, straightforward reasons: because the educational
needs of our country are so great and because we feel that we have something to
offer. The theme for this anniversary year is "30 Years of Programs That Work."
In using this theme we do not claim that all of our work has been perfect. Far
from it, when dealing with human lives. But program reports tell us that we
have made a difference in the lives of about 200,000 students in these first 30
years. We believe deeply that, with the support of people like yourself, we can
impact positively the lives of hundreds of thousands more in the years to come.

Dear Governor Sununu:
As executive director of the New Hampshire Timberland
Owners Association, I wish to express a concern related to
the present draft of the Federal Manual for Identifying and
Delineating Wetlands.
The NHTOA is a member-supported, non-profit organization
of landowners, foresters, loggers, truckers and wood-using
industries, dedicated to responsible forest management and a
healthy forest-based industry in New Hampshire. Our 1,050
members collectively own nearly one million acres of
timberland.
Presently, the Manual defines wetlands as lands where
the water table is 12 to 18 inches below the surface for
seven consecutive days. In our opinion, this amount of
saturation is not sufficient to create true wetland
conditions. We are asking that the Manual be modified to
adopt the hydrology criteria now used for agricultural lands
for all forest lands. Currently farmland is considered
wetland only when water is present at the surface for 15
consecutive days, while all other lands are still treated as
wetlands when the water table is 12 inches to 18 inches below
the surface for more than seven consecutive days.
We are asking that you make known our concerns to
appropriate federal regulators. Without this critical change
in definition, many thousands of acres of productive New
Hampshire timberland that exhibit no true wetland
characteristics could potentially be subject to costly and
burdensome federal and state regulations.

Dear John:
I want to follow up on our conversation a couple of
weeks ago concerning the National Energy Strategy (NES). Let
me repeat my strong recommendation that the Administration be
aggressive in pressing its energy program as early as
possible this year.
I hope the President will use the State of the Union
Address as an opportunity to indicate the Administration's
resolve to reform nuclear licensing, open the Actic National
Wildlife Refuge for environmentally responsible oil
production, increase production from our old oil
fields-including the complete elimination of intangible
drilling costs as a preference item for the alternative
minimum tax, review the timetable for refiners to produce
reformulated gasoline, streamline procedures for approving
domestic natural gas pipleline construction, and decrease
petroleum use in transportation without resorting to an
increase in mandatory CAFE standards.
It is imperative that the Administration move quickly.
There are a number of major Democratic energy bills poised
for introduction. Delay will allow the Democrats to force
congressional and public attention to ill-conceived or
piecemeal proposals. However, if the Administration presses
its energy program early, we will have a better opportunity
to build strong Republican support for the comprehensive and
reasonable Administration program.
