Dear Tracy:
Chief of Staff John Sununu asked me to respond to your recent letter
regarding his background and current responsibilities at the White
House.
The primary responsibility of the Chief of Staff is to manage the
President's agenda and the day-to-day operation of the White House.
He oversees the development of domestic and foreign policy, communi-
cations, staff, budget, and relations with the press, the Congress,
and State and local governments. He accompanies the President to
most meetings and events worldwide and is often called upon to speak
on the President's behalf.
John Henry Sununu was born in 1939 and spent most of his childhood
in New York City attending parochial elementary school and, later,
the La Salle Military Academy in Oakdale, Long Island. He went on
to study engineering at the Massachusetts Institute of Technology
and earned his Ph.D. in 1966. While he proceeded to distinguish
himself as an educator, engineer, small businessman, and community
leader, he is most often remembered for his work as Governor of the
State of New Hampshire. He was elected in 1983 and served for three
terms until 1989, when he was asked by President Bush to serve as
his Chief of Staff at the White House.
He and his wife, Nancy, have eight children. In his spare time he
enjoys skiing, golfing, reading, and collecting baseball cards.
Governor Sununu is proud to be serving as Chief of Staff and feels
that his diverse experience as an engineer and as a leader in both
State government and private industry could be of special benefit
to President Bush's Administration and to our nation as well.

Governor Sununu's best wishes.

On behalf of the Chief of Staff, thank you for your
postcard concerning appropriations legislation for the
District of Columbia, which permits the use of funds
to pay for abortions.
The House of Representatives and the Senate have passed
the District of Columbia appropriations bill for Fiscal
Year 1990, which permits Federal funding for abortions
under circumstances where the life of the mother is not
endangered. A final version of the bill is being pre-
pared by House-Senate conferees. President Bush has
announced his intention to veto the appropriation bill
if it is presented to him in its current form.
The President does not believe that appropriated funds
should be used to pay for abortions other than in those
cases where the life of the mother would be endangered
if the fetus were carried to term.

As you are aware, President Bush and the American people
are gravely concerned about the availability of foreign-made
weapons used by criminals to commit devastatingly violent acts
throughout our communities. This is an intolerable situation
and will not be allowed to continue.
On May 15, the President announced a comprehensive and
commonsense program to effectively combat crime, with strong
proposals to limit the access to illicit weapons. At the
same time, the program will not infringe upon the rights of
law-abiding citizens to own and use firearms. In light of
your interest, I am enclosing for you a fact sheet which
outlines the President's initiative in this area.

Dear Mr. Ellison:
Thank you for your recent letter regarding the savings and
loan industry.
President Bush is committed to cleaning up the problems of
this industry and is determined to restore our entire
financial system to strength and stability. In doing so,
however, he has rejected the imposition of any new fee on
depositors. Moreover, he has also made clear that all
federally insured savings and loan and bank deposits will
continue to be fully backed by the Federal government.
Your ideas and suggestions regarding this issue are
appreciated and have been shared with the President's
advisers. I am enclosing for you a fact sheet more fully
describing the President's reform plan, and it comes to you
with his best wishes.

Governor Sununu has asked me to thank you for your
thoughtful letter outlining your proposal for
converting closed military bases into minimum/medium
security prisons.
As you recognize, the facilities identified by the
Base Closure Committee remain valuable assets. We are
determined to evaluate and employ them for other
productive uses and are currently evaluating a proposed
Executive Order establishing a Commission on
Alternative Utilization.
When constituted, I am certain that the Commission
will be most interested in your New York experience, as
two Commission members, DoD and the Bureau of Prisons,
are already exploring the feasibility of doing exactly
what you suggest. In fact the Bureau of Prisons, in a
preliminary review, identified twenty-two sites among
the eighty-six bases slated for closure as viable
candidates for consideration. Furthermore, the
President's Economic Adjustment Committee has
determined that, under certain conditions, base land
and facilities may be transferred free-of-charge to
local and state authorities for use as prisons.

Dear Governor Sununu:
Prior to my appointment as Administrator of the St.
Lawrence Seaway Development Corporation (SLSDC), I served in
the New York State Assembly for eighteen years; the last
four as Republican Leader.
As the Republican Leader, I advanced a plan to convert
the State Mental Hospitals to minimum/medium security prisons.
Although, early on, there was resistance to this program, it
has proven highly successful and was a great deal cheaper to
perform rehabilitative work than build new prisons. The
early resistance in communities has now turned positive and
many of these same communities have asked the state to build
new facilities in their jurisdictions.
The prisons provide good paying jobs for prison guards
and support personnel and local purchases have helped small
businesses.
I believe this same program could be implemented in
parts or all of the military bases that are slated for closure;
either for use by the Federal Bureau of Prisons or to be
transferred to states or other units of local government.
Having retired from the Air Force Reserve as a Colonel
and, incidentally, having served many tours of duty at Pease
AFB, I am convinced that some of the dormitory facilities
used for military housing could easily accommodate those
prisoners with short time remaining on their sentence, or
for an aging prison population. Even hospital facilities at
some of these installations could be utilized for ailing
prisoners.

Ernie Connor was a former employee of mine here at the Seaway

TURNING BASES INTO PRISONS
1. President's Economic Adjustment Committee, located in the
Pentagon, is working to identify uses for the bases being closed.
2. Primary list of uses - (1) DOD; (2) Federal agency - own use;
(3) Federal agency - own purpose.

Prison use is one such consideration.

Bureau of Prisons is studying the feasibility of using
obsolete bases as prisons. In fact, of the 86 bases
slated for closing, the Bureau of Prisons is interested
in 22 of them.
3. If no federal agency can use the property, it will be offered
to state and local governments on an equal basis.
4. Unclear who will coordinate - either DOD or GSA. (Probably
GSA)

INFORMATION PAPER
Subject: Alternative Utilization of Military Facilities
Discussion. Section 2819 of the Defense Authorization Act for FY
1989 requires the President to establish a Commission on
Alternative Utilization of Military Facilities. The purpose of
this Commission, which is separate and distinct from the Base
Closure Commission, would be to identify DOD facilities or parts
ot facilities that could be used or renovated to serve as minimum
security prisons or drug treatment facilities for nonviolent drug
abusers. The Commission shall consist of representatives from
DoD, the Bureau of Prisons, the National Institute on Drug Abuse,
and the General Services Administration.
Additionally, Deputy Secretary Taft, Secretary Bowen of the
Department of Health and Human Services (DHHS), and the Chairman
of the National Drug Policy Board recently signed a Memorandum of
Understanding which specifically addressed drug treatment
facilities. We agreed to work through the Commission to identify
underutilized active military facilities or inactive military
facilities that have the potential for being used or renovated to
serve as federal, state, or local drug treatment facilities for
nonviolent drug abusers. We also agreed to cooperate with DHHS,
in developing and implementing plans to ensure that such
identified military facilities are made available promptly to
serve as drug treatment facilities.
A proposed Executive Order establishing the Alternative
Utilization Commission is currently under review at OMB. The
proposal also recommends that the représentative of DOD chair the
Commission.
