NOMINATING PROCESS
(especially Supreme Court)
1. The President will publicly announce a SHORT LIST of
candidates (5 or more). (not just one candidate)
As with the Academy Awards, being nominated is an honor
even if not chosen, and the actual reasons for not being
chosen are hidden.
2. The public (including special interest groups, Senate
staff, or anyone) will then be invited to send in any "dirt"
on any of the candidates for a SPECIFIED PERIOD OF TIME
(several months), to:
3. A SPECIAL POST OFFICE BOX, (publicly announced), which
can only be opened by two specified staff members, one on
the White House Staff, and one on the Chairman of the
Judiciary Committee Staff, and both must be present at the
same time when it is opened, and both must examine and
compile the information at the same time.
Only four people will know the contents of the post
office box, the President and one staff member, and the
Chairman of the Judiciary Committee and one staff member.
4. The information accepted can only be previously
published or publicly announced "dirt", or new "dirt" in
confidence, with name and address. Any new "dirt" which is
publicly announced during the Specified Period (above) will
NOT be accepted, eccept for obvious events such as arrests,
etc.
5. At the end of the Specified Period, no new charges will
be accepted for consideration, no matter what they are
(other than obvious things such as arrest, etc.), and cannot
be used by the Senate Judiciary Committee or the full
Senate.
6. During the Specified Period, and/or shortly after, the
collected raw dirt will be shared with the nominees before
FBI investigation.
If a nominee wishes to withdraw at that point, then the
fact that he or she has withdrawn will not be made public.
He or she will simply not be the chosen candidate.
7. FBI investigations of the remaining candidates (or some
of them) will then take place (so that the prime candidate
will only be known by one man - the President -
investigation of just one would perhaps let the "cat out of
the bag")
8. The results of the FBI investigations will then be
shared with the candidates and the President ONLY. This
will allow further withdrawals- from nomination, if
necessary, but keep the reason for withdrawal confidential.
9. The President will then make his prime choice known
only to the candidate and to the Chairman of the Senate
Judiciary Committee, who will be given the FBI report at
that time
This will allow the Chairman to register objections
based only on the FBI report, not on politics.
If there are no objections, then the President would
publicly announce the candidate of choice.
If there are confidential objections from the Chairman,
then the President will decide whether to nominate his prime
candidate regardless of possible problems, or whether to
name another candidate who may have no non-political
objections from the Chairman, based on the FBI reports.
I submit that these suggestions might overcome some of the
current problems.
(To end on a note of levity, the joke that is going around
here is that in the future, the only male candidate that the
President could SAFELY nominate to the Supreme Court will be
someone who is gay!!)

Dear Representative Vowell:
On September 12, the Health Care Financing Administration (HCFA) published
regulations to eliminate or restrict federal matching payments for a variety of
State Medicaid funds. The regulations will wreak havoc on State Medicaid budgets
and place further strain on the national safety net hospitals. The rule, which is
hopelessly ambiguous, calls into question states' use of provider-specific taxes
which represent a vital source of Medicaid funds in Texas.
In the 1990 OBRA legislation, Congress made its position clear: HCFA was to
continue matching provider-based taxes. Now HCFA is seeking to unilaterally change
the rules of the game.
I urge you to speak out against the regulations and work legislatively to
prevent their implementation. In 1990 the average Texas hospital received almost
$900 less per Medicaid patient than the cost of providing their health care.
Additionally, the recession and federally mandated eligibility expansions have
contributed to the Medicaid population explosion of almost 25% in Texas. In El
Paso, there are many residents who have no health insurance at all but for whom
we continue to provide care.
The need for services will not end if the regulations stand. Until a fiscally
viable national health policy of caring for America's indigent is designed, these
programs are vital to prevent the collapse of the health care industry's ability
to care for our country's poorest and neediest.

How can you continue to allow IRCA related discrimination, and
still believe you are defending all civil rights laws as you
promised?
DOJ/OSC is a joke.
To give The Department of Justice, Office of Special Council the
reins in running grant programs to assist victims in complaints is
like giving them the right to drum up their own business. If
employers were educated properly, this type of victim assistance
would be eliminated.

Dear Mr. President:
It was you who lost credibility when you authorized your staff to
organize a last minute attempt to undermine Miss Hill's credibility
and character. Your instigation of these attacks was reprehensible
and a disservice to the American people. Senator Dole on TV Tuesday
evening cavalierly referred to such tactics as "hardball politics."
You nominated Judge Thomas, a man with limited experience as a judge,
for political reasons well understood by everyone. Then you proceeded
to tell the American people that he was the best qualified person that
you could find. The American Bar Association found him to be only
marginally qualified.
A Supreme Court justice should have the h ighest intellect, a distinguished
record assa judge, and be known as a person of great distinction. You
have totally politicized the process and again shown the American people
that you will resort to any tactics to gain your political goals. Your
efforts to destroy Miss Hill remind us of your election campaign with
Willie Horton, The Pledge of Allegiance, and Boston Harbor. Surely
the American people deserve something better from the White House.

COMMENTS ON "1989 FEDERAL MANUAL FOR IDENTIFYING AND DELINEATING
JURISDICTIONAL WETLANDS", Proposed Revision
General Comments:
1. The revised manual is an improvement over the 1989 manual. Addi-
tional improvements are needed.
2. Private property rights must be addressed and made part of this
process.
3. The revised manual continues to be extremely complicated and almost
impossible to understand-even the regulatory employees have trouble
with it. This issue is not that complex and it appears that it is
being made complex to confuse property owners and the general public.
4. The permitting process should have time limits established. Delays
and indecision are very costly to the property owner. Suggest a
90-day permit period from receipt of application to a yes or no
decision by the Corps of Engineers. Good business management is
needed in the permitting and review process.
5. Highly recommend that the 1989 manual and all revisions be voided.
That the 1987 manual, with soils and plant list available at that
time, be used for the permitting process. And immediately set up a
Blue Ribbon committee of scientist, land owners, foresters and land
developers to formulate a Wetlands Manual for identifying and delin-
eating jurisdictional wetlands.
6. Regional and even state wetlands plant and soils list should be
developed by this same Blue Ribbon committee.
Specific Recommendations:
1. The requirement that all 3 wetlands criteria must be satisfied, each
independent of the other two, must be clearly and precisely spelled
out in the manual. e.g. field inspectors should not be allowed to
assume that since the soil is hydric-that-hydrology and-plant-re-
quirements are also met.
2. "Disturbed Wetland Areas" should be eliminated from this manual.
Almost all the land east of the Mississippi River has been disturbed
at one time or another and much of that west of the river. Wetland
classification must be made on the present condition and function of
the land.
If left in the manual, this will undo the intention of President
Bush, his council on Competitiveness and the improvements that have
been made with this revised manual.
3. Change the "growing season" definition to agree with what is univer-
sally accepted: "from the average date of the last killing frost in
the spring to the average date of the first killing frost in the
fall."
4. Facultative vegetation is neutral, therefore, it should not be
counted or even used to determine if the hydrophytic vegetation
criteria is met.
5. Even though 3 years of water table data and 5 years of aerial photog-
raphy is not a requirement, their inclusion in this manual could be
interpreted as requiring this length of time before a delineation
could be made. This optional data requirement should be eliminated
from this manual. The use of these data should be optional and used
when they are available and reliable.
6. The manual should state emphatically that a single secondary indica-
tor does not determine whether a criterion has been met.
7. Change the hydric soils criterion so it is consistent with the
requirement that soils must be saturated to the surface for a minimum
of 21 days. The revised manual section on hydric soils still indi-
cates that a water table of 6 to 18 inches below the surface deter-
mines hydrology. This inconsistency must be changed.

WHEREAS, for years the Soviet Union has been an active
enemy of the United States with extensive operations design-
ed not only to gather intelligence in the United States but also
to engage in active measures against our country, and
WHEREAS, much of that activity has been undertaken in
the United States, and with the aid of citizens of the United
States, and
WHEREAS, many of those taking part in these activities
received the encouragement of, funding from, and direction
from the Soviet KGB, and
WHEREAS, there is reason to believe that many such peo-
ple and organizations continue to operate in the U.S. and main-
tain control and power in key areas of our society, and
WHEREAS, the best way to expose these groups and in-
dividuals is with the aid of the Soviet Union.
NOW THEREFORE, I the undersigned do hereby petition
you to demand that the Soviet Union release the names of all
such groups and individuals still alive in the United States.
I FURTHER PETITION, you to demand that all KGB files
relating to the activities of said individuals be turned over to
our Federal Bureau of Investigation (FBI) for investigation and
prosecution.
FINALLY, I URGE you to add this demand to your list of
demands which the Soviet's fulfil prior to getting any aid, and
I ask that you communicate this to Soviet President Gorbachev
at once.

WHEREAS, the left-wing fringe wants to deprive students of their
right to talk to recruiters from the U.S. military, the CIA, and the
FBI on their college campuses, and
WHEREAS, these radicals also wish to eliminate or limit partici-
pation in ROTC programs, and
WHEREAS, in Virginia, the military was temporarily banned
from law schools at the University of Virginia, University of
Richmond and Washington and Lee University, and
WHEREAS, ROTC scholarships were cut at Rutgers University in
New Jersey, and
WHEREAS, one leftist publication boasts, "In many cases student
and faculty groups have voted to eliminate ROTC.", and
WHEREAS, the ROTC provides a critical training ground for
future U.S. military leaders, and

Dear Hank:
I am writing to urge you to sustain the veto of the 20 week extension
of unemployment benefits. The cost of this will of course come, one
way or another, from unemployment taxes paid by the employer. You people
are killing the golden goose. For years I have been writing congressmen
and senators about difficulties many small businesspeople are facing, but
nothing seems to change. Normally, I just receive a computer letter two
or three months later and not always even on the area of my concern. I
will have to close my business shortly and after all the years of paying
employee's social security, unemployment taxes and other benefits, I am
faced with nothing for my family. I will have 0 weeks of unemployment
help and no one will even notice I'm gone, except the tax collector who will
want to make sure I pay my last quarter of employment taxes.
I started my business 20 years ago and at its peak and for several years,
I had 11 people employed. But costs of running the business increased
faster than profits. In addition, the bank I have delt with for 15 years,
has simply stopped working with me because of fear of the regulators. The
bank has never lost a dime on me and I am less risk now than I was several
years ago. But because they have turned so timid, I have had to try to run
my business out-of-pocket. I am certain my business will simply end up
a statistic and someone, somewhere sill simply say I failed because I couldn't
compete and that's the American way.
In recent months I have had two friends go out of business for similar
reasons. One ended up a suicide, which because I knew him so well, am
certain was to provide his life insurance proceeds for his family. We have
all been very active in our community and time and time again have given
to appeals from community organizations. I have even been a stand-in
spokesman for you during past congressional campaigns where you were unable
to attend. But now, at the end, there is no one and there is nothing
available to help us.
I hope this at least gets to you. I'd hate to think that my last appeal
as a small businessman would sit unnoticed on some staff persons desk

On September 12, the Health Care Financing Administration (HCFA) published
regulations to eliminate or restrict federal matching payments for a variety of
State Medicaid funds. The regulations will wreak havoc on State Medicaid budgets
and place further strain on the national safety net hospitals. The rule, which
is hopelessly ambiguous, calls into question states' use of provider-specific
taxes which represent a vital source of Medicaid funds in Texas.
In the 1990 OBRA legislation, Congress made its position clear: HCFA was to
continue matching provider-based taxes. Now HCFA is seeking to unilaterally
change the rules of the game.
I urge you to speak out against the regulations and work legislatively to
prevent their implementation. In 1990 the average Texas hospital received almost
$900 less per Medicaid patient than the cost of providing their health care.
Additionally, the recession and federally mandated eligibility expansions have
contributed to the Medicaid population explosion of almost 25% in Texas. In El
Paso, there are many residents who have no health insurance at all but for whom
we continue to provide care.
The need for services will not end if the regulations stand. Until a
fiscally viable national health policy of caring for America's indigent is designed,
these programs are vital to prevent the collapse of the health care industry's
ability to care for our country's poorest and neediest.

Re: Impeachment of Judge Clarence Thomas
Dear President Bush:
I am on record with the Senate Judiciary Committee as a
supporter of the nomination of Judge Clarence Thomas as an
Associate Justice of the U.S. Supreme Court. Like many citizens,
I watched and video-taped most of the committee hearings. Last
night I watched a "post mortem" Town Meeting on ABC hosted by
Ted Koppell. A distinguished panel of senators and some very
distinguished citizens discussed how future hearings might be
better conducted.
Of particular interest to me was the comment made by Timothy
Phelps, Newsday Supreme Court reporter, during the Town Meeting
regarding possible future corroboration of Anita Hill's allegations,
and what would Congress do if Anita Hill ever produced proof?
I recall Judge Thomas commenting during the hearing that if Ms.
Hill's charges were accurate, that there was sexual harrassment
and criminal charges should be filed, or words to that effect.
Mr. Phelps and Ms. Totenberg also stated that they had heard of
the sexual harrassment rumors back in July, and it was obvious
to me that they both felt that the Senate Judiciary Committee and
the FBI had not properly investigated those rumors. Senator
Specter replied to Mr. Phelps' question by saying that if Ms.
Hill's allegations could be proven, then Judge Thomas would be
guilty of perjury and would be impeached.
What worries me is that Mr. Phelps and Ms. Totenberg gave me
the impression that there is evidence available to support Ms. Hill's
allegations and that those two reporters, their organizations, and
others were going to follow up and produce such evidence. If you
allow Judge Thomas to be sworn-in and then evidence is produced as
suggested, then impeachement is in order and our nation will continue
to suffer under this mess. I believe that a grand jury should be
convened to determine if such evidence is truly available. Such
a grand jury was mentioned at last night's Town Meeting.
It is also obvious from Ron Brown's comments last night that
the Democrats will use sexual harrassment, unemployment, and homeless,
in their campaign. against your re-election. That won't work because
the Democrats don't have a. strong candidate to run against you.
But I think that you should lay the allegations against Judge Thomas
to rest by supporting the idea of a grand jury to hear pertinent
statements from both sides. This should have been done prior to
Ms. Hill's public testimony.

of events caused the communication system of AT&T at New York to go down
resulting in a massive failure of the air traffic system. The letter
to Sununu outlined that an exposure of crimes and scandals would soon
ensue
the following Sunday (9/22/91 C.E.) the Washington Post Magazine
ran a cover story (with Mr. Sununu on the cover) about such scandals
coincidence? Think not
This is a very carefully planned and executed
program. A plan conceived in September 6703 during the Colorado gathering;
expanded during the Conference of Twelve at Kansas City in November;
and given the final preparations and execution orders during my New York
and Washington sojourns in December
all while the right-wing military
and social criminals were headed for a dangerous confrontation in the
Middle-East. We had Our response prepared.
The issue can no longer be debated
as to whether there is a higher
power. This aspect of nature can manifest and subsequent to the creation
of nuclear destruction in 6658 a coming was again necessary. I came in
the face of such danger of once again being rejected and murdered by
fanatical religions and power blinded hierarchical government. But the
fate of this planet hangs in the balance. The leaders of the human race
had reached a critical and dangerous state of development
the destructive
stage, and SO God came: "Build it and he will come " and SO I came
to living and breathing life when the bombs were built.
I have remained in the shadow of obscurity since my birth in 6660
- working quietly and with diligence to bring about structural social
change to the existing world order. Progress was being made concerning
improvement in the environment, social consciousness, and world peace
until the ascent of the presidential puppet Reagan; a facade for those
powerful and corrupt forces behind this idle mind. In 6693 I became more
active in the affairs of humankind in response to this folly, and the
opposition to Our program increased. In 6699 Julian (1986 C.E.) the world
reached a critical point. With the destruction of the Challenger astronauts
under the White House pressure to launch in temperatures too cold for
the rocket (so Reagan could have his "State of the Union" event to launch
